II. Publication The Notice of Public Hearing was published on February 01 and February 08, 2021. Provided below are the Affidavit of Publication from Manila Standard and Daily Tribune.

III. Program

1. Attendance Online registration of Attendees was facilitated by Engr. Jose Paolo Aragoncillo, the Casehandler. The Program proper started at 10:00 am.

2. Presentation Invocation was delivered by Ms. Medi Fernando while Danao City Barangay Councilor Elisa

Hermoso opened the program through an Opening/Welcome Remarks. Salient points from her opening remarks were: No violation was observed by the community of the plant; She emphasized that RCBMI representative always visits the Barangay and very active in responding to the needs of the community through SDMP and CSR programs. She also stated that, she is willing to support RCBMI cement finish mill and quarry operations project and doesn’t have further objections. Brief presentation on project background, description, location, implementation schedule and other information or facts regarding the project was provided by the RCBMI Representatives Ms. Aea Mae e Leon, the ConRel and Mr. Ross Prado, the PCO. Results of the EIA on impacts, measures and commitments were provided by the EIA Team through Ms. Medi Fernando under Mediatrix Business Consultancy.

Copy of the program is provided in Table 1 below while presentation materials are attached as Annex B.

3. Open Forum Atty. Ivy Joyce De Pedro provided the following Public Hearing Guidelines:

Mga Patakaran sa Pagsasagawa ng Public Hearing: 1. Ang public hearing ay gagawin sa Tagalog. Gayunpaman, maaari pa ring gamitin ang

lengguwahe kung saan kayo mas kumportable. 2. Ang sinumang may gustong sabihin sa open forum ay dapat itaas ang kanyang kamay

upang mapayagang magsalita ng hearing officer. Ang mga komento at suhestyon ay maaari ding isulat sa chatbox.

3. Kung magsasalita sa unang pagkakataon, sabihin ang pangalan,

opisina/organisasyon na iyong nirerepresenta at ang iyong posisyon. 4. Makinig sa taong nagsasalita at iwasan ang paggawa ng anumang nakakabulabog.

Ano man ang nararamdaman tungkol sa sinasabi ng taong nagsasalita ay dapat itong ipagtimpi at hintayin ang pagkakataong makapagsalita. Irespeto ang opinyon ng iba at ang hindi pagsang-ayon ay dapat isatinig ng maayos.

5. Ang hearing officer ay may karapatang pigilan ang indibidwal o grupo na patuloy na

nakakagulo sa ginagawang hearing kung hindi pa rin ito tumigil matapos bigyan ng tatlong babala ng Hearing Officer.
