DESCRIPTION
The paper will discuss a wide range of public safety communications interoperability -related issues both with a view to the Canadian/US environment and their relevance to the Australia/New Zealand landscape. These include: - Public safety wireless broadband in North America; - Public safety interoperability strategic planning at the local, regional, state, national and international levels; - Trends in interoperability technology, including both voice- and data-related issues; - Next Generation (NG) 911 and its future in Canada and beyond; - Situational awareness, common/user-defined operating pictures, precision information environments, GIS systems, blue force tracking and location-based services; - 3D in-door tracking and location for firefighters and public safety responders; and, - Social media for emergency management (#SMEM). It’s not about the technology.
It’s about people, culture, leadership (at all levels) & the
willingness to change.

In addi5on to the large number of challenges we face in planning & implemen5ng new technology (funding, coordina5on, culture,
etc.)….
However…
www.ci/g.ca
Resul5ng from the massive push-‐back
from the Snowden affair, privacy advocates are becoming even more vocal. US public safety agencies are
seeing unprecedented privacy focused legisla5on and lobbying.
What does this mean for all of us?
Privacy Challenges are Increasing!

Informa/on Interoperability Blueprint
“The true currency of emergency management is, and has always been, informa5on: having more or be\er physical assets (e.g. trucks) can improve the effec5veness of an emergency response, but only
when paired with good informa5on and an effec5ve
decision making process. By contrast, good informa5on and decision making can already be enough for an effec5ve emergency response, especially where it concerns the key goal of
preserving human life.”

What’s Missing? Cohesive na/onal level Tri-‐Service & Emergency
Management collabora/on on this cri/cal public safety issue.
• Provide a strategic opportunity for open, transparent and procurement-‐free dialogue between industry and public safety users.
• Offer responders from mul5ple jurisdic5ons and disciplines the opportunity to work collabora5vely whilst gaining insight into each other’s communi5es.
• Ensure that public safety and emergency management leaders have a voice in the content and direc5on of future Comms Connect events.
• Build strong alliances through linkages within their respec5ve networks/communi5es.
• Iden5fy current and pending poli5cal, legisla5ve and regulatory developments that may impact the future state of public safety informa5on and communica5ons technology (ICT).
• Advise the present and future trends/needs of the community.
