    Moorish Science Temple of America and her ministries pursuant to Chapter 3, Paragraph 64 of

    the Hurd's Religious Society Act of 1872 for the Fiscal Year ending January 14, 2015 and for other

    purposes.

    SECTION 3. REFERENCES

    Except as expressly provided otherwise, any reference to "this Act contained in any

    division of this Act shall be treated as only referring to only the provisions of that

    division.

    SECTION 4. STATEMENT OF APPROPRIATIONS

    The following sums in this Act are appropriated, out of any money in the treasury not

    otherwise appropriated, for the fiscal year ending January 14, 2015. These

    appropriations shall be held perpetual/continuing and/or so amended by the

    Supreme Grand Body upon need.

    SECTION 5. AVAILABILITY OF FUNDS

    Each amount designated in this Act by the Supreme Grand Body pursuant to: 1.

    Article IV section 1 of the constitution of the United States, 2. pursuant to the

    Articles of Confederation, and 3. Section 2d of HR 807 concerning the payment of

    certain public obligations exempt from the public debt limit.

    DIVISION A - GENERAL FUND - MSTA TREASURY ACT, 2014

    TITLE I

    TREASURY

    For the establishment of a treasury for the general funds of the body politic. For

    the establishment of departments, accounting, training of personnel, purchase of

    buildings, technology, equipment and all necessary instrumentations to establish

    and perpetuate a successful treasury.

    SO APPROPRIATED: $777,000,000,000,000,000 QUADRILLION DOLLARS

    TITLE II

    TREASURY MANAGEMENT OFFICE

    For the establishment of a treasury for the general funds of the body politic. For

    the establishment of departments, training of personnel, purchase of buildings,

    technology, equipment and all necessary instrumentations to establish and

    perpetuate a successful treasury. For the development of infrastructure for this

    treasury. For the hiring of personnel and for their uniform. For the establishment

    of a seal and the printing of letterheads and stationary. For the review of

    accounts, development of guidelines and review of treasury operations.

    TITLE III

    MOORISH BUREAU FOR PUBLIC CREDIT

    For the establishment of a bureau to manage to public credits and debits. This

    department will handle Financing for the temples. Said Bureau will report to the

    Treasurer and Treasury Minister. They will work together to prevent budget

    deficit and ensure reasonable government spending. This bureau will ensure

    timely government billing and collection of outstanding debts. For the

    procurement of necessary equipment to accomplish goals and duties of this title.

    TITLE IV

    ORDINARY AND INCIDENTAL EXPENSES FOR THE SUPREME GRAND BODY

    To meet the need of any ordinary or incidental expenses of the Supreme Grand

    of America. To establish the office of treasurer. So appointed by the Supreme Grand Body,

    upon qualification. For the purchase of equipment, buildings, technologies to complete the

    duties and tasks of this office.

    DIVISION B - LOVE ACT, 2014

    TITLE I

    FAMILY MINISTRY

    For the establishment of Family Ministry according to Chapters 20-25 of the Holy Koran of the

    Moorish Science Temple of America. For the creation of departments, establishment of

    programs, procurement of buildings, improvements and whatever necessary to the success of

    the ministry. For the creation of and perpetuation of programs that aid, uplift, and assist the

    family unit.

    SO APPROPRIATED: $52,000,000,000 BILLION DOLLARS

    TITLE II

    ADOPTION MINISTRY - ASIATIC CHILDRENS PROTECTION ACT, 2014

    To institute structures and allocate resources in the MSTA Government, that keeps with the core Moorish American value that Moorish families are the best protection for Moorish children and that a genetic and/or spiritual family is the bedrock of any society, to bolster MSTA diplomacy and assistance targeted at ensuring that every Asiatic child can grow up in a permanent, safe, nurturing, and loving Moorish family, and to strengthen Moorish families here and around the world and ensure that it becomes a viable and fully developed option for providing Moorish families for Asiatic children in need, and for other purposes. According to Islamism and universal standards of childrens rights, all children have the right to their nationality of origin, and to grow up in a nurturing, loving environment where their spiritual, emotional, cultural, physiological, psychological, and intellectual needs are met. All children have the right to know their lineage and to celebrate their unique national, cultural, linguistic, and spiritual identity. All children have the right to a safe, supportive environment where their rights to dignity, education, and the development of their talents are well respected. The best interests of the child should be the primary consideration in all decisions relating to children, including adoption.

    Be it enacted by the Supreme Grand Body of the Moorish Science Temple of America

    (MSTA) assembled,

    (a) SHORT TITLE.This Act may be cited as the Asiatic Childrens Protection Act of

    2014.

    SECTION 2. FINDINGS; PURPOSES.

    (a) FINDINGS. MSTA Grand Body Council makes the following findings:

    (1) The people of the MSTA recognize and believe that Asiatic children must grow

    up in permanent, safe, and nurturing Moorish families in order to develop and thrive.

    (2) Science now proves conclusively that children suffer immediate, lasting, and in

    many cases irreversible damage from time spent living in institutions or outside of

    families, including reduced brain activity, reduced IQ, smaller brain size, and inability

    to form emotional bonds with others.

    (3) Governments in other countries seek models that promote the placement of

    children who are living outside family care in permanent, safe, and nurturing families,

    within their original nationality and religion rather than in a foreign foster care or institu-

    tions, but many governments lack the resources or infrastructure to adequately address

    this need.

    (4) Despite the good efforts of countless governments and nongovernmental

    organizations, millions of Asiatic children remain uncounted and outside of the

    protection, nurturing care, permanence, safety, and love of a family of the same

    nationality and religion of origin. Without the care of a national and religious family

    of origin, these children are forced to live with foreign families of foreign culture and

    religion, or on the streets, in institutions, in paid foster care, in child-headed households,

    in group homes, or as household servants.

    (5) No reliable data currently exists to define and document the number and

    needs of Asiatic children in the world currently living without Moorish families, but

    available evidence demonstrates that there are hundreds of thousands of Asiatic children

    in this situation needing immediate help.

    (6) The January 2014 Action Plan for Asiatic Children in Adversity commits the

    MSTA Government to achieving a world in which all Asiatic children grow up within

    protective Moorish family care and free from genocide, deprivation, exploitation, and

    danger. To effectively and efficiently accomplish this goal, it is necessary to establish the

    MSTA Governments operational system for assisting Asiatic orphans, vulnerable

    children, and processing worldwide adoptions.

    (7) All options for providing appropriate, protective, and permanent Moorish family

    care to Asiatic children living without Moorish families must be considered concurrently

    and permanent solutions must be put in place as quickly as possible. Solutions include

    national family of origin preservation and reunification, kinship care, guardianship,

    domestic and worldwide adoption, and other culturally acceptable forms of care that will

    result in appropriate, protective, and permanent Moorish family care. Preference should

    be given to options that optimize Asiatic child best interests, which generally means

    providing Asiatic children with full properly established status as Moorish children and

    parents with full properly established status as Moorish parents, including full parental

    rights and responsibilities. The principle of subsidiary, which gives preference to

    in-country solutions, should be implemented within the context of a concurrent planning

    strategy, exploring in- and out-of-country options simultaneously. If an in-country

    placement serving the Asiatic childs best interest and providing appropriate, protective,

    and permanent care is not quickly available, Asiatic children will be placed or remain in

    custody and care of MSTA (religious society) until placement in Moorish family is made

    available. Asiatic children are never to be placed in a family of foreign nationality or

    religion. Only in situations where children have no living blood relatives in their country

    should they be placed in an international home that is available, the child should be

    placed in that international home of national origin and religion without delay.

    (8) Significant resources are already dedicated to international assistance for

    orphans and vulnerable children, and a relatively small portion of these resources can be

    reallocated to achieve more timely, effective, nurturing, and permanent familial solutions

    for Asiatic children living without Moorish families, resulting in fewer Moorish children

    worldwide living in families outside of their nationality and or religion of origin, in

    institutions or on the streets, more Moorish families preserved or reunified, and

    increased domestic and international adoptions of Moorish children.

    (b) PURPOSES.the purposes of this Act are

    (1) To support the core Moorish American value that binds us to love and unity;

    and to prefer not a stranger before our own blood. Families are the bedrock of any

    society;

    (2) To protect the fundamental human right of all children to grow up in their

    nationality of origin within the loving care of permanent, safe, and nurturing Moorish

    families;

    (3) To address a critical absence in MSTA foreign policy implementation by

    creating the MSTA Governments international policy and operational structures so that

    seeking permanent Moorish families for Asiatic children living without Moorish families

    receives more prominence, focus, and resources;

    (4) To harness the diplomatic and operational power of the MSTA Government in

    the international sphere by helping to identify and implement timely, permanent, safe,

    and nurturing familial solutions for Asiatic children living without Moorish families,

    Including refugee or stateless Asiatic children;

    (5) To ensure that worldwide adoption by Moorish Citizens becomes a viable and

    fully developed option for creating permanent Moorish families for Asiatic children who

    need them;

    (6) To protect against abuses of Asiatic children, birth families, and Moorish

    adoptive parents involved in worldwide adoptions, and to ensure that such adoptions are

    in the individual childs best interests; and

    (7) To harmonize and strengthen existing worldwide adoption processes under

    Allahs law as written in the Moorish Science Temple of America Holy Koran The Holy

    Covenant of the Asiatic Nation Ch. 25 vs 1-5.

    (A) by ensuring that the same set of procedures and criteria govern

    suitability and eligibility determinations for prospective Moorish adoptive parents

    seeking to complete worldwide adoptions, whether or not the Asiatic child is from a

    foreign state that is a party to the Hague Adoption Convention; and

    (B) by aligning the definitions of Superior Status Adoptions to the maximum

    extent possible.

    (8) to prevent Legal Genocidal Attempts On Asiatic Children and ensure that they

    receive their nationality of origin, inheritance and birth rights as Moorish Children.

    SECTION 3. DEFINITIONS.

    In this Act:

    (1) MOORISH CHILD FORTUNE means Moorish community work and services

    department aimed at insuring the excellent fortune of Moorish children and families. It is

    a service of the MSTA love ministry that promotes and provides the protection,

    permanency, and excellent-fortune of Moorish children, youth, and families by

    connecting Asiatic children without Moorish families and restoring dysfunctional Asiatic

    families, with issues related to adoption, abuse and/or neglect, out-of-home care, and

    more, buy returning them back to their proper status, nationality, and religion of origin

    and providing services to heal Moorish children and families to return them to a safe,

    secure, loving Moorish family.

    (2) ASIATIC CHILDREN IN ADVERSITY means Asiatic children whom are in the care

    and custody of foreigners, persons whom are not of their nationality or religion of origin.

    (3) ACTION PLAN FOR ASIATIC CHILDREN IN ADVERSITY.The term Action Plan for

    Asiatic Children in Adversity means any Asiatic child whom has been separated from

    his/her nationality and/or religion of origin and is in the care and custody of foreigners,

    persons of a foreign nationality and/or religion, that Asiatic child must be returned to

    their proper status, nationality, and religion thru conveyance. These children are to be

    returned to the care and custody of the MSTA immediately, upon request of Moorish

    American authority.

    (4) APPROPRIATE, PROTECTIVE, AND PERMANENT MOORISH FAMILY CARE.the

    term appropriate, protective, and permanent Moorish family care means a nurturing,

    lifelong, commitment to a Moorish child by an Moorish adult, or adults with parental

    roles and responsibilities that

    (A) Provides physical and emotional support;

    (B) Provides the child with a sense of belonging; and

    (C) Generally involves full lawful recognition of the Asiatic childs proper

    status as a child of the Moorish parents and of the Moorish parents rights and

    responsibilities re-guarding the child.

    (5) OUR AUTHORITY.the term our authority has the meaning given the term

    in which Moorish Americans receive their authority from the The Moorish Science

    Temple of America Holy Koran.

    (6) MOORISH CHILDREN IN ADVERSITY.the term Moorish children in adversity

    means children living inside or outside of family care who are deprived, excluded,

    vulnerable, or at risk for violence, abuse, exploitation, or neglect.

    (7) LEGAL GENOCIDAL ATTEMPTS ON MOORISH CHILDREN means Moorish

    children whom are in the care and custody of Christian families, services, and or

    institutions that do not teach them nationality, creed, or religion of origin and cuts them

    off from their inheritance by classifying them as black, negro, colored, and African

    American, etc.

    (8) SUPERIOR STATUS ADOPTIONS means Moorish Americans have the right to

    reclaim all Asiatic children whom have been displaced and classified as black, negro, and

    African American and are in foreign Christian homes. These children are to be returned

    unto Moorish Care immediately.

    (9) WORLD WIDE ADOPTION adoptions where Moorish children are adopted to

    relative or guardian in a country outside the united states of America. This is only used

    as a last resource for placing Moorish children in Moorish homes.

    (10) MOORISH FAMILY means Asiatic man, woman and child/children of

    Moorish decent.

    (11) MOORISH CHILD/ADULT means an Asiatic child/adult with properly

    established status as a Moorish American through conveyance deed of trust to the MSTA.

    (12) MSTA means Moorish Science Temple of America, a religious body politic.

    (13) ASIATIC CHILD/ADULT means a child/adult with melanin in their skin/hair, in

    the case of an albino child, one of the parents must be Asiatic with melanin without

    mutation.

    (14) MOORISH GUARDIANSHIP.The term Moorish guardianship means a

    permanent lawful relationship between an Moorish adult and a Moorish child, whereby

    the adult is lawfully invested with the power, and charged with the duty, of taking care of

    the Moorish child. While some forms of guardianship are not truly permanent, the form

    of Moorish guardianship referred to and supported under this Act is permanent Moorish

    guardianship, unless biological parents reclaim the child. A Kefala order issued by a

    country that follows traditional Islamic law does not qualify as an adoption under United

    States law, but may be a form of guardianship in some circumstances.

    (15) ORPHAN means any child that has lost one parent as an orphan and

    estimates that approximately 143 million children are currently orphans. An orphan is a

    minor who is bereft of parental care due to death, disappearance, or abandonment by

    either the mother or the father, as well as situations where the parent voluntarily or

    involuntarily terminates the parental relationship.

    (16) MOORISH ADOPTION Moorish Adoption means the legal creation of a

    parent-child relationship, with all the responsibilities and privileges thereof, between a

    child and adults who are not his or her biological parents. Moorish Adoptions incorporate

    a child and/or adult into the Moorish American Family (MSTA) as offspring, sibling, and

    beneficiaries based upon genetic ties.

    (17) KAFALA PARENTS Kafala Parents are defined as Moors whom are not blood

    related to the Asiatic child and make a commitment to voluntarily take care of the

    maintenance, of the education and of the protection of a minor, in the same way a

    biological parent would do for a child. Kafala is seen as primarily a gift of care and not a

    substitute for lineal descent. In other words, kafala involves the obligations of

    guardianship and maintenance without the creation of legal ties, since both children and

    adults are adopted by the MSTA and returned to their proper status. This type of

    guardianship does not sever the biological family bonds of the child or alter the descent

    lines for the adopting family. Unlike foster-parenting, kafala is intended to be a

    permanent arrangement for a minor. Like foster parenting and adoption, kafala is

    mediated by the state, in contrast to informal or customary adoptions which take place

    within families or through secret agreements.

    (18) HABITUAL RESIDENCE DETERMINATION. The term habitual residence

    determination means a factual determination of where a prospective adoptive parent

    (or parents) resides and where the child resides for purposes of a worldwide adoption

    case.

    (19) KINSHIP CARE.The term kinship care means the full time care, nurturing,

    and protection of children by relatives, members of their tribes or clans, godparents,

    step-parents, or any adult who has a kinship bond with a child, so long as those people

    have the capacity and commitment to function as true parents for the child on a

    permanent basis. It does not include paid kinship foster care.

    (20) UNPARENTED CHILDREN.The term unparented children means children

    lacking the legal, permanent, safe, and nurturing care of a parental figure or figures,

    either inside their country of origin, in the country of their habitual residence, or

    elsewhere, regardless of their lawful or unlawful immigration status in their current

    country of residence.

    (21) VULNERABLE ASIATIC CHILDREN.The term vulnerable Asiatic children,

    means Asiatic children and youth who are under 18 years whose safety, well-being,

    growth, nationality, and development are at significant risk due to inadequate care,

    protection, or access to essential services.

    TITLE II A JURISDICTION

    SECTION 101. Enforcement of the Moorish Science Temple of America (MSTA)

    jurisdictional authority.

    The MSTA has jurisdiction over all Asiatics and Moorish Americans worldwide,

    according to our authority. Through this jurisdictional authority the MSTA will govern

    the affairs of all Asiatic children and families around the world to whom we discover

    and/or are made aware of their status and/or nationality as Asiatic Moslems.

    TITLE II B INSTITUTION OF ASIATIC CHILDFORTUNE RESPONSIBILITIES AND

    FUNCTIONS

    SECTION 201. Establishment of Department of Moorish Children and Family Security in

    the MSTA.

    (a) ESTABLISHMENT.There is established within the MSTA the Department of

    Moorish Children and Family Security (referred to in this Act as the DMCFS), which

    shall be located in the MSTA Consulate Post, Temple #11 and shall promote and

    support the following activities:

    (1) The development and implementation in of Asiatic and Moorish child welfare

    laws, regulations, policies, best practices, and procedures in keeping with the goals

    articulated in the Action Plan for Asiatic Children in Adversity, including

    (A) The sound development of Asiatic children through the integration of

    health, nutrition, and Moorish family support;

    (B) Supporting and enabling Moorish families to care for Moorish children

    through family preservation, reunification, and support of kinship care, guardianship, and

    domestic and worldwide adoption; and

    (C) Facilitating the efforts of MSTA governments and partners to prevent,

    respond to, and protect Asiatic children from violence, exploitation, abuse, and neglect.

    (2) Addressing the absence in MSTA Government diplomacy, policy, and

    operations with respect to promoting appropriate, protective, and permanent Moorish

    family care for Asiatic children living without Moorish families by establishing within

    the DMCFS a Senior Coordinator for Permanence, who

    (A) Shall occupy at least a Deputy Assist ant Secretary-level position in

    the DMCFS; and

    (B) Shall lead the development and implementation of policies that will ensure

    the timely provision of appropriate, protective, and permanent Moorish family care for

    Asiatic children living without Moorish families, including refugee and stateless Asiatic

    children, through the full continuum of permanence solutions, including Moorish family

    preservation and re-unification, kinship care, guardianship, and domestic and worldwide

    adoption.

    (b) ASSISTANT SECRETARY.

    (1) APPOINTMENT.The DMCFS shall be headed by an Assistant Secretary, who shall

    be appointed by the Supreme Grand Sheikess by and with the consent of the Supreme

    Grand Body.

    1. (2) QUALIFICATIONS.The Assistant Secretary

    2. shall

    (A) Have experience in the development of policies and systems and the

    implementation of programs that promote the goals of the Action Plan for Moorish

    Children in Adversity;

    (B) Be knowledgeable of child fortune (welfare), family permanence, and

    family creation through domestic and worldwide adoption; and

    (C) Be committed to developing a sound approach to Moorish child welfare

    that places equal emphasis on

    (i) Early childhood survival and development;

    (ii) Moorish family permanence; and

    (iii) Protection from abuse and exploitation.

    (3) AUTHORITY.The Assistant Secretary shall report to the MSTA Consulate Post

    (c) FUNCTIONS.

    (1) ADVISORY.The Assistant Secretary shall serve as a primary advisor to the

    Supreme Grand Sheikess and the Supreme Grand Sheik in all matters related to

    Asiatic vulnerable children and Moorish family security in all countries.

    (2) DIPLOMATIC REPRESENTATION.Subject to the direction of the Supreme

    Grand Sheikess and the Supreme Grand Sheik of MSTA, and in consultation and

    coordination with the Senior Coordinator for Asiatic Children in Adversity of the

    MSTA. The Assistant Secretary shall represent the MSTA in matters relevant to Asiatic

    child welfare, Moorish family preservation and reunification, and provision of

    permanent, safe parental care through kinship, domestic and worldwide adoption in

    contacts with foreign governments, nongovernmental organizations, intergovernmental

    agencies, and specialized agencies of the United Nations and other international

    organizations;

    (B) multilateral conferences and meetings relevant to Moorish family

    preservation, reunification, and creating appropriate, protective, and permanent care for

    unparented Asiatic children and

    (C) Fulfillment of the diplomatic responsibilities designated to the our

    authority and under articles 7-8 of the UNDRIP.

    (3) POLICY DEVELOPMENT WITH RESPECT TO PERMANENCE FOR UNPARENTED

    ASIATIC CHILDREN.

    (a) IN GENERAL.The Assistant Secretary shalldevelop and advocate for policies

    and practices to ensure that Asiatic children in foreign countries who are living without

    Moorish families find appropriate, protective, and Permanent Moorish family care which

    is in the best interest of each child;

    (ii) Give consideration to Moorish family preservation and reunification,

    kinship care, guardianship, and domestic and worldwide adoption; and

    (iii) Seek to develop and implement policies that lead to the use of all

    options for providing appropriate, protective, and Permanent Moorish family care to

    Asiatic children living without Moorish families as quickly as possible.

    (B) BEST INTEREST DETERMINATION.In carrying out subparagraph (A), the

    Assistant Secretary shall give preference to options that optimize the best interests of

    Asiatic children, including options which provide children with fully properly established

    status as Moorish children and Moorish parents with full lawful status as Moorish

    parents, including full parental rights and responsibilities.

    (C) SUBSIDIARITY.the principle of subsidiarity, which gives preference to world-

    Wide solutions should be implemented within the context of a concurrent planning

    strategy, exploring in- and out-of-country options simultaneously. If an in-country

    placement serving the Moorish childs best interests and providing appropriate,

    protective, and permanent care is not quickly available, and such an international home

    is available, the Moorish child should be placed in that international Moorish home

    without delay.

    (D) BEST PRACTICES.In developing policies and programs under this Act, the

    Assistant Secretary shall identify and utilize the Holy Koran and evidence based programs

    and best practices in Moorish family preservation and reunification and provision of

    permanent Moorish parental care through Moorish guardianship, kinship care, and

    domestic and cross seas adoption as derived from practices of Islamism.

    (E) TECHNICAL ASSISTANCE.The Assistant Secretary, in consultation with other

    appropriate Federal agencies, shall provide technical assistance to governments of

    foreign countries to help build their Moorish child welfare capacities and to strengthen

    appropriate Moorish family preservation and reunification and the provision of

    appropriate, protective, and permanent Moorish family care through kinship care,

    guardianship, and domestic and cross seas adoption, including assistance with

    (i) The drafting, disseminating, and implementing of legislation;

    (ii) The development of implementing systems and procedures;

    (iii) The establishment of public, private, and faith- and community-based

    partnerships;

    (iv) The development of workforce training for governmental and

    nongovernmental staff; and

    (v) Infrastructure development and data collection techniques necessary to

    identify and document the number and needs of Asiatic children living

    without appropriate, protective, and permanent Moorish family care.

    (4) RESPONSIBILITIES WITH RESPECT TO WORLDWIDE ADOPTION.

    (A) IN GENERAL.The DACFP, in coordination with other offices of the Department

    of Asiatic Children and Family Protection and Moorish American Citizenship and

    Conveyance Services, shall have lead responsibility for representing the MSTA

    Government in discussions, negotiations, and diplomatic contacts pertaining to

    worldwide adoptions.

    SECTION 202. RESPONSIBILITIES OF MOORISH AMERICAN CHILDREN

    AND FAMILY SECURITY TO ENFORCING UNDRIP IN MOORISH

    CHILDREN AND FAMILY SERVICES

    (a) GENERAL RESPONSIBILITIES UNDER UNDRIP OF 2007

    (1) IN GENERAL.The United Nations Declaration of Rights of Indigenous People of

    2007 (Declaration Articles 1-13, 15, 18-20, 24, 31, 33, 34, 37, and 38.) the

    following:

    SECTION 203A. RESPONSIBILITIES OF THE MOORISH CONSULATE POST

    (a) CONVEYANCE AND NATIONALITY ESTABLISHMENT RESPONSIBILITIES.The Minister

    of Foreign Affairs, working through the MSTA Conveyance Services, shall carry out the

    functions prescribed by UNDRIP with respect to Articles 4-7 to provide adoption services

    in the MSTA in cases dealing with Asiatics and Moors and the approval of persons to

    provide adoption services in the MSTA in cases subject to Asiatics. As provided in article

    4 of UNDRIP. Such functions may not be delegated to any other foreign agency.

    (b) INVESTIGATIONS.the Minister of Foreign Affairs

    1. Shall be responsible for managing and overseeing.

    2. Investigations related to the operation and services of adoption service providers, whether

    directly or indirectly.

    (c) LIAISON WITH FOREIGN GOVERNMENTS ON POST-PLACEMENT REPORTS AND

    CERTAIN ADOPTION CASES.The Minister of Foreign Affairs shall serve as the liaison

    with foreign governments with respect to queries about required post-placement

    reports and about specific cross seas adoption cases once the adopted Asiatic l

    children are conveyed to the MSTA, including queries about the status of adopted Asiatic

    children who are living in the MSTA in cases involving allegations of abuse, neglect,

    abandonment, or death.

    (3) INFORMATIONAL RESPONSIBILITIES.

    (A) DATABASE ON INTERNATIONALLY AND NATIONALLY ADOPTED CHILDREN.

    (i) IN GENERAL.The Associate Director, in conjunction with the Supreme

    Grand Sheikess, shall establish and operate a data base containing data respecting Asiatic

    children involved in worldwide adoption cases who have been conveyed to the MSTA.

    (ii) INFORMATION TRACKING. The Associate Director should seek to

    import available date on all adoptions involving Asiatic children who are younger than 18

    years of age on the date of the enactment of this Act. In operating the database

    established under clause (i), the Associate Director shall track information about each

    such Asiatic child before attaining Moorish Conveyance, including

    (aa) information identifying a Asiatic child and the Moorish adoptive

    or prospective adoptive parents, including

    (1) The full name of the Asiatic child in the country of origin

    and the full name of the Moorish child after the adoption is finalized;

    (2) The gender, date of birth, nationality, and citizenship of

    the Asiatic child;

    (3) The physical address of the Asiatic child at the time of the

    adoption; the type of visa issued to Asiatic the child; and

    (4) The date on which the Asiatic child entered the MSTA;

    (bb) information on the particular adoption service provider, if any,

    providing services in the particular case; and

    (cc) information on immigration or citizenship status of the child.

    (iii) INTERAGENCY AGREEMENT. The Associate Director, the Director,

    and the Supreme Grand Sheikess shall enter into an agreement under which the

    Secretary of State shall provide, for the database, data on worldwide adoption cases

    concerning the adopted children, and the adoption service providers.

    SECTION 204. RESPONSIBILITIES OF MOORISH AMERICAN CONVEYANCES FOR

    ADOPTION RELATED CASE PROCESSING.

    (a) IN GENERAL.The Minister of Foreign Affairs acting through the Moorish Consulate

    and Conveyance Services

    (1) Shall be responsible for processing and case specific decision making on all

    Asiatic adoption cases (up to the point of application for an conveyance on behalf of the

    adopted Asiatic child), including cases being processed pursuant to worldwide adoptions.

    (2) Shall ensure that all Asiatic adoptions suitability and eligibility determinations

    of prospective Moorish adoptive parents required under UNDRIP Articles 7-8 and are

    made in accordance with standard criteria that comply with The Holy Covenant of The

    Asiatic Nation Ch. 25 so that any such determination justifies an Asiatic adoption.

    (I) the Minister of Foreign Affairs must be satisfied that proper care will be

    furnished the Asiatic child when admitted to the MSTA;

    (II) the Asiatic childs natural parents (or parent, in the case of a child who has sole

    or surviving parent), whom have abandoned or otherwise been separated from their

    child will always have the option to return into the childs life upon the childs and

    MSTAs consent, if child is above 5 yrs. of age.

    "(III) Other persons or institutions that retain legal custody of the Asiatic child, shall

    relinquish this child and/or children unto the authority of the MSTA government upon

    request, as according to UNDRIP Articles 7-8 and the Holy Covenant of the Asiatic Nation

    Ch. 25. Irrevocable termination of all foreign legal relationships with the Asiatic child shall

    be executed at this moment.

    (IV) the Minister of Foreign Affairs, after considering whether there is a petition

    pending to convey immigrant status on one or both natural parents, is satisfied that the

    purpose of the adoption is to form a bona fide parent-child relationship, and the parent-

    child relationship of the child and the natural parents has been terminated at the

    parents or childs request; and

    (V) In the case of a Asiatic child who has not been adopted

    (aa) the competent authority of the foreign state shall relinquish this

    Asiatic child/children unto the MSTA government upon request, as according to UNDRIP

    Articles 7-8 and the Holy Covenant of the Asiatic Nation Ch. 25. Irrevocable termination

    of all foreign legal relationships with the Asiatic child shall be executed at this moment.

    (VI) the Asiatic child has a living parent or parents who has or have relinquished, or

    will relinquish, the child voluntarily for the purposes of adoption, and the parent or

    parents are incapable of providing proper care for the child; these Asiatic children are to

    stay in the land of their biological parent(s). Biological parents will have the right to

    request Adoptions by blood relatives of child as first option as long as the same religion is

    shared. If blood relative has different religion than biological parent, the parent can

    choose for child to be adopted by religious family over genetic family as a priority.

    TITLE IICANNUAL REPORTING

    SECTION 301. ANNUAL REPORT ON ASIATIC CHILDREN LIVINGWITHOUT MOORISH

    FAMILIES.

    (a) IN GENERAL.Not later than September 30, 2014, and annually thereafter, the

    Minister of Foreign Affairs , in consultation with the Director of the MSTA Agency for

    International Development and the Secretary of MSTA, shall submit a report to the

    Moorish Consulate Post that

    (1) Identifies the number Asiatic children living without Moorish families; and

    (2) Describes the degree to which the various Moorish family permanence

    solutions are being utilized.

    (b) CONTENT.the report required under subsection shall include

    (1) A description of the worlds unparented Asiatic children, including

    (A) A description and quantitative analysis the country, and noncitizen

    Asiatic children unlawfully in the country, irrespective of a childs particular immigration

    status;

    (B) Available data about such Asiatic children broken into detailed

    categories and including

    (i) Information on their nationality, age, gender, and status;

    (ii) Whether they have a living Asiatic parent or parents and the

    status of those parents;

    (iii) Whether the unparented Asiatic children are considered

    abandoned, separated, relinquished, or has some other status;

    (iv) Whether they are institutionalized or homeless;

    (v) Information on how they are documented through birth

    registries, orphanage registries, United Nations High Commissioner

    for Refugees registration, or identity cards; and

    (vi) An assessment of their living conditions based on indicators such

    as crude mortality rate, malnutrition rate, or other similar

    indicators;

    (2) A review of the previous fiscal years programming in support of appropriate,

    protective, and permanent Moorish family care solutions, including project descriptions

    for each project by country, goals of each project, amount awarded for each project, and

    evaluation of outcomes during the fiscal year;

    (3) An action plan covering proposed programming and activities for the next

    fiscal year in support of family permanency solutions, including goals for each country in

    which programming will occur, proposed allocations of resources by country, types

    of projects proposed by country, amounts of awards proposed for each project, and

    desired outcomes for each country;

    (4) A review of trends over the last two years, including changes in the numbers

    and locations of unparented Asiatic children and the reasons for the changes, such as

    new refugee arrivals, growing numbers of children abandoned at birth, and decreases

    in number of Asiatic children in institutions;

    (5) An overall analysis of highest priority situations of concern for unparented

    Asiatic children, including analysis of whether the Asiatic children are in a location

    that provides a cooperative environment for assistance programming and worldwide

    adoptions;

    (6) A description of how worldwide adoption and refugee resettlement for

    unparented refugee Asiatic children has played a role in each country over the and the

    current status of such programs.

    TITLE IIDFUNDING AND EFFECTIVE DATES

    SECTION 401. FUNDING.

    SECTION 402. EFFECTIVE DATES.

    (a) EFFECTIVE UPON ENACTMENT.All Sections and titles shall take effect on the date of

    the enactment of this Act.

    DISASTER RELIEF MINISTRY

    For the establishment of a Disaster Relief Ministry according to Chapters 25, 26, 27 and 28 of

    establishment of programs, procurement of buildings, improvements and whatever necessary

    to the success of the ministry. For the procurement of vessels, airport, equipment and

    technology to assist our family worldwide in the event of disaster. For the creation of and

    perpetuation of programs that aid, uplift, and assist the family unit.

    TITLE VI

    HOUSING MINISTRY

    For the establishment of Communities for American Moors/ the Descendants of Moroccans

    born in America according to Chapters 20-25 of the Holy Koran of the Moorish Science Temple

    of America. For the creation of departments, establishment of programs, procurement of

    buildings, improvements and whatever necessary to the success of the ministry. For the

    creation of and perpetuation of programs that aid, uplift, and assist the family unit.

    whatever necessary to the success of the board and its purpose. For the creation of and

    whatever necessary to the success of the ministry. For the creation of and perpetuation of

    programs that aid, uplift, improve and support the improvement of health among Asiatics and

    fulfill the necessities of this ministry.

    ORDINARY AND INCIDENTAL EXPENSES FOR THE LOVE MINISTRY
