Preface

This documentation is a report returned by our team which is performing the group

symposium on 26 October 2015. The whole entire purpose if this report is to file entire

role play into black and white documentation for our lecture to review for further

academic purposes.

The team have chosen the topic “Malaysian Driving Ethics” because we think that this

topic is quite a good topic to discuss about. Which we see as an importance to raise

awareness on the proper driving manner which won’t piss other drivers off just because

of these selfish driver with selfish driving manner.

We expect our audience are 17 and above with at least 1 month of valid driving

experience and with a valid driving licence from our class. This symposium doesn’t only

target young driver, but also experienced arrogant driver which we’ve seen.

We got this idea from our brainstorm where we wanted to have a unique content different

from others as everyone seems like having a similar content. Then we improved our ideas

from different sources including news articles, reality facts, videos and many more.

Last but not least, it will be very important to appreciate of all of group our members and

our group leader by saying a thank you as we worked hard on this play and preparation.

1.0 INTRODUCTION

Most of Malaysian commute every day from their lovely home to the workplace,

shopping or for a nice local Malaysian food that we can’t resist for it. But as we spend

our day on the bad and terrible traffic which might turn our sunniest day into bad day.

All the reason behind is not because of the accident caused, or the everyday jam occur on

the highways we had, the reason true behind is because of the arrogant and selfish drivers

which have a bad driving manner on road. For example, someone block your car and got

you stuck in the parking lot for 30 minutes, or someone who nearly crash into your lovely

car.

In this symposium, our team decided to do a role play as a TV talk show, Joco will be

playing as the host, Bei Ning will be playing as an inspector from the traffic police, Wai

Thian will be playing as a senior officer from the Road Transport Department (JPJ), Sam

will be playing as a senior driving school instructor and Kelvin as well as We Yuan will

be playing as an experienced driver to view thing in the driver’s perspctive.

5 points will be discussed here by us, which the first is the double parking, then the

Illegal U-turn and the texting while driving habit, then new P-License Driver and then

lastly the bad manner of driver when handling accident.

2.0 DISCUSSION

2.1 DOUBLE PARKING

Double parking in Malaysia is a serious issue towards driver. The 3 rd highest

globally with a staggering figure of 93% car ownership throughout the country

was ranked by Malaysia. (KWAN, 2015) Malaysia does not have enough parking

lot for driver to park. Double parking is an illegal action and will be fine, but if

there is no parking lot for driver to park their car, they will just double parking

and block others car. Sometimes, double parking is not wrong at all at least driver

write down their information in a pieces of paper and leave it at the dashboard of

the car to let others car that had been blocked by them to contact the driver and

move their car. Most of the double parking issue happen in the city area like

Klang Valley. Double parking issue happens in Klang Valley like 3 roads become

1 road which both side of the road become ‘double parking lot’.

Double parking is a very annoying issue when the owner car had been blocked

by others double parking driver and no one coming out to move their car when

the car owner keep pressing the hon. Sometimes an argument will just start when

the double parking driver does not come out to move their car after the owner car

had been blocked by them in 10 or 20 minutes or even more over as an hour time

with pressing the hon. While, not every driver in Malaysia having good attitude.

Some of the driver will mess up when someone double park their car in front of

their car and does not leave any contact number on their dashboard. Some of the

bad attitude driver will just hurt the double parking car to vent anger, for

example, using permanent or whiteboard marker pen to draw and write

something on the car door, windows or mirror.

2.2 ILLEGAL U-TURN

Illegal U-turn is a common thing that can be seen in Malaysia. Much of the

Malaysian driver will just facilitate themselves and does not care about others,

they will make an illegal U-turn at the traffic light junction. Illegal U-turn may

cause serious accident while others driver does not know what are the driver

going to do or making any illegal U-turn in the center of the road junction. Illegal

U-turn will be fine if you get caught and this actions will seriously blow off the

driver own life and also the others driver life. Why do drivers make Illegal U-

turn? The answer is simple, the reason behind of doing it is because that the

drivers are way too lazy to make a proper U-Turn further ahead, or the road itself

have no U-Turn at all. This kind of problem happens a lot in Malaysia, reckless

car drivers and motorcycles riders are yet to be blamed to cause high fatality rate

in Malaysia.

2.3 TEXTING WHILE DRIVING

Texting while driving is a dangerous behavior that may cause serious accident.

Most of the texting while driving driver though that nothing will happens when

driver not focusing on the road when they are driving. But the truth is, everything

can just happen in few seconds even driver may lost their life in the few seconds

time. If there is any important call from anyone important, driver may use

earphone to pick up the call and does not need to take out the phone and press

button or slide. The earphone will reduce the not focusing time on the road of the

driver and driver can focus on driving while driver can have a talk with someone

calling them. Most of the full specification car have the Bluetooth function that

allow driver to connect the Bluetooth of their phone to the radio system to the car.

The Bluetooth function designed for driver to receive call or dial to someone

while they are driving, with this Bluetooth function driver does not need to hold

their phone to talk while driving, this will be less dangerous. As we know, texting

while driving will be fine or even will be in the jail if the police caught the driver

or any accident happen and someone death in the accident. Everyone will scold

the driver that does not drive properly and almost cause accident happens, but

think about yourself (the driver), are you a good behavior driver that follow the

road safety rules every time?

2.4 P-LICENSE DRIVER

P-License, is the Malaysia driving license for those who just pass their driving

test. P-License Driver is also a driver that can drive alone but P-license is

something like trail period. For example, a new employee in a company have 3

month trial period, if they have nice performance and their salary will be increase.

For P-license driver, they have to remain in the P-license for 2 years only that the

P-license can be change to actual driving license. P-License driver are those who

just learn driving for maybe a month, 2 month or 3 month. As usual, when we try

to do anything ourselves we will be very careful and make sure every step correct.

Most of the P-License driver will get into the car and start to do what they have

learn from the driving center. For example, adjusting seat, mirror, side mirror,

checking signal light, wiper and tighten the seat belt. But some of the P-License

driver still will forget to do any step and the car not able to function nicely. For

example, they forget to release the handbrake. P-License driver will be the one

that spotted to be bully by the actual driver, based on they drive very slow or does

not turn on the signal light when they wanted to turn any side. Sometimes is just

the actual driver want to bully the P-License driver but sometimes was the P-

License driver fault like they drive in the fast lane with a 60km/hrs speed. Safety

is the most important thing towards everyone, P-license driver can check

everything before they drive but not blocking or annoying others. Nothing wrong

with confirming personal safety, this is every driver responsibility towards

themselves.

2.5 Bad Manner when handling car accidents

Accidents happen basically on daily basis in Malaysia. But not every and even

most of the drivers do not handle them wisely when it happens. These drivers who

got into accident with another drivers on the road would always deny the

possibilities that themselves might be at fault and would insist the wrong is on

others. They would shout and even use foul language just to win the argument so

that other party would pay them the money. There are some cases where the

accident is minor and can be resolved easily but due to bad manners their minor

issues has grown into a huge problem. These drivers fits the description of

barbarian perfectly. In most case, their reckless driving and unwilling to maintain

proper manner while driving is what causes accident in the first place. The best

strategy to counter these barbaric drivers is to install Dash Cam inside the car.

Everything will be recorded when accident happen and the cause of the accident

can be traced easily.

3.0 RECOMMENDATION

Again, we urge drivers especially youngsters to always follow the road rules.

For these past few years, there have been many road accidents caused by teenagers

without driving license and amateur drivers who have just newly obtained their driving

license. It is not a surprise that our recent statistics shows the aforementioned age group

is responsible for 30% of the accident happened in the past 3 years. Thus, a driver should

be smart and also drive safe on the road. Be responsible when you are driving. Your

reckless actions not only endanger yourself but also the people around of you. Think how

about your friends and family. How would they feel if one day you got into an accident

and suddenly, you are gone, forever.

Also, we hope that both amateur and experienced drivers to always do check-up on their

car regularly especially those who are about to go on a long trip. Tires condition, engine

oil are to be checked once a week. Little did most people know that car alignment is also

important for safety driving. Your car requires to be serviced at the center if your car has

one of these indicators: uneven tires tread wear, vehicle pulling left or right itself,

steering wheel being off center when driving straight, and also unusual steering wheel

vibration. No doubt the potential risk of accident is greatly reduced when every drivers

have done regular monitoring on their car.

4.0 CONCLUSION

In the end of the day, there are many inconsiderate actions done by irresponsible drivers

which causes inconvenience to others and even endangers other people. It is also

undeniable these inconvenience and dangers can also be caused by bad road condition or

weather condition. All aforementioned problems can be overcome by driver’s itself and

also human’s innovation. Modern cars for the past few years has been introducing many

technologies in cars that improves safety and reliability. However, these technologies is

usually featured in foreign cars. Government should support local car makers in terms of

capital funds to implement these safety technologies onto local made cars. Putting the

advancement of the car aside, the only issues here is now only on the driver’s side.

Government is recommended to enforce a stricter law on people who conducts bad

manners when driving. No doubt the Malaysia Road safety is greatly improved when

every driver could maintain proper manner when driving.

- Greetings and Introducing

Greetings ladies and gentlemen, and welcome to the show. Today we are going to

discuss about the Malaysian driving ethics. Which focus about the bad habit of the

Malaysian drivers. I couldn’t sleep last night, because my car was scratched by idiotic

driver. People won’t stop to let people cross the road, I think I need to ask my son or

grandson in future don’t cross the road, if you want to cross it, make sure you cross it

with a car. Today we got a few guest here, which on my left is Operation Advisor

from JPJ, Mr. Peu, Inspector of PDRM traffic division, Ms. Loh and Instructor from

DICKL driving school, Mr. Sam. On my right will be 2 experienced driver Mr.

Kelvin and Mr. Louis.

As far as I being told that both of you guys were a very experienced drivers.

Questions:

Kelvin/Louis:

1. Is there any kind of accident that you’ve particularly been though?

2. What do you hate the most about the bad habits of Malaysian road users?

Peu: What kind of drivers do the authority face the most?

Nicole: Do the government face any challenge when enforcing traffic laws?

Sam: I’ve heard a lot of complain again the P-Licensed driver, why is it so?

Character: JPJ Operation Advisor

- Reckless and illegal behavior of drivers

There had been many illegal and reckless behavior daily in Malaysia. For example,

exceeding speed limit, double-parking, turning without signals and et cetera. These

actions not only causes inconvenient to other road users and potentially causes serious

accident. There have been several obstacles in enforcing laws and rules to minimize

these issues such as the people not being cooperative with the JPJ.

- Suggestions to overcome problems

It is important to first organize a campaign promote awareness of the danger of those

danger and illegal driving behavior. Then we seek the cooperation of the people to

make the campaign more effective and success. People are also encouraged to report

any illegal behavior they found on the road to the authority.

- Expectation

I hope that not only the authority can enforce a stricter law on the road such as more

serious charges on offender and also full cooperation of the people and the authority.

3. Loh Bei Ning

Character: Inspector of PDRM Traffic Division

- Outstanding summons payment

According to the traffic summons reports from Bukit Aman traffic chief senior

assistance comm shows that, out of 4.09 million arrest warrants issued to traffic

summons defaulters, only 2.49 million or 61% of them had been settled. 80% of the

issued summonses are all offences relating to speeding and beating the traffic light.

The government has adjusted and standardized summons payment system with

PDRM, JPJ and DBKL based on ‘The more you delay, the more you pay’ principle.

This principle took effect since 1 July 2013. Most of the Malaysian driver knows that

they will get a discount if they pay the summons earlier but it seems that they lazy or

not going to border about the summons unless they had been blacklist and cannot

renew their license or road tax. As the Ops Warta begin, I warn the offenders to settle

their summonses immediately. If they fail to do so, they will be taken to court. And if

they do not give full cooperation, police will invoke the arrest procedure including

handcuffing the offenders.

- Suggestion to overcome problems

As a PDRM traffic division inspector, I really hope that our government could

stronger the punishment in Ops Warta so that the offenders will be worry and settle

their summonses immediately and will not delay anymore. For controlling driver

from speeding and beating the traffic light, I hope that the government increase the

amount of Automated Enforcement System (AES) that detect and record any traffic

offenses.

- Expectation

I have a high expectation towards Malaysian driver, I hope that all the Malaysian

driver can follow the traffic rules and not doing illegal action. Driver should follow

the rules every moment in their life and not just in front of the police or the AES

system. Lastly, offenders should make their summonses payment as earlier as they

can.

4. Sam Yuan Sing

Character: DICKL Driving School Instructor

- P-License driver go against traffic rules

According to the traffic accident reports, most of the accident cause by P-license

driver that go against the traffic rules. As I am the driving school instructor, I found

out that those youth following the traffic rules when they learn driving but it seems

that they do not follow the traffic rules after they pass their driving test and get a P-

License. For example, they may untighten the safety belt when they driving, they did

not turn on the signal light when they want to change lane or turning or some of them

even using phone while driving. These are the facts that causing accident and the

main criminal will most probably be the P-License driver.

- Suggestions to overcome problems

It is a serious problems if the P-License driver do not follow the traffic rules. My

personal though, I think that government should extend the period for a P-License

driver to become an actual driver from 2 years to 3 years. Other than that, government

should be stricter to the punishment, not only giving summons but deducting the

points of the driver and extend the period of revoke driving license.

- Expectation

Hope that our government can be stricter towards the main criminal that cause

accident to let Malaysia road become safe tier.

5. Kelvin Tan Kah Wai

Character: Experienced Driver

- Been through accident when he was young

When I was young, I had an accident. I accidentally hit motorcyclists. That was

suppose a fun night after having a birthday celebration with my friends. But that

accident happened right after I sent my friends home. Well, normally when you see

green light, you should start moving your car right? I did that, but on top of that you

should check whether got motors or not. Yes indeed, there were 3 motorcyclists

passing through. I thought there was no more, then I started to step on the pedal, but

accident happened right there. The 4th motorcyclist came out of nowhere, that’s how I

accidentally hit them. Now you see, how dangerous it is to passing through red light.

- Nowadays drivers drive aggressively on the road

One more thing is nowadays drivers drive aggressively on the road without any

signals. I don’t really understand why is it so hard to put a signal before you overtake

other vehicles. Drivers like me, I will take high attention on others vehicles, in case

they overtake me without any signals. But what if drivers that are beginners? The

accident might just happened because of your signal, just a simple signal might cause

an accident.

- Suggestions to overcome problems

In my point of view, I think Malaysian drivers should take their driving licenses after

21 years old instead of 18, because by that time, their mindsets are getting more

mature. They might not overexcited after taking the driving license.

- Expectation

I hope our government might take some actions to improve our Malaysia’s road

safety.

6. We Yuan

Character: Experienced Driver

- Different kind of situation that I met during driving

I have meet different style of Malaysian driver. Malaysian drivers though that the

road is a speed track for them. They speeding at any lanes whatever they want and

always like the “over” overtaking cars during driving. We will always met the lovely

tailgaters in anyway and anytime with any single day in Malaysia road. Tailgate

someone’s car is a very dangerous action, it may cause accident happen and even

your life.

- Road construct issues and parking issues

Accident is not only cause by driver, there are a lot of defects in Malaysia roads. I had

a worst experience, which is a large hole located at the outer lane. I was driving with

high speed at the outer lane and I did not realize there was a hole at the road, I cannot

dodge that large hole in time and my car tires run into the hole, it causes me over

steer and almost out of control. Luckily, I managed to hold my steering wheel tightly

to prevent accident happened. With sharing my experience, please always dodge the

road hole if you can. Other than that, double parking was Malaysian driver custom.

Malaysian driver will just double parking their car at the parking lot and blocking

others car.

- Suggestions to overcome problem

For my opinion, government should take some action to ensure that driver following

the traffic rules and have a proper road construction to ensure driver safety. The most

important is driver must learn to be patient during driving.

- Expectations

Hope our Malaysian government will fully concentrate to make a reliable road

condition for our dearly beloved Malaysian drivers and Malaysian drivers must know

how to have a good attitude during driving on the road.
