    Background

    The design of ION stops is key to the success of the Region of Waterloos Rapid Transit (RT)service. Stops are the first point of contact for users of the system. Therefore, it is important thatthey reflect the identity of the community, while also ensuring durability, comfort, and ease ofuse.

    Parsons Brinkerhoff, partnered with Genivar, was retained in April 2012 as the Region ofWaterloos RT General Engineering Consultant (GEC). One of the tasks of the GEC is todevelop ION Light Rail Transit (LRT) stop design concepts for inclusion in the Regions Stage 1LRT Request for Proposals (RFP) and to advance ION adapted Bus Rapid Transit (aBRT) stopsto final design.

    To date, RT staff have consulted with, and gathered feedback from, area municipal staff,regional staff, and key stakeholders. The next step in the development of the stop designconcepts is to engage the public and gather their feedback.

    ION Light Rail Transit (LRT) Stop Design Process

    The ION LRT stop design concepts, developed by RT staff and the GEC, do not represent finaldesign. The team selected to design, build, finance, operate and maintain (DBFOM) Stage 1LRT will be responsible for completing the designs. One of the benefits of this approach is thatthe DBFOM contractor can apply their innovation and expertise to achieve the goals specifiedby the Region in the RFP. The RFP includes output specifications and concepts to indicate to

    the DBFOM contractor which functional and design elements are required as part of their finaldesigns. For example, the concepts indicate that functional elements such as ticket vendingmachines, benches and garbage receptacles are required at all LRT stops. Throughout theprocurement process, the Region will be the final approval authority on the ION LRT stopdesigns. Feedback received through this consultation process will be communicated to theDBFOM contractor as necessary.

    ION Adapted Bus Rapid Transit (aBRT) Stop Design Process

    The aBRT component of ION will be completed by the Region and is outside of the DBFOMprocurement process. The Region will work with the GEC to advance the ION aBRT stops tofinal design. These designs will take into consideration the feedback received through thisconsultation process and will help staff make a recommendation on the final design of IONaBRT stops to Council in late-2013. The ION aBRT stops will be implemented through aconstruction contract separate from the DBFOM contract. Operation is scheduled to begin inlate-2014/early-2015.

    Public Art

    To help establish a neighbourhood identity for each ION stop, a level of design freedom isallowed on a variety of stop elements including: public art, landscaping, and the aesthetictreatment of the anchor wall (see attachment B). RT staff will be working with the Public ArtAdvisory Committee (PAAC) and area municipalities to develop the process for providing publicart at all ION stops and the surrounding area. The DBFOM contractor will be required to consultwith the Region, and other relevant stakeholders as identified by the Region, on these elementsfor the ION LRT stops. All communications with the public shall be directed by the Region andcoordinated with the DBFOM contractor. The Region and the contractor will also work with areamunicipal and regional staff, as required, on ION stops that necessitate site plan and/or otherplanning approvals.

    Public Engagement

    On J une 7, 2013, letters were sent to residents and businesses along the corridor, inviting themto participate in the Public Consultation Centres (PCCs). Newspaper advertisements wereplaced in the Waterloo Chronicle (J une 12 and 19, 2013), the Record (J une 14, 2013), the

    Cambridge Times (J une 14, 2013), and the Kitchener Post (J une 14, 2013). Road signsadvertising the PCCs were posted between June 12 and 26, 2013. The PCCs were alsoadvertised on the rapid transit website and through social media.

    Feedback, opinions and input received at the PCCs will be used by staff when they make theirfinal recommendation on the ION aBRT stop designs to Council, and will be communicated tothe DBFOM contractor as necessary.

    CORPORATE STRATEGIC PLAN:

    This report supports Focus Area 3.1.1 of Councils Strategic Focus: Develop an implementationplan for light rail transit including corridor and station area planning.

    FINANCIAL IMPLICATIONS:

    In J une 2011, Council approved the implementation of the RT project, including LRT and aBRT,with estimated capital costs of $818 million, in 2014 dollars, with capital funding to be providedby the Province (up to $300 million), the federal government (one third of eligible project costs toa maximum of $265 million) and the Region ($253 million). The RT project and improvements toconventional transit are financed through an annual tax rate increase of 1.5% for a period of 7years.

    The costs associated with the Public Consultation Centres for Ion Stop Design Concepts areincluded in the General Engineering Consultant contract and as such are accommodated in thebudget for the Rapid Transit Project.

    The final LRT Stop Design Implementation is contained within the DBFOM contract and will beincluded in that component of the overall project. Costing of this component will not be fullycalculated until the RFP closes and the preferred proponent is selected.

    The final aBRT Stop Design Implementation is to be carried out by the Region outside of theDBFOM contract and will follow the Regions purchasing procedures once the final design hasbeen approved.
