WHEN IS PUBLIC SEWER REQUIRED?

• Public sewer must be adjacent to a property or be

onsite to be served. • Private sewer cannot cross other properties to

access public sewer. • Tracts smaller than 3 acres and closer than 200’ to

public sewer are required to connect. If sewer is not available to a new development,

public improvement plans for sanitary sewer must be submitted.

We review sewer plans for the following cases and issue sewer impact permits: Planning Cases Annexation, Zoning, Pre-Subdivision, Preliminary and Final Plats Building Development Cases Pre-Apps, Building Reviews(sewer permits), Demolition Permits and Sign Permits Public Works Public Improvement Plans for Sanitary Sewer (Review process is similar to the review process for BDS)

• International Plumbing Code • Zoning Regs • Subdivision Regs • City Code Section 120-72 Wastewater Regs • Location specific trunkline ordinances for trunkline fees • Sewer Extension Cost Recover fees – G.O. 4717

Who do we serve?

• We provide sewer for not only Springfield, but also for areas outside the city limits but inside the Urban Service Area. We also receive the sewer from the cities of Willard, Battlefield and Strafford.

SANITARY SEWER FACTS The City maintains • 28,289 manholes • 1195 miles of gravity sewers • 23 miles of force mains • 16 lift stations • 2 treatment plants Capacity: Northwest Cleanwater Treatment Plant 6.8 MGD Average, 17 MGD Peak Southwest Cleanwater Treatment Plant 35 MGD Average, 100 MGD Peak

•Make sure projects are built according to approved plans and City specifications.

•Be the City’s eyes and ears in the field to be sure the City gets a quality product and document the daily activity.

•Test and oversee that materials used are compliant to specifications.

•Measure products in the field and submit those items so contractor gets payment.

•Review contractor payrolls for compliance with wage rates.

•Inspect the issued driveway and excavation permits.
