Context

� Between 1990 and 2015, the global forest area declined by129 million hectares (= eight times mainland France’s forestarea)

� 11% increase in greenhouse gas emissions

� 1/3 of this deforestation is due to the consumption ofagricultural products by European Union countries.

� The French government has adopted a national strategy tocombat unsustainable imports known to be key drivers ofdeforestation.

The national strategy to combat

imported deforestation � Strategy aims : sensitizing every actor (producers, businesses, investors

and consumers) and induce them to change their practices in order toavoid or reduce deforestation.

� Measure 8 : adopting a "zero deforestation" public purchasing policy by2022

� Coaching and supporting public procurers with the publication of anew handbook which will explain how to avoid or reducedeforestation in public procurement

� Include a zero deforestation objective in the scheme for anexemplary administration

� Propose to the European Union to prohibit the purchase of goodslinked to imported deforestation.

• A powerful lever for limiting deforestation :

• Soy : high-risk

• 97% of soy imported in order to feed animals.

• French consumption : 68kg per year per person.

• Palm oil : high-risk

• 50% of products in collective catering contain this substance.

• Increasing the « cuisiné sur place » (« cooked on the spot ») share
