THE OPPORTUNITY

Nillumbik Shire Council is in the process of completing a major refurbishment and extension to the Diamond Valley Sports and Fitness Centre. This expression of interest, invites artists to respond to an identified site on a prominent location on the exterior of the new building entrance, visible from the car park, pedestrian entrance and cafe.

BACKGROUND The redevelopment of the Diamond Valley Sports and Fitness Centre in Civic Drive Greensborough is one of the largest capital projects undertaken in Nillumbik Shire. The works will include:

• demolition of an existing indoor court • construction of four new indoor netball-compliant courts, • a new double-storey administration/reception building • refurbished toilets and change rooms • ensuring the building is fully accessible and Building-Code of Australia

compliant. Works commenced in September 2020 with completion scheduled for the first quarter of 2022. The Diamond Valley Sports and Fitness Centre is operated by Aligned Leisure on behalf of Council, and is home to a range of sport and leisure clubs and activities including the Diamond Valley Basketball Association. PUBLIC ART SITE

This commission focuses on a section of precast concrete wall adjacent to the entrance of the building and visible from the carpark. It’s a highly visible location. We’re open to any treatment, including painted or attached/applied artworks, or any combination. Artists are encouraged to consider the potential of the site for either a single artwork or series of related artworks addressing the site and the themes and priorities identified in this document. The main focus of this commission is the series of wall sections (marked ‘a’’, ‘b’ and ‘c’) on the north-west-facing frontage of the building. This is the area that must be addressed in the response. In addition artists are encouraged to consider the potential to extend their treatment to include outcomes on the south-west facing section ‘d’ which is visible from nearby parkland, and south-east facing sections ‘e’, ‘f’ and ‘g’, which are accessible with intermittent pedestrian views from nearby Greensborough Bypass. In particular any treatments that might minimise the impact of graffiti in those optional sections would be welcomed – however the selection process will focus on the quality of the public art outcome achieved on the main wall sections only.

SCOPE OF WORK

The focus for this commission is the precast concrete wall shown on the drawings in Attachment 1. Artists may propose an approach that also extends onto the metal panel area above the concrete wall (including fastening through to the steel frame substructure). The commission is for the design, fabrication and installation of an artwork, or series of artworks, and all associated costs and works, not limited to those specified in this document.

IMPORTANT CONSIDERATIONS

and/or be durable against the normal impacts of cleaning of ‘tags’ • Ease of Maintenance • First Nations content or themes – this site is on Wurundjeri Land. Artists

incorporating First Nations concepts must commit to explaining their concept and seeking cultural guidance and permission to go ahead from Wurundjeri elders. Please contact us for more information.

BUDGET

A budget of up to $80,000 will be available for the work of the artist selected for this project. As part of your response to this brief you should include a budget covering • all fees (including attending meetings with Council staff and other stakeholders) • all material costs • any engineering and/or computation services as required • all integral components • all insurances for the completion of construction, transport costs and installation

of the markers including public liability insurance • any OHS and/or risk management requirements; and • any contingencies or additional overheads incurred by the contractor.

SUBMISSION FORMAT

You must supply your response, addressing the criteria, AS A SINGLE PDF DOCUMENT (2.5MB maximum – compressed files are acceptable) with embedded images (low-res is fine) and URL links to support material. . Your response should take the following format CV (1 page) Contact details Description of the proposed approach to the work (including image(s). The

description should cover the broad concept, which will be developed in the concept development phase if you are shortlisted, and should address the specific relationship of the proposed approach to the site

Draft Project Budget (up to $80,000 plus GST) Appropriate support material as embedded images or links (including up to 10

images and/or 2 minutes (in total) AV documenting recently completed works) • Unless embedded in the pdf AV material and images should be provided

as embedded links to non-password-protected files held on commonly used media sharing websites

(optional) the names and contact details of two referees (preferably with experience in the field of public art commissioning)

Evidence of current insurance cover, and any documentation to confirm the artist has the capacity to manage risk and workplace safety

YOUR EXPRESSION OF INTEREST RESPONSE

Expression of Interest represents the first stage of the selection process. A shortlist of artists will be provided with a concept development fee and given the opportunity to develop the creative development, selection/contracting).

SHORTLISTING

A shortlist will be identified from responses to this Expression of Interest process. A fee of $1,000 will then be paid to shortlisted artists to develop their concept beyond the initial concept proposal identified in the response to this Expression of Interest. For the selected artist, that concept development payment will be considered part of the total project cost and will not be in addition to the overall project delivery budget.

EXPRESSION OF INTEREST & FINAL ASSESSMENT CRITERIA

CULTURAL • Capacity for the response to enhance the experience of visitors to, and

users of, the facility • Compatibility with the objectives of the Nillumbik Public Art Policy • Compatibility with the function of the facility and its focus on sport, fitness

and wellbeing CREATIVE • A cohesive response to the site, and the broader location of the facility • Demonstrated capacity to create artwork that is innovative and engaging • Strength of the initial concept proposal (Expression of Interest Stage – all

artists) and developed concept design (ie after concept development – shortlisted artists only)

PROFESSIONAL • Capacity to work collaboratively with Council and other stakeholders

including contractors • Appropriate insurance cover • Knowledge of the requirements of large projects including risk

management and project management ADDITIONAL INFORMATION & REQUIREMENTS

• This commission is for a unique artwork which should not exist in a substantially similar format elsewhere and, once installed, should not be substantially recreated by the artist elsewhere

• All applicants retain ownership of intellectual property associated with their proposals. Any intellectual property created during the development and/or creation of concepts or finished artworks remains the property of the artist

• By accepting the commission the selected artist will grant Nillumbik Shire Council a fee-free, non-commercial licence in perpetuity to use images (including video/moving image) of the artwork for promotional and related purposes. Nillumbik Shire Council will make every effort to acknowledge the artist wherever images of the work are reproduced, and to not embellish or otherwise misrepresent the artwork in reproduction.
