elements:
1. A political system for choosing and replacing the government through free and fair elections.
2. The active participation of the people, as citizens, in politics and civic life.
3. Protection of the human rights of all citizens.
4. A rule of law, in which the laws and procedures apply equally to all citizens.

What is a Public LibraryHow did public libraries get started? January 17, 2006 Dear Straight Dope:
I googled the hell out of this and the best resources I could find (Wikipedia, etc.) could only tell me about the origin of libraries in general, back in ancient times, or the beginnings of specific libraries in America. Call it nerdy curiosity if you want, but I am kind of young (25) and so do not know a time before public lending libraries. They have been all over the place in the different states I have lived. They let you borrow and read all sorts of books--for free! Call me crazy but I started wondering, how did the public libraries as we know them today come about? Some bibliophile President or First Lady in the 1950s decided it was important and got the ball rolling or something? And how do they stay around? Even if the books are donated, the staff are volunteers, and taxes pay for necessities, that still doesn't cover the property and building itself, let alone new books and computer systems. Don't tell me it's all late fees!

What is a Public LibraryThere are five fundamental characteristics shared by public
libraries.
- they are supported by taxes (usually local, though any level of government can and may contribute);
- they are governed by a board to serve the public interest;
- they are open to all and every community member can access the collection;
- they are entirely voluntary in that no one is ever forced to use the services provided; and
- public libraries provide basic services without charge.[1]

Libraries For Democracy is a new (as of July 4th, 2011) web-based service to libraries and the general public.
It encourages libraries to provide democracy and social issues related information and programming to their communities. It also provides free, non-partisan information to the public. LFD needs library members.
