What is PARIS?

TANF, Medicaid, Workers’ Compensation, Child Care and the Supplemental Nutrition Assistance Program “SNAP” (formerly known as Food Stamps), benefit from PARIS.

The Administration for Children and Families establishes Computer Matching Agreements between participating states and coordinates quarterly matches (Nov, Feb, May and Aug). Data is produced from: Interstate matches where claimants are receiving public
assistance in more than one state Department of Veterans Affairs (VA) compensation and
Pension payment records Department of Defense/Office of Personnel
Management regarding active or retired civilian and military employees.

• States must sign agreements for data matches where they want to participate
• States may choose to participate in one, two or all three matches (at least the interstate)
• The outbound file is where you indicate matches in which your state wishes to participate

Current CMS regulations require states to submit for matching their Medicaid beneficiaries
via PARIS at least once per year.
Currently, no other programs are required to be run through PARIS annually or quarterly.
PARIS has traditionally operated as a voluntary data match, where the Federal government supported state governments in reducing
improper payments.

The Department of Defense’s Manpower Data Center (DMDC) provides computer resources to support PARIS operations at no cost. There is no cost to states to participate in the PARIS data matching process. The only cost to states to participate in PARIS are the costs incurred working the matches.

PARIS Interstate file is a cross-match file of public assistance recipient SSNs only. The return file will contain only matches with
another state (not the whole list of people active in the other state).

Although PARIS data is only as good as the SPAAs contribute. SPAAs are encouraged to submit only
“CURRENT” and “ACTIVE” recipient data at the time of the file submission. Matched data from
the PARIS Interstate, Federal and VA files are less than one month old when returned to states.

SWICA. PARIS data is not from a previous quarter. PARIS is also more timely than

PARIS data is only as good as the sources providing the data. SPAAs must commit to providing accurate
data for interstate matches. Training conferences and PARIS Transmittals provide valuable technical support for SPAAs to keep their data submissions clean. If system glitches happen and affect data
quality, notify the PARIS Board and they will notify the community to act accordingly.

services. Hundreds of alerts are generated daily. PARIS is free and can be customized to
