by the World Bank’s Board of Executive Directors on October 1, 2019. The financial and loan agreements have been signed in all the countries and by the Economic Community for Central African States (ECCAS). The last to be signed on January 15, 2020 was the loan agreement for Angola.As for effectiveness, only in Chad and ECCAS were the Financial and Loan Agreements effective on March 13, 2020 and March 17, 2020 respectively. In Chad, the project is in the process of recruiting complementary staff and elaborating the environmental and social instruments. In ECCAS, the project is also in the process of recruiting staff for the Project Implementation Unit (PIU) and planning for the first regional steering committee meeting. There is an experienced World Bank consultant in ECCAS providing technical support to the authorities of ECCAS with respect to project implementation.. Angola has fulfilled all the conditions of effectiveness and will be effective before the end of June 2020.When the COVID-19 pandemic started, all activities related to achieving the conditions of effectiveness had to be suspended, since all attention was focused on controlling and preventing COVID-19. The other REDISSE IV countries are yet to fulfil all the conditions of effectiveness as indicated below:Central African Republic (CAR): The Financing Agreement (FA) is yet to be effective. The task team has been working with the Project Implementation Unit (PIU) to adopt the Project Implementation Manual (PIM) and recruit the person to be responsible for REDISSE IV. Because of the COVID-19 pandemic, it was not possible to review the manual earlier. The PIU is in the process of finalizing the manual before submitting it to the World Bank for a No-Objection. On the positive side, the Health System Support and Strengthening (SENI) project has recently recruited an international long-term consultant who is now with the project. In the meantime, while the recruitment process continues, the recruited consultant will oversee the coordination of both the SENI-REDISSE IV projects. The consultant is in the process of setting up a technical review of all the pending issues to revive the SENI-REIDSSE IV projects, and to ensure timely effectiveness of the REDISSE the REDISSE IV project.Democratic Republic of Congo (DRC): The FA is yet to be effective. The FA is not yet ratified by the Parliament but an Ordonnance Présidentielle has been signed by the President and its publication dans le journal officiel by Ministry of Finance (MOF). The task team is waiting for copies of the Ordonnance Présidentielle and is working on providing the No-objection for the Project Implementation Manual (PIM). The recruitment of the focal point responsible for REDISSE IV is ongoing and is expected to be finalized before the end of June 2020.Republic of Congo (ROC): The FA is yet to be effective. The project now has a Parliamentary ratification of the FA and a legal opinion from the Supreme Court signed on 27 January 2020. The Government is working on putting in place a PIU for the COVID-19 Emergency Response Project approved by the World Bank on April 20, 2020, which will eventually also serve REDISSE IV Project. The Government and the World Bank task team have discussed that the staff being recruited for the implementation of the COVID-19 Emergency Response Project will eventually be recruited for REDISSEIV Project. The World Bank task team is also working with the Government to receive the final PIM and provide its no-objection.The World Bank task team is working closely with all the countries to facilitate effectiveness and implementation of the REDISSE IV Project, including the procurement process.
