Public Administration Strategy

When did I start my preparation for Pub Ad?

May 2010.

Is coaching required for Pub Ad?Depends totally on you. I did not join any coaching as I fe ltthat this subject could be studied on one's own. I came to thisdecision after reading Pub Ad for about 2 months between Mayand June 2010. So it was totally a personal decision and may

not be generalized for everyone. My advice: Do your ownanalysis and decide if you need a coaching or not.

Strategy for Paper 1

Administrative Thinkers - Prasad & PrasadPublic Administration - Polinaidu (quite a good book)Public Administration - Mohit Bhattacharya (must read)Public Administration - Maheshwari (didnt like this book)Nicholas Henry (for certain topics)Notes from Vajiram and Synergy

Strategy:

I finished paper 1 once by October 2010. Thereafter I focused

revising and understanding it better. After UPSC PreliminaryExamination, another friend and I used to have discussionsessions on each of the topics. This way we finished discussing

the entire paper. The discussions were very useful. It is a goodway of testing whether one understands the topic as well asgetting new inputs on the topic. We also took previous years'question papers and discussed how we would approach thosequestions.

During discussions I realized that there were certain topics thatI had not studied in depth. So I took note of those topics andtried to understand them better. It was a constant process of improvisation. At no stage I felt that I am adequately preparedor in command of the entire paper.

Answer writing:

I had joined test series at Vajiram. So, my entire writingpractice consisted only of writing their tests. Didn't do any any

extra writing practice.

A lot of people kept saying that one should draw a lot of diagrams in paper. I never thought that was absolutelynecessary. In my CSE paper, I drew diagrams only in a couple of questions where I thought a diagram could convey my thoughtsbetter than mere words. For rest, I stuck to using logical and

Frankly, there arnt good books available in the market for paper2. Arora and Goyal is decent but it is quite outdated. I referredthe following text for paper 2:Indian Administration - Arora and GoyalReports of the 2nd Administrative Reforms Commission

Notes of Vajiram and Synergy

Here, I must stress the fact that ARC reports form the

backbone of your paper 2 prep. Take that out and your paper 2prep will collapse. It is also useful for citing examples in paper 1answers.

Strategy:

I finished the syllabus from the traditionally recommended booksand internet sources by December 2010. Retrospectively, I cansay that I didnt really learn much in paper 2 during that time.Almost all my learning of paper 2 happened after UPSCPreliminary Examination when I started reading the ARC reports.Those reports are absolutely fantastic and are a high qualitypreparation source for Pub Ad students.

The rest of the strategy was similar to paper 1. After I finished

a report, I and my friend used to discuss that report in depth.Very helpful discussions.

Answer wr iting:

Joined the Vajiram test series. The test series wasnt great but Ikept taking the tests because that was the only way I gotmyself to revise syllabus on time and get some answer writingpractice.

Wrote simple, to the point answers in the CSE paper.

Hi,

It is difficult to point out where exactly Mohit Bhattacharya helped in writing the answers. All I know is thatmy understanding of paper 1 improved considerably after reading that book. The book is very well structuredand has a flow in its arguments, which unfortunately many other books available in the market on the

sub ect lack.

First hearty congrats for getting such a good rank.

Apologize for posting such a lengthy post. But, pls gimme answers yaar.

1) So from what u said above i can make out that it helps in gaining conceptual clarity. There is nothing inthe text book that one has to quote verbatim to impress the examiner. right? sorry for being this explicit butPubAd has always been a showstopper for me.

2) down's & niskanen model - source?

3) Neither Edward Weiner nor Fred Riggs were able to discuss the process of development - will Mohit help intackling such conceptual questions? Mohit i think has 2 popular books. which one shud we read?

4) importance of quoting from current affairs in paper 1 ? Ex: as in civil servants must be social moralists --

good governance. and other questions. I think there is hardly any text book material here to write except forprinciples of GG. right? we hv to take help of live examples to show how GG is being achieved thru ethical & social change oriented pubad. i think i even brought NPA here which urged for normative pubad. dont know if this is right?

5) For completely theoretical questions, is it necessary or is there a scope to quote from current affairs orARC - 2 reports.Ex: Dror Model. For this question.. my approach was explain the shortcomings of incrementalist model andshow how Dror rectified them and explain this model as per Mohit or some other text book. Right or am Imissing something? What current affairs can we quote for this question.

6) in paper 2, CAG is a prosecutor with a law -- I quoted amendment of 1971 Audit Act in this answer andwhy CAG wants to get it amended. I thought the law that governs it functioning in detail is covered by thisact. Is this right? or is it enuf to just write about CAG's shortcomings as given in financial admin report of

ARC - 2 - copy, paste?

7) Community policing -- was this picked up from ARC - 2 public order report? I have not read this part of the report. but explained what is community policing in my own words and said that voice of the marginalized

is not being heard by the police because of elite lobby .. blah blah... Obviously, it didnt impress theexaminer!!

8) Punchi commision & potential maturity - i read only its recommendations. gave the recommendations. Isthis right? I didnt read why punchi felt that we hv reached a stage of potential maturity. but gave some

examples like convergence of demands with regard to GST implementation, or union state cooperation incombating LWE (IAP). is this right?

My pathetic score - 121 + 87 less than what i got in first attempt 127 + 128. In my first attempt, for any

question, I just copy pasted the relevant text book material. no current affairs. not much analysis. nothing. i just wrote why & what is the concept as intro, advs or +ves and -ves. conclude.

Thats why I'm little frustrated abt PubAd at this point of time. Some questions just doesnt seem to have adefined scope or framework. Looks like one needs to be a mind reader to know what exactly the examinerneeds from us.

Bottomline : I will be very happy if u can tell me how to impress the examiner. and what shud be the contentfor a question. This will help me in writing & reading only that much which gives me 55% of marks alloted tothe question.

Dont know if this is true but general feel is that PubAd examiners have been very stingy this time.

That indeed is a long post. These questions require some thought and a re-look at my notes, books etcwhich I havnt even touched after mains. Hence I will answer those questions in parts.

1) Yes, I think its mainly about conceptual clarity. I dont know if it is expected but I never quoted anythingverbatim from any source. I only explained what their argument is.

2) That question was a bouncer to me. Hadnt read it anywhere. Safely ducked.

3) I didnt attempt this question. But if I were to, I would have pointed out the drawbacks in their models asI see it. A lot of people, including teachers during test series at Vajiram, kept saying that it is important toquote which thinker criticized which thinker on what ground. I usually didnt do that, for the simple reason

that I couldnt exactly remember which thinker criticised which thinker for what reason. Hence, at placeswhere such references were required I provided names of a couple of thinkers and moved on to the generalcriticism of the proposals of the thinker as I saw it. I never believed in the rat race of quoting as manythinkers as possible simply because I know there will be lots of people doing that and they will do a muchbetter job than me because they probably had studied Pub Ad for more time than I did. So I tried to appealto reason and logic rather than quoting names.

I cant recall exactly what I read about these two thinkers in Mohit Bhattacharya but Polinaidu certainly didhave a good section on these two thinkers and their critique.

Reading through your discussion with @neerajsingh, I am seriously getting this inferiority complex as Irealise that I know absolutely nothing of what you all are talking about? I almost choked on my cof f eereading through that essay you had to write(post #5).

Hi,I am also in same boat as you. I really dont know by looking at my score; what is that examiner looks at?

I have got pathetic 97 and 130 in Pub Ad papers. I wrote to the point, did not use much of diagrams.

From my end, I am thinking taking help of Pub. Ad. teacher for getting answers evaluated.

Chapters in paper 2 and the corresponding ARC reports to be read.Chap 4 - Report 13Chap 6 & 7 - Report 15Chap 8 - Report 10Chap 9 - Report 14Chap 10 - no specific ARC. But once you have read the other reports you will be able to answer questionsfrom this chapter.

Chap 11 & 12 - Report 6chap 13 - report 5

Chap 14 - Report 3 & 4

I took a decision not to join coaching after I studied Pub Ad for about 2 months and realized that it can bestudied without any coaching. I cannot suggest if coaching is needed or not. If you are taking CSE in 2013 Iwould suggest spend sometime with first few chapters of paper 1 and thereafter take a decision if you needa coachin or not.
