The 15th edition of the CIDOB International Yearbook emerges, once again, as aninstrument to facilitate a systematic monitoring of the international scene in 2003.It offers keys for interpreting Spanish foreign policy and international relationsthrough the articles and appendices that comprise the sections of Spanish ForeignRelations, Europe and The International Situation (which includes the CountryProfile section).With regard to Spain, the 2003 Yearbook focuses on the country’s foreign and securitypolicy, as well as on the foreign competitiveness of its industry. The analysis of theyear for Europe (in the voice of experts) presents a paradoxical assessment: along withthe division of opinions on Iraq and the failure of the Intergovernmental Conference,significant progress has been made in the area of security and defence, with theapproval of the European Union’s first security strategy. And, finally, in theinternational section, after making an assessment of the international economy in2003, it offers a special dossier on Brazil and Lula’s Government.

Europe, in general, and Spain, in particular,are immersed in a process of the constitution of a multi-cultural society based on immigration. InSpain, beginning in the year 2000, immigration went from being considered a technical and administrativequestion to being a political and social issue. The period from 2000 to 2001 can be considered the yearof immigration; it is the moment that marks the beginning of the process of creating an institutionalframework for accommodating immigrants and the citizens to these new situations, in what we call a“policy of accommodation”, based on a culture of accommodation among the managers of this process.This book offers theoretical elements and a large empirical foundation for discussing how the constructionof these multi-cultural societies is being carried out. ISBN › 84-87072-43-7 | Pages › 256With the entrance of the new millennium, the international scene is characterised in large measureby the unilateralism with which the U.S. interests have been trying to prevail ever since the endof the Cold War eliminated its only counterweight. In spite of everything, the current geostrategyis under debate, and it could find its ideological foundations in two quite different frames ofreference. On the one hand, and while on some occasions the international situation displaysprofound discrepancies over the way to interpret a common heritage, in the West, some significantvoices tend to adopt a post-Cold War perspective and see a “clash of civilisations” in the currentworld order. In concordance with this view, the “end of history”, a milestone supposedly achievedby the societies that inherited the “universal values” of the European Enlightenment, is beingendangered. On the other hand, the “Asian values” resist the unilateralist trend in favour ofmultilateralism and they can be framed in a post-colonial dialectic. From neo-liberal postures,they are often seen as a shield used by the Asian countries to avoid reforms that would benefitthe interests of transnational companies. For the Asian world, they are an alternative to "Westernvalues”, a set of values supposedly universal which justified imperialism in its time and whichnow seem to serve as moral support for economic neo-imperialism. With experts from Asia andEurope, this book offers a in-depth debate on “Asian values” and “Western values”, and onunilateralism and multilateralism.

PERUConsultant : Enric Royo› Peru, a country with a wide diversity of languages and cultures, and blessed with natural wealth, currentlyis experiencing certain improvements in its economy and in anti-corruption and decentralisation policies.But, it still suffers from age-old inequalities and poverty, which affect over half of its population. Thesociety has left behind the time of changes and new hopes that was ushered in by the beginning of a newpolitical period, with the 2001 election of Alejandro Toledo as President of the country, and by the closingof a dark chapter in Peru’s recent history which was marked by corruption and authoritarianism embodiedin Fujimori, who had to flee the country. From the initial expectations, the population has graduallydescended into a certain state of disenchantment. Different analyses of the political, economic, social andcultural situation are combined in this monograph, along with a review of other issues, such as biodiversity,the work of the Commission for Truth and Reconciliation, the indigenous question and emigration, in orderto contribute elements that may facilitate the understanding of the reality of a country that, at thebeginning of the 21st century, continues to hold out the promise of better living opportunities, accordingto reports by the United Nations Development Programme.

In this book, the birth of the modern European peoples is studied fromthe perspective of the importance that the Mediterranean played inthis long process, which goes from the year 375 A.D. to 1000 A.D. conflicts; and the “Current Events”

section, which gives way to the human

and social sciences, including an

anthropological and macroeconomic

view, in order to understand the

transformations and changes of a

common Mediterranean background.

This arises from the idea of fostering an

intercultural and interdisciplinary view

of Mediterranean topics in general,

rather than offering an exhaustive

study on one subject in particular.

Beginning with the classical tragedies, theatre has been one of the great contributions of theMediterranean region to world art. Social expression par excellence, theatre has reconciled thesingular personalities of its creators with attention to the different group realities, and it hasrevealed their fears, their conquests and their expectations. Theatricalities in the Mediterranean isnot, obviously, a review of dramatic literature, but rather an encounter with some of its mostsignificant stage formalisations, from classical Greece to the present time and including both thenorthern, European shore and the southern, Muslim shore.

Honour has a very prominent role in the daily life of Mediterranean cultures, where obligations aretraditionally founded on verbal agreements and on individual and group honour. On the surface, inMediterranean societies the roles of men and women seem totally separate and the opposite ofeach other. However, each gender appears to be responsible for its particular sphere, with thewomen being in charge of maintaining the purity of the family line, and the men guarding itsreputation. Honour connects the “interior” female world with the “outside” masculine world. The code of honour can be described as the expression of a society’s knowledge about itself in thepast; and in the future, thanks to its purity and to the feats of the members of the family, thegroup acquires a prestige transmitted by its ancestors, which gives them control over their history.From this, it is deduced that it is preferable to inherit certain types of a past rather than others.

This general study of the environmental challenges faced by the countries on the shores of theMediterranean shows that environmental conservation in the region is inseparable from developmentproblems. From this perspective, it becomes an imperative to mobilise, allocate and use its water,land and energy resources and urban space in a more rational way. In this sense, the authors pointout the need for new sectorial policies and economic reforms that combine regulatory and monitoringinstruments in developing an effective conservation of the environment, bearing in mind thesituation of each country.The production of electricity, irrigation techniques, the development of renewable sources of energy,and agricultural research and dissemination are the priority areas of an indispensable cooperationamong the countries of the southern and eastern Mediterranean in the economic and environmentalspheres.

The second edition of the report on the monitoring of Spain’s Official Development Aid(ODA) in the areas of population and reproductive health, written at the request of theSpanish Interest Group on Population, Development and Reproductive Health (GIE), showsa slow but gradual improvement in the profile of this aid.
