PUBLIC HEARING PROCEEDINGS OF MIS ANABOND TANTALUM
PRIVATE LIMITED' AT ELICHUR VILLAGE, SRIPERUMBUDUR TALUK,
KANCHEEPURAMDISTRICT, TAMILNADU
As per the Ministry of Environment and Forests, Government
of India, New Delhi vide its Notification No.S.O. 1533 dated
September 14, 2006, Public Hearing was fixed for the following
project covered under Categorey -A of the Schedule at 3 (a)
M/s Anabond Tantalum Pvt Ltd SF. No
130,131,150/1,150/3,151/1,128,134,135,129,132,133, 153,155/1 B,
156/1, 143/2A2, 144/1 B,144/2B, 145/1B1, 155/3, 157/2,146/2C, 146/1
145/ lA, 145/1C, 144/2A, 145/2, 145/3,146/3,146/4,147 /2A, 147/2B,
144/1A, 143/2A, 143/2Al, 144/1Cl, 148/1A, 148/1 B,149/2,of Elichur
Village, Sriperumbudur Taluk, Kancheepuram District, has proposed
to set up a primary metallurgical processing unit to manufacture
Tantalum metal powder 100 MT/Annum, Tantalum pentoxide /K2
salt-50MT/Annum and Niobium Pentoxide - 30 MT/Annum using
Tantalite ore as raw material as mentioned in their request
application received.
A copy of the draft Environmental Impact Assessment report
and the Executive Summary of the Project was sent to the following
authorities and offices to make available the draft EIA report and
the Executive Summary for the perusal to the public during normal
office hours, till the Public Hearing is over

The Public Hearing was scheduled on 05.02.2009at 3.00
PM, at the Community Hall of Wallajabad Town Panchayat,
Wallajabad, Kancheepuram District. An advertisement in English
was published in the daily" The New India Express" dated
03.01.2009 as well as in "Daily Dinamani" dated 03.01.2009 in
Tamil intimating the public regarding the public hearing of the
project Mis Anabond Tantalum Pvt Ltd on 05.02.2009 at 3.00
PM, at the Community Hall of Wallajabad Town Panchayat,
Wallajabad, Kancheepuram District.
Suggestions, views, comments and objections of the public
regarding Environmental issues were invited within 30 days from
the date of advertisement in the news paper. All concerned
persons having stakes in the environmental aspects were
requested to participate in the public hearing and also to send
their response in writing to the concerned regulatory authorities.
They were requested to send their comments to the District
Environmental Engineer, Tamilnadu Pollution Control Board,
Sriperumbudur Division, NO-593/3, Bazaar ""-Street, Balaji,
Complex, Padappai, Kancheepuram District.
Additional District Magistrate & District Revenue officer of
Kancheepuram District presided over the Public Hearing process.
Dr. P. Rajasekar, representative of the Member Secretary,Tamilnadu Pollution Control Board and District Environmental
Engineer, Sriperumbudur Division, Kancheepuram District,
explained about the background of the Environmental Clearance
required by the project proponent and opportunity was provided
to the people residing in and around the project site as per theaforesaid Notification.
With the consent of Chairperson, representative of Mis
Anabond Tantalum Pvt Ltd was asked to make a presentation
about the proposed project and draft EIA report prepared.
Mr. Ganesan, Chilworth Technology Pvt Ltd, Environmental
Consultant made a presentation on behalf of Anabond Tantalum
Pvt Ltd about the proposal.
Issues raised by the participants and response given by the
representative of the. applicant during the Public Hearing are asunder

Mr.Palani , Konganancheri
Whether the unit has proposed to provide employment to the.local public?
The Proponent has replied that we will be providing
employment opportunities to the local eligible persons and
also proposed to employ to those who are partially qualified
by imparting training and providing suitable employment.
Mr. Pramasivam, Konganancheri
The unit has provided employment to the local persons in the
existing unit functioning nearby and whether it will be adoptedin the new unit.?
The Proponent has replied that as said earlier employment
opportunities will be provided to the eligible local persons.
Mr. Sundararajan, Konganancheri
Due to implementation of the project, will there any impact
to the publicand the environment.?
The Proponent has replied that they have engaged Mis
Chilworth Safety and Risk Management (P) Limited, a UK
based company as their consultant to perform Risk Analysis
and Environmental Impact Assessment study and assured to
implement their recommendations and Environment
Management plan to prevent and to save the environment.

Mr. Sundararajan, Konganancheri
Whether the unit will support /benefit to the local village,school?
The Proponent has replied that as we support schools located
near to our existing plants ie IIlalur unit by providing salaries
to the Teachers through PTA(Parent Teachers Association)
and by appointing Teachers to provide tuition to the weak
students. In the same way, we will provide support to thelocal school.
Mr.JEGANATHAN, Konganancheri
As there is no pollution from the existing unit, Whether there
will be any pollution problems from the new unit.?
The Proponent has replied that as stated earlier we assure
that there will not be any pollution problems as that of the
existing unit.
Mr.Arunkumar, Konganancheri
Whether there will be any mixing of effluent/solid waste from
the unit to the nearby water sources.
The unit representative replied that there will not any
discharge of waste water from the unit and the proposed unit
will be a Zero discharge plant.The solid waste will be handled
scientifically and the radio active waste will be handed over to
M/s Indian Rare Earth as per the directions of AERB(Atomic
Energy Regulatory Board.)
Finally the meeting came to an end with the thanks from Tamilnadu
pollution Control Board.
