As an Associate Manager, David Horvath is responsible or
administering PPL’s operations in New Jersey, Ohio, West Virginia, andpart o Virginia. In New Jersey, PPL provides third-party billing, payrollservices, and co-pay collection or the Global Options consolidatedMedicaid Waiver program and the Jersey Assistance or CommunityCare Giving program, under contract with the New Jersey Department
o Health and Senior Services. In Ohio, PPL provides third-partyadministration or the Ryan White Part B HIV/AIDS program or theOhio Department o Health. In West Virginia, PPL provides fscal/ employer agent services and resource consulting services or PersonalOptions, the sel-directed service model within West Virginia’s Agedand Disabled Waiver program, under contract with the West VirginiaBureau or Medical Services. In Virginia, PPL provides fscal/employeragent services or the Community Living Program and the VeteransDirected Home and Community-Based Services program. Mr. Horvath
also serves as PPL’s liaison to the Cash & Counseling National ProgramOfce and HCBS.org, operated by the Boston College GraduateSchool o Social Work.

Mr. Horvath is a human services management expert with more than30 years o experience acilitating and leading systems change acrossdiverse service systems in multiple states. Prior to joining PPL, heserved as a disability policy specialist at the Center or Excellence inDisabilities at West Virginia University, where he was instrumentalin the design o Personal Options under a grant rom the Centersor Medicare & Medicaid Services. Mr. Horvath’s related experiencesinclude a position as the executive director o a private non-proftagency serving adults with developmental disabilities in GreeneCounty, Pennsylvania; and as state coordinator o school-to-worktransition services or secondary education students or the VirginiaDepartment o Rehabilitative Services.

Mr. Horvath has authored numerous publications in education and

MrHorvath has been a reviewer or both the United States Department oEducation and the Centers or Medicare & Medicaid Services discretionarygrants programs. Mr. Horvath also served on the President’s Committeeon Employment o People with Disabilities, where he was active inpromoting youth leadership orums across the nation.
EDUCATION
Mr. Horvath has a Master o Science degree in RehabilitationCounseling and Vocational Evaluation rom West Virginia UniversityHe is a currently a doctoral candidate in Educational Leadership &Policy Studies at West Virginia University. His research interests include
disability studies, sel-direction, direct workorce issues, leadershipand statewide systems change.
