In view of the proposed expansion of M/s Uttar Pradesh Waste Management Project (Ramky

Enviro Engineers Ltd) at Kumbhi village, Kanpur Dehat, Environmental Public Hearing was

conducted on 07.02.2018 for obtaining Environmental Clearance. Villagers from– Kumbhi,

Gauriapur, Lahrapur, Toda, Majh Purwa, Kuit Mandir, Keshi, Bansan Purwa, Ramaiah, Gajaka

Purwa, Gadai Khera etc participated in the public hearing. The details of public attended are

attached in Annexure A.

The Regional Officer, UPPCB, Kanpur Dehat, welcomed the District Magistrate, Additional

Collector, other senior officials and people from the nearby villages and initiated the public

hearing. He requested Dr. B. Chakradhar to explain about the project concisely.

Regarding the proposed project, a request was received at the Board Headquarters from Dr. B.

Environmental Clearance. As per the proposal, the existing units at Plot. No. 672, Sikandra

Road, Kumbhi village, Akbarpur Tehsil, Kanpur Dehat District, Uttar Pradesh consist of Secured

Landfill, Stabilization and Incinerator which are spread across an area of 7.3 Ha. For expansion,

the units are proposed in an additional area of 5.5 Ha. This will make the total land area 12.8

Ha. Out of this, 33% (4.18 Ha) of the area is proposed to be developed under greenbelt. The

description of the proposed units and their capacities are given below in Table 1.1.

In view of obtaining Environmental Clearance for the proposed project, the Board Headquarters

requested the District Magistrate on 26.12.2017 to conduct public hearing. As per the

Environmental Protection Act, 1986 and EIA Notification S.O. No 1533 dated 14.09.2006 issued

by MoEF&CC, to obtain Environmental Clearance public hearing is mandatory. Hence public

hearing was scheduled on 07.02.2018 at District Magistrate Office, Kanpur Dehat by respected

District Magistrate. A notice of public hearing was published in two prominent newspapers-

Hindi edition in “Amar Ujala” and English edition in “Hindustan Times” on 05.01.2018 in which

all general objections, suggestions, criticism and notes were welcomed.

From the date of issue of notification on public hearing, till the scheduled date 07.02.2018,

objections/suggestions were received by Regional Office, UPPCB, Kanpur Dehat. In this regard,

M/s U.P. Waste Management Project (Ramky Enviro Engineers Ltd) received a letter from

UPPCB (letter No. 2616/L-26/18 dated 24.01.2018) asking for explanation.

With regard to the public hearing, Mr. Sanjiv Kumar, Project Manager, received approval from

CPCB, Central Govt, in September 2017, to increase the project capacity. The proposed project

falls under Category “A” in Kanpur Dehat and the cost is estimated to be about 85 Crores.

Mr. Sanjiv Kumar (Project Manager) informed that NGT had ordered PCB to increase the plant

capacity as 60 Tons of Chromium waste is lying openly in Kanpur Dehat which during monsoon

drains in to Rind River. And 30,000 Tons of such waste is lying in U.P. There is no proper

arrangement to dispose them. Wherever hazardous waste is present, a sign board should be

placed and the area should be fenced with wire.

Mr. Sanjiv Kumar (Project Manager) also informed that at Kumbhi Village, Akbarpur Tehsil,

Kanpur Dehat, U.P., the existing units- Secured Landfill, Stabilization and Incinerator are spread

across an area of 7.3 Ha. For expansion, the units are proposed in an additional area of 5.5 Ha.

This will make the total land area 12.8 Ha. Out of this, 33% (4.18 Ha) of the area is proposed to

be developed under greenbelt.

A provision is made in the nearby villages for installation of hand pumps, school for children,

hospital, education and training centre (around 33%) as part of CSR activities. Under CSR

provision, water supply should be included in CSR activity only. Only local people will be given

employment.

Waste generated from the industries is hazardous. There are many industries located in and

around Rania and the waste generated is not properly disposed which will pose a threat to

public health. There is no proper arrangement for the treatment and disposal of Chromium and

slowly a mountain of Chromium waste had been formed which is affecting the nearby people

through air. Chromium is very toxic and few days ago pollution control board submitted a

report to NGT which was taken very seriously.

Figure 1.1 shows the photographs of Public Hearing held at District Magistrate Office, Kanpur

Dehat, Uttar Pradesh on 07.02.2018. Figure 1.2 shows the notification of public hearing in local

newspapers –“ Dainik Jagaran” and “Amar Ujala”.

The objections/suggestions raised by the public during Public Hearing and the related action

plan against the quieries raised are given in detail in Table 1.2.

They reported that Bharat oil company which is adjacent to the existing project is polluting. The surrounding water is getting polluted in all the ways possible.

The query is not related to the proposed facility. However, the project aims at the concept of zero liquid discharge by providing an ETP. The treated effluents are totally reused for scrubbing as well as for waste stabilization. Thus, there will not be any liquid discharges from this project. Hence, no water contamination is emphasized due to the proposed project.

2 Sri. Sanjay Singh, Kumbhi

The facility doesn’t have proper approval from CGWA. The plant doesn’t have a proper storage capacity. The facility should have a 2 liner system with two secondary liners. The plant is situated near the river at a gradient of 40-45o. So during rainy season, the water from the facility will flow in to the river.

The proposed project requires 120 KLD of water, of which around 14 KLD of treated water will be reused for the process. Majority of the water requirement is met through supply from water tankers. Further, the groundwater table in the surrounding of site is in the range of 2-15 m bgl. Due to rainfall of 572-735 mm per annum, the recharge rate of ground water is also high. As per CGWA norms, the net ground water available for use is around 2111 ham and the region falls under safe category with 69% availability. Hence, there is no impact of withdrawal of water due to this project. The TSDF facility has a secured landfill site with double liner system with geo synthetic clay liners/HDPE liners so that no leachate percolates in to the groundwater. There is a leachate collection mechanism in the secured landfill and all the effluents are collected in to a 28 m X 16 m storage pond of sufficient capacity. The distance between the river bed and the project site is around 125 m which meets the site selection criteria of CPCB. All necessary precautions were provided to avoid any effluents /pollutants reaching the river.

Authorized vehicles are not being used for waste collection and transportation. Total CSR budget allocated is 69.5 Lakhs, which is 2% only. There are no CSR activities happening. The facility should have high oxygen yielding trees like Banyan and Peepal. He added that people passing by the facility often complain about the odour. The facility is unable to properly dispose certain wastes.

He mentioned that in 2016, a fire accident occurred, causing one casualty.

Specially designed and totally covered vehicles as per CPCB protocol are deployed for collection of hazardous waste from various industries. The CSR activities comprising local health check-up camps, awareness programmes, tree plantation, note book distribution to students, drinking water facility etc are provided to the employees as well as surrounding villagers. A proper annual budget of around 69.5 Lahks is also allotted as per the CSR guidelines. The tree plantation/greenbelt development is designed as per the CPCB guidelines and emphasis will be on providing high oxygen yielding trees. The proposed project provides odour control measures like:

Spraying herbal spray around odour generation areas at regular intervals to neutralize the odour

Providing ecosorb systems.

Covering the landfill area under operation with a layer of earth daily or a similar material

The project will have a specialized stacking system for high calorific value waste with all required safety equipments as per the CPCB protocol, thus avoiding any untoward fire accidents.

3 Shri. Ramkripal, Gauriapur

The village near bus stop is polluted. There are open dumps lying all around. The water that he drinks at night time is polluted. He is taking citrazine tablets for the past one year. Hence extension should not be given to the facility.

The present TSDF project collects all the hazardous waste from industries and disposes at plant premises for further treatment. No waste is dumped outside the project site.

4 Shri. Yadunandan Singh Yadav, Chief

Water in Gauriapur is polluted and requested that the water quality in the area be checked and the report be submitted to Verma sir.

Ground water samples were collected from Gauriapur village during the baseline monitoring studies for the preparation of EIA report. All the physico-chemical parameters including heavy metals were analysed and found to be well within the latest Standards as per IS-10500: 2012. Hence the ground water contamination is not anticipated in the village.

5 Shri. Munshi lal, Kuit Mandir

Bad odour comes from the facility. Gun powder (carried by around 24 trucks) is landfilled in this facility which can cause a blast any time. This should be rectified and the facility should be closed.

All the hazardous waste in the form of solid, powder as well as liquid are received at the plant site. The waste is immediately sampled and finger print analysis is carried out to identify the treatment method required. All the solids as well as powders are subjected to stabilization/solidification by using proper binders like lime stone, fly ash, bentonite clay etc. thus reducing the leachate generation from these stabilized wastes. Further, the gunpowder/firecrackers disposal was witnessed by the Commissioner, Petroleum and Explosives Safety Organization (PESO) to the satisfaction of proper disposal. Hence there will not be any contamination or accidents due to the facility.

6 Shri. Ram Prakash, Gauriapur

People of our village breathe polluted air and the water level is also decreased.

During the baseline monitoring studies, the ambient air quality was monitored at 9 locations including Gauriapur. The minimum and maximum 98th percentile values of all major pollutants (Particulate Matter (<2.5µm and <10µm), SO2, NOx, O3 CO, C6H6 and NH3 including trace elements such as lead, arsenic, benzo(a)pyrene and nickel) were monitored and compared with the standards stipulated by CPCB. All the pollutants were found to be well within the standards. Hence there are no impacts of air quality due to the existing as well as proposed project. The groundwater table in the surrounding of site is in the

7 Shri. Neeraj Yadav, Kumbhi

He is working in the facility since 6 years and around 130 people are presently working in the plant. Those who were terminated from service are against this expansion.

Based on the performance and efficiency of the working people, employment will be given to the people. Inefficient persons will be relieved from the duties from time to time to operate the TSDF facility considering the quality of service as well as safety.

8 Shri Ramakanth Yadav, Gajpurwa

His village is 800 mts away from the facility. The air is very much polluted.

The ambient air quality was monitored at 9 and the minimum and maximum 98th percentile values of all major pollutants (Particulate Matter (<2.5µm and <10µm), SO2, NOx, O3 CO, C6H6 and NH3 including trace elements such as lead, arsenic, benzo(a)pyrene and nickel) were monitored and compared with the standards stipulated by CPCB. 9 Sri. Ram Naresh Singh, Kumbhi

He is working in the facility since 2009 and he did not face any such problems. People also sit and eat in the facility. He commented that there is no such uncleanliness in the facility.

He is working in the company since 9 years. Company also provided two RO plants outside the facility for the local people. If any animal dies, people dispose off without proper care due to which pollution spreads.

He said that tap water is polluted and so the Sengur River. Animals are dying because of diseases.

He passes by this hazardous facility but doesn’t experience any bad smell.

The waste generated from the plants should be disposed properly. The issues need to be resolved rather than closing the facility.

The water samples collected during baseline monitoring studies are analysed for various parameters to identify the quality of water in the surrounding region. The data thus generated is reported in the draft EIA report for public hearing. The copies of draft EIA reports were all circulated at different Regional offices, gram Panchayats and other offices in the interest of public.

He said that the facility receives the waste in open trucks and later it is covered at the facility.

He said that, as per 2016, CPCB guidelines, "No occupier shall establish on-site treatment and disposal facility, if a service of Common Biomedical Waste Treatment Facility is available at a distance of 75 kms”.

The Hon’ble High Court has given a stay. Even NGT and CPCB has spoken about it.

The ICHWTSDF can have a biomedical facility within the project premises, as the incinerator established for hazardous waste treatment can also be used for treating biomedical waste. The CPCB guidelines also suggest the same. In addition, the guidelines also suggest that each BMW facility should not treat the wastes from more than 10,000 beds. The present facility proposes to BMW facility with treatment capacity of 10 TPD. The present BMW generation in Uttar Pradesh is around 29 TPD, whereas the existing treatment capacity is only 24 TPD. Hence the present BMW facility will handle the remaining BMW waste as per BMW guidelines.

21 Shri. Vipin Chandra, Advocate, Akbarpur

He said that people who did not get jobs in the facility are complaining. Across the river, the waste is being openly dumped in 635 Bigha of land.

He told that in Kanpur Dehat, no new unit can be established within 75 Kms.

The CPCB guidelines suggest that the incinerator established for hazardous waste treatment can be used for treating biomedical waste. The guidelines also suggest that each BMW facility should not treat the wastes from more than 10,000 beds. Considering the BMW generation scenario in Uttar Pradesh (around 29 TPD is generated while the existing treatment capacity is only 24 TPD) the BMW facility proposed to handle the remaining BMW waste (10 TPD) as per BMW guidelines is justified by all means.

Whenever air flows, bad odour emanates. Hence requested to give phone number to complain. He said that even water is getting polluted and brought a sample along with him.

All the samples collected during baseline monitoring studies (air, water, soil and noise) are analysed and the data thus generated is reported in the draft EIA report for public hearing. The copies of draft EIA reports were all placed at different Regional offices, gram Panchayats, and other offices in the interest of public.

The District Magistrate said that the objective of public hearing was to give views in support and or against the facility by each and

every one. The recommendations will be taken care as per the mandate. Both technical and pollution aspects will be taken in to

consideration while sending recommendations. At the end, he thanked all and concluded the meeting.
