The said award was received by OIC Regional Director Atty. Sheila O. De Guzman and

OIC SOCD Chief Mr. NiñoE. Tuazon.

Among other agencies in the region, PSA RSSO I was adjudged as the 1st Place in the BSP

2018 Awards for Stakeholders. The said award was granted to the agency for it has

satisfactorily passed the criteria based on track of cooperation, relevance, completeness

and timelines in relation to the submission of reports on the Regional Economic

Developments in the Philippines.

RSC 3rd Quarter Meeting ...

PSA-RSSO 1 prepared its 2017 report on the Regional Development Indicators, which is an expanded Core Regional Indicators of Region 1. It includes the CoRe-Is of PSA and the Result-Matrix Indicators of the Regional Development Plan (RDP) of NEDA Region 1. It is composed of 229 indicators covering the following sectors such as Governance, Economic Development, Environment, Social Development and Infrastructure Development. The Regional Development Indicators aimed to monitor the progress of Region 1 vis-a -vis the targets set in the RDP. The RDI report was presented during the 3rd Quarter 2018 meeting of the Regional Statistics Committee. Also, PSA-RSSO 1 submitted its Consolidated Regional 29th National Statistics Month (NSM) Calendar of Activities on August 30, 2018. The calendar comprised for various NSM activities such as hanging of streamer, motorcade, statistical fora, statistical contest, symposium, radio/tv/print broadcast, and other activities relevant in advocating the importance of statistics.

To assess RSSO I’s performance in 2018 relative to

the theme, AO IV Marivic M. Garcia discussed

Gender and Development in relation to topics on

wellness. She also reiterated that PSA employees

must be healthy and happy in all aspects of their

lives in order to target innovation and

improvement among themselves. Among the

highlights of the event were parlor games, Civil

Registration and Statistics Quiz and Zumba

sessions which aims to develop teamwork and

camaraderie among the employees.

With that, delight emanated from the employee’s

spirits as they had reconnected with each other.

They had rebuild harmonious relationship

through numerous games and singing sessions,

and successfully realized the essence of PSA’s core

vision and mission in achieving its goals.

CRASD Chief Arturo de Sola thanked the

employees for their active participation and

relentless effort in realizing PSA’s vision of

becoming solid, responsive and world– class.

PSA celebrated its 5th Founding Anniversary

this year in commemoration to the official

signing of President Benigno Aquino III on the

Republic Act No. 10625, otherwise known as

the Philippine Statistical Act of 2013 mandating

establishment of the Philippine Statistics

Authority and the reorganization of the

Philippine Statistical System (PSS), paving the

way for the merging of four major statistical

agencies (Bureau of Agricultural Statistics,

Bureau of Labor and Employment Statistics,

National and Statistical Coordination Board and

the National Statistics Office) on September 12,

2013. Also, in the year 2015, reorganization

and placement of personnel as well as PSA’s

core vision, mission, Corporate Personality and

the agency’s official logo were established . RSS01

Consumer Price Index soared to 119.9 in October

T he Consumer Price Index (CPI) of Region I for

October 2018 (2012 base) was recorded at

119.9. This figure has increased by 9.5

percentage points compared to the last year index

(110.4) and by 0.2 percentage point over last month

index of 119.7. The commodity groups, which recorded

high price indices, were alcoholic beverages and tobacco

(181.3), Food & Non-Alcholic Beverages & Tobacco

(130.0), and Furnishings, Household Equipment &

Routine Maintenance of the House (122.3). On the other

hand, the commodity groups, which showed lower price

indices, were communication (101.6), education (102.0),

and transport (105.4). By province, Ilocos Norte posted

the highest price index in October 2018 at 122.5 and

followed by Pangasinan with 121.9 and La Union with a

CPI of 115.0. On the other hand, Ilocos Sur recorded the

lowest price index at 114.8. The October 2018 inflation rate of 8.6 percent in Re-

gion I is the same with the inflation of September

2018. It is higher by 6.3 percentage points from 2.3

percent in October 2017.Among the provinces in the

region, Ilocos Norte recorded the highest inflation

rate of 11.4 percent which was higher by 0.5 per-

centage point as compared to the previous month

and increased by 10.5 percentage points if com-

pared to October last year. Pangasinan posted the

second highest inflation rate of 9.7, which was low-

er by 0.4 percentage point than the inflation rate of

September 2018 and 7.4 percentage points higher

than that in October 2017.

The province of La Union recorded an inflation rate

of 6.7 percent, which is higher by 0.4 percentage

point from the inflation rate last month and still

higher by 4.5 percentage points from October 2017

inflation rate.

Ilocos Sur obtained an inflation rate of 3.6 for the

month of October 2018. This figure is higher by 0.8

percentage point as compared to the province’s in-

flation rate in the previous month but lower by 0.2

percentage point than the inflation rate in October

2017.

The Purchasing Power

of Peso in Region I

stood at 0.83 in

October 2018.

In terms of the purchasing power of the peso (PPP),

both La Union and Ilocos Sur recorded a PPP of 0.87.

While Pangasinan and Ilocos Norte recorded a lower

PPP at 0.82, which typically means that the value of pe-

so in 2012 was equivalent to 82 centavos in October

2018. Over-all in Region I, the value of a peso in 2012

was only equivalent to 83 centavos in October 2018.

PSA Mid– Year Assessment and General Assembly Convened

P SA – Regional Statistical Services Office I (RSSO

I) conducted its 2018 Mid-Year Assessment,

Group Learning Session and General Assembly on

September 5-7, 2018 at Hotel Luna Vigan City,

Ilocos Sur and Villa Vitalis , Santiago, Ilocos Sur.

During the event, Chief Statistical Specialist (CSS)

Reynor R. Fernando discussed the limelight of PSA

through the years as it continuously improve its

services through adopting innovative ideas and

practices. According to him, despite the challenges,

PSA still keeps its thrust and commitment to

provide excellent public service.

In line with the directives of the national

government on employee’s welfare promotion,

Information Officer (IO) II Dexter J. Dupagan of

Employees’ Compensation Commission (ECC) was

invited to discuss about the Employees’

Compensation Program (ECP) which is designed to

provide compensation package to public and

private employees or their dependents in case of

work-related sickness, injury or death. Also, Civil

Service Commission (CSC) Ilocos Sur Director

Marichu Y. Cuison emphasized the mandates of CSC

to establish a career service imbued with morale,

efficiency, integrity, responsiveness,

progressiveness and courtesy in the civil service.

Updates on PSA’s Quality

Management System (QMS)

D r. Danites E. Ten ido, OIC of PSO- La

Union imparted the strategies and

efforts of PSA Pilot Offices in order to

obtain the International Standard

Organization- Quality Management System

(ISO QMS) 9001:2015 certification.

Moreover, she presented La Union’s ISO

QMS journey and salient requirements

needed to achieve said accreditation.

Accordingly, PSA RSSO I and PSO-La Union

satisfactorily complied with all the

requirements set by ISO. With that, OIC

Regional Director Sheila O. De Guzman

commended the PSA employees for their

relentless efforts in the implementation of

programs and advocacies of PSA towards

achieving its core vision and mission.

Region I’s Fisheries Production Declines in Q3 Productions

In Q3 2018,

the overall fisheries

production declined

by 5.8 %

The province of La Union registered higher fisheries production in 3rd quarter 2018 as compared with the level a year ago. From 1,535 metric ton production last year, it went up to 1,993 metric tons this year. The increment in the output of the commercial and aquaculture sub-sectors contributed to the overall growth .

The fisheries production of Ilocos Norte grew by 8.3 percent in 3rd quarter 2018. Its output was posted at 1,388 metric tons, higher than the output of 1,282 metric tons a year ago. Both the municipal and aquaculture subsectors registered positive growths.

T he overall fisheries production in Region I declined by 5.8 percent in 3rd quarter 2018. From the total output of

24,800 metric tons a year ago, it went down to 23,365 metric tons this year. The provinces of Ilocos Sur and Pangasinan posted decrements in output.

The commercial and aquaculture subsectors registered lower growths. The aquaculture contributed 77.3 percent to the total fisheries output. The municipal and commercial fisheries accounted 20.0 percent and 2.7 percent, respectively.

In terms of provincial distribution, the province of Pangasinan shared the bulk of production of about 80.4 percent. The overall volume of production of the province was posted at 18,783 metric tons, or 9.1 percent lower than its production in the same period of 2017. The production of its aquaculture and commercial subsectors declined by 8.1 percent, and 58.2 percent, respectively. Meanwhile, the municipal subsector grew by 7.1 percent.

The fisheries production of Ilocos Sur registered negative growth in 3rd quarter 2018. Its output was recorded at 1,200 metric tons, or 8.5 percent lower than the production in 3rd quarter 2017 of 1,312 metric tons. All the three sub-sectors displayed downward trends.

Percentage Distribution of Fish Production

Municipal Fisheries The overall municipal fisheries production of Region I grew in 3rd quarter 2018. The production was posted at 4,665 metric tons, higher than the output in 3rd quarter 2017 of 4,557 metric tons. The increased catch in the marine municipal fisheries contributed to the overall positive performance of the sub-sector.

Marine Municipal

Production of Marine Municipal Fisheries in Region I in 3rd quarter 2018 was posted at 4,276 metric tons, higher than the output in the same quarter of 2017 of 4,118 metric tons. The provinces of Ilocos Norte and Pangasinan contributed to the overall increment in output. More harvests from artificial reefs, presence of school of fish with bigger sizes, and increased fishing days were the factors that may contributed to the positive growth.

The province of Pangasinan contributed 46.2 percent to the region’s marine municipal fish catch for the 3rd quarter 2018, followed by Ilocos Norte with 30.0 percent share, Ilocos Sur with 18.2 percent share, and La Union with 5.5 percent. The dominant catch in marine municipal waters of Region I during the period were Rounscad, Yellowfin tuna, Cavalla, Skipjack and Siganid.

Inland Municipal Fisheries

Production of Inland Municipal Fisheries in Region I went down by 11.4 percent in 3rd quarter 2018. From its output of 439 metric tons in the same period last year, it went down to 389 metric tons this year. All the provinces, except Pangasinan, posted lower output. Lesser fishing days attributed to strong water current and turbid water caused by habagat and Typhoon Ompong resulted to lower catch. Also, some fish shelters were flooded, and catch were of smaller in sizes.

Commercial Fisheries

The commercial fisheries volume of production in Region I went down by 48.4 percent in 3rd quarter 2018. Its output was posted at 638 metric tons, lower than the output in the same period in 2017 of 1,238 metric tons. The provinces of Ilocos Sur and Pangasinan posted lower production. Lesser fishing days due to rough seas brought by long period of habagat, and lesser number of fishing vessels were the factors that contributed to the overall decline in output. In terms of provincial shares, Pangasinan accounted for 67.6 percent of the region’s commercial fisheries volume of production in 3rd quarter 2018. It was followed by La Union with 20.2 percent share and Ilocos Sur with 12.2 percent share.

The top five major catch in the region during the 3rd quarter 2018 were Roundscad, Skipjack, Threadfin bream, Indo-pacific mackerel, and Big-eyed scad.

Region I’s Palay and Corn Output Declines in Q3 2018

By province, Pangasinan ranked first in the volume of production of Inland municipal fisheries during the 3rd quarter 2018 with 49.4 percent share. Ilocos Sur followed with 33.4 percent share, La Union with 8.9 percent, and Ilocos Norte with 8.3 percent. The top five major catch in the region dur-ing the period were Tilapia, Freshwater goby, Endeavor prawn, Freshwater crab, and Mudfish. Aquaculture

Aquaculture production of Region I posted a production of 18,061 metric tons in 3rd quarter 2018. It is lower than the output in the same period in 2017 of 19,004 metric tons as some were damaged during the oc-currence of Typhoon Ompong and long pe-riod of habagat. Lower survival rate and smaller sizes of catch were also observed. Almost all ecosystems registered negative growth in output. The provinces of Pan-gasinan and Ilocos Sur recorded lower pro-duction. The province of Pangasinan shared the bulk of aquaculture production during the period with 89.6 percent. By culture type, aquaculture in Region I was dominat-ed by Marine cage which accounted for 53.7 percent of the total production.

Milkfish dominated the aquaculture pro-duction of Region I with a share of 94.8 percent. Its production in 3rd quarter 2018 was posted at 17,121 metric tons, lower than its output in the same quarter last year of 17,744 metric tons. Some stocks were lost due to flooding caused by habagat and Typhoon Ompong. Lower sur-vivability and smaller sizes of catch was also observed.

P alay and corn production in Region I registered lower growth in 3rd quarter 2018 as compared to its respective level in 3rd quarter 2017.

Palay production in 3rd quarter 2018 was posted at 152,465 metric tons lower than the estimate in the same period last year of 169,825 metric tons. Although the harvest area expanded from 36,813 hectares to 38,506 hectares, the yield per hectare dropped from 4.61 metric tons to 3.96 metric tons. Some grains harvested were unfilled, and others were lodged due to heavy rains and strong winds during the occurrence of habagat and Typhoon Ompong.

The province of Pangasinan shared 56.2 percent of the total palay production of Region I in 3rd quarter 2018. Its output went down from 102,239 metric tons in 3rd quarter 2017 to 85,641 metric tons this year. The province was affected by prolonged habagat during the period. The harvest area decreased from 22,942 hectares to 21,083 hectares, while the overall yield per hectare dropped from 4.46 metric tons to 4.06 metric tons.

The province of Ilocos Norte, which ranked second in terms of volume of palay production in 3rd quarter 2018, recorded lower output as compared in 3rd quarter 2017. From the production of 35,307 metric tons, it went down to 30,542 metric tons due to lodging brought by heavy rains and strong winds during the occurrence of Typhoon Ompong. In addition, some grains harvested were unfilled. The harvest area expanded due to early harvesting. However, the yield per hectare decline from 5.00 metric tons to 3.58 metric tons.

Palay production in Ilocos Sur grew by 4.2 percent in 3rd quarter 2018. From the output of 20,853 metric tons in the same period in 2017, it went up to 21,730 metric tons due to the increased in area harvested because of early harvesting especially those that lodged during the occurrence of Typhoon Ompong.

However, the overall yield per hectare dropped from 4.71 metric tons to 4.02 metric tons.

The Top 5 Major Catch in the region during the Q3 quarter 2018 were Roundscad, Skipjack, Threadfin bream, Indo-pacific mackerel, and Big-eyed scad.

For the province of La Union, palay pro-duction also increased by 27.4 percent in 3rd quarter 2018. From the production of 11,426 metric tons in 3 rd quarter 2017, it went up to 14,552 metric tons this year. Increased plant-ings due to early occurrence of rains were not-ed. However, the overall yield per hectare went down from 4.79 metric tons to 4.19 metric tons.

This estimate is lower by 8.5 percent from the production recorded in the same quarter in 2017. Lesser plantings were observed due to frequent rains during the planting period. The overall yield per hectare also decreased from 4.60 metric tons to 4.44 metric tons due to flooding caused by habagat during the period. Corn production of Ilocos Norte decreased from 2,062 metric tons in 3rd quarter 2017 to 1,424 metric tons this 3rd quarter 2018. Lesser plantings were noted due to unavailability of planting materials, and some were damaged during the occurrence of Typhoon Ompong. Thus, the area decreased from 555 hectares to 375 hectares. Meanwhile, the overall yield per hectare grew from 3.72 metric tons to 3.80 metric tons due to increased usage of high-quality seeds.

Corn

Corn production of Region I decreased by 19.5 percent in 3rd quarter 2018. From

10,858 metric tons output in the same period last year, it went down to 8,737 metric tons this year. All the provinces posted lower production. Both white and yellow varieties registered a decline in output. The harvest area went down from 2,564 hectares to 2,070 hectares this year as some were damaged during the occurrence of Typhoon Ompong, and the continuous rains in June and July did not allow more plantings. The overall yield per hectare also declines from 4.23 metric tons to 4.22 metric tons. The province of Ilocos Sur, which ranked first in terms of volume of production in the 3rd quarter of 2018, registered a decline in corn output in 3rd quarter 2018. From 4,684 metric tons production last year, it went down to 3,993 metric tons this year due lesser plantings because of continuous rains during the planting period.

The overall yield per hectare also declined from 4.47 metric tons to 4.44 metric tons.

The province of La Union registered lower corn production in the 3rd quarter 2018 as com-pared from its level a year ago. From 1,059 metric tons volume of production last year, it went down to 525 metric tons this year, as some areas were not planted due to heavy rains. The overall yield per hectare also declined from 3.55 metric tons to 3.14 metric tons.

This estimate is lower by 8.5 percent from the production recorded in the same quarter in 2017. Lesser plantings were observed due to frequent rains during the planting period. The overall yield per hectare also decreased from 4.60 metric tons to 4.44 metric tons due to flooding caused by habagat during the period. Corn production of Ilocos Norte de-creased from 2,062 metric tons in 3rd quarter 2017 to 1,424 metric tons this 3rd quarter 2018. Lesser plantings were noted due to unavailability of planting materials, and some were damaged during the occurrence of Typhoon Ompong. Thus, the area decreased from 555 hectares to 375 hectares. Meanwhile, the overall yield per hectare grew from 3.72 metric tons to 3.80 metric tons due to increased usage of high-quality seeds.

A pproved building permits in third quarter 2018 totaled to 2,501. Of the total construction projects, 1,761 or 70.4 percent

were residential-type buildings, 470 or 18.8 percent were non-residential and 270 or 10.8 percent were additions, alterations and repair constructions. Among the provinces in Region I, the highest number of construction projects was recorded in Pangasinan with 842, accounting 33.7 percent of the total construction projects, followed by ILocos Norte with 719 (28.7 percent), Ilocos Sur with 540 (21.6 percent) and La Union with 400 (16.0 percent).

Total value of construction amounts to ₱3.5 billion Total value of construction from approved building permits for the third quarter of 2018 was recorded at ₱3.5 billion. By type of construction projects, value of residential buildings amounted to ₱1.8 billion, while non-residential construction buildings were valued at ₱1.5 billion for the third quarter of 2018. Combined value of constructions for additions, alterations and repairs of existing structures was estimated at ₱210.1 million.

Project by Type: Region I

Among the residential constructions, single houses recorded the bulk of the projects with 1,713 accounting 97.3 percent of the total. Total value of construction for this type reached ₱1.7 billion covering a total floor area of 186,845 square meters, translating to an average cost of ₱8,943 per square meter.

Apartment/accessoria ranked far second with 31 construction projects representing 1.8 percent of the total residential construction. This type of residential building had an estimated construction value of ₱81.8 million with a total floor area of 8,786 square meters, translating to an average cost of ₱9,312 per square meter. Duplex houses recorded a total of 15 construction projects representing 0.9 percent of the total residential construction. Total construction value for this type amounted to ₱21.4 million and a total floor area of 2,683 square meters or an average cost of ₱7,980 per square meter.

Commercial building dominates non-residential construction projects The total value of non-residential building constructions in the region reached ₱1.5 billion with a total floor area of 148,547 square meters, reflecting an average cost of ₱10,042 per square meter.

Commercial buildings had the highest number with 271 construction projects or 57.7 percent of the total non-residential constructions. Value of construction for this type was estimated at ₱701.9 million covering a total floor area of 69,449 square meters or an average cost of ₱10,107 per square meter. Institutional buildings ranked second with 104 construction projects or 22.1 percent of the total non-residential construction with a total construction value of ₱613.6 million and a total floor area of 53,660 square meters or an average cost of ₱11,425 per square meter. Agricultural buildings ranked third with 49 construction projects. It comprised 10.4 percent of the total non-residential building constructions with construction value of ₱48.3 million with a total floor area of 14,092 square meters or an average cost of ₱3,429 per square meter Industrial buildings followed with 36 construction projects or 7.7 percent of the total non-residential building construction. It has a total construction value of ₱95.8 million and with a total floor area of 12,363 square meters or an average cost of ₱7,752 per square meter. Other buildings comprised 10 construction projects or 2.1 percent of the non-residential construction with a total value of ₱19.8 million.

Birth Statistics

T he number of registered live births in Region I (Ilocos Region) during the third quarter of 2018 summed up to 23,839, a

slight decrease of 0.7 percent compared to 24,008 births on the same period of 2017. The daily average birth occurrence during the third quarter of 2018 was computed at 259 births or an average of 11 babies born per hour. The month of September was observed to have the highest average daily births at 281 and 267 babies during the third quarter of 2017 and 2018, respectively. The highest number of registered live births during the third quarter of 2017 and 2018 was recorded in the month of September. The percent share of the total births in September to the quarterly totals were 35.1 percent in 2017 and 33.6 percent in 2018. The month of July was observed to have the least number of registered live births at 7,639 and

7,838 during the third quarter of 2017 and 2018, respectively.Among the provinces in the region, the province of Pangasinan registered the highest number of births in the third quarter of 2018. Its share was more than half (63.0 percent share) of the total registered births in Region I. The province of La Union ranked second with 3,336 births (14.0 percent share), followed by the province of Ilocos Sur with 2,761 births (11.6 percent share) and the province of Ilocos Norte with 2,725 (11.4 percent share). In third quarter of 2018, San Carlos City, Pangasinan ranked first among the top ten Cities/Municipalities that registered the highest number of live births with 2,770. This was followed by Dagupan City, Pangasinan with 2,581 births; City of San Fernando, La Union with 1,796 births; City of Urdaneta,

Pangasinan registered the highest number of births in the third quarter

of 2018.

Pangasinan with 1,563 births; and City of Alaminos, Pangasinan with 1,148 births. It was also observed that San Carlos City has higher registered births than the total registered births in the province of Ilocos Norte and Ilocos Sur in the third quarter of 2018. On the other hand, the municipalities of Dumalneg of Ilocos Norte, Lidlidda, Gregorio Del Pilar and Sigay of Ilocos Sur had the lowest number of registered live birth in third quarter of 2018 with only one registered birth each. It was followed by Nagbukel, Ilocos Sur with two registered live births, Luna, La Union and Carasi, Ilocos Norte with four births each and Adams, Ilocos Norte with five registered births. Males (12,356) outnumbered females (11,483) in terms of registered live births during the third quarter of 2018, resulting to a sex ratio of 108 males per 100 females. Two (2) provinces posted a sex ratio that is lower than the regional ratio. The lowest sex ratio of 105 was recorded in Ilocos Norte, followed by Pangasinan with 107. On the other hand, La Union and Ilocos Sur recorded a sex ratio of 111, higher than the regional sex ratio. In third quarter of 2018, there were 87.1 percent or 20,764 of total registered live births were attended by medical practitioners which may either be a physician, a nurse or a midwife. The province of La Union had the highest percentage of birth deliveries tended by health professionals with 91.4 percent of the total registered live births in the province followed by Pangasinan with 87.9 percent, Ilocos Norte with 84.1 percent and Ilocos Sur with 80.4 percent.

Marriage Statistics There were 3,434 marriages registered during the third quarter of 2018, showing a decrease of 0.8 percent from the figure on the same period last year of 3,461 marriages. Three provinces recorded a decrease in the number of registered marriages from third quarter of 2017 to third quarter of 2018. A bigger decrease was noted in La Union from 493 to 476 marriages (-3.4 percent), followed by Pangasinan from 2.010 to 1,968 marriages (-2.1 percent), while that of Ilocos Norte decreased from 557 to 550 marriages (1.3 percent). On the other hand, the province that posted an increase in the number of registered marriages was Ilocos Sur from 401 to 440 marriages (9.7 percent). The number of registered marriages in the province of Pangasinan went down to 1,968 during the third quarter of 2018 from 2.010 in the same quarter of 2017. The province of Pangasinan remained with the most number of registered marriages in the region. Ilocos Norte ranked second with 550 (16.0 percent share) followed by La Union with 476 (13.9 percent share). In third quarter of 2017, Ilocos Norte also ranked second with 557 marriages (16.1 percent share) while La Union ranked third with 493 marriages (14.2 percent share). On the other end, the province of Ilocos Sur posted the least number of registered marriages during the third quarter of 2017 and 2018 with 401 (11.6 percent share) and 440 (12.8 percent share), respectively.

Death Statistics A total of 9,153 deaths were registered during the third quarter of 2018. The figure indicated an increase of 4.6 percent death occurrences from the 2017 figure of 8,750. The province of Pangasinan ranked first in terms of the number of registered deaths during the third quarter 2018, with a total of 5,359 or 58.5 percent share of the total registered deaths in the region. La Union placed second with 1,461 registered deaths (16.0 percent share), followed by Ilocos Sur with 1,191 (13.0 percent share) and Ilocos Norte with 1,142 (12.5 percent share). In the same quarter of 2017, Pangasinan recorded 5,040 deaths or 57.6 percent of the total registered deaths in the region. La Union registered 1,372 (15.7 percent share), Ilocos Norte with 1,178 (13.5 percent share) and Ilocos Sur with 1,160 (13.3 percent share). Comparing the two periods, only Ilocos Norte posted a decrease at 3.1 percent from 1,178 deaths in 2017 to 1,142 deaths in 2018. On the other hand, La Union reported the highest percent increase at 6.5 percent, followed by Pangasinan with 6.3 percent and Ilocos Sur with 2.7 percent increase. The cities of Dagupan, San Carlos, San Fernando, Batac and Urdaneta posted the highest number of registered deaths in third quarter of 2018 with 995, 630, 624, 365 and 315 deaths, respectively. On the other hand, the municipalities of Carasi, Sigay, Sugpon, Lidlidda, Dumalneg, San Ildefonso, Quirino and Nagbukel recorded the least number in terms of the number of registered deaths: Carasi with two registered deaths; Sigay, with three deaths , and Alilem and Lidlidda with five death occurrences each. Sugpon, Lidlidda and Dumalneg with four deaths each and San Ildefonso, Quirino and Nagbukel with five deaths each.

During the third quarter of 2018, mortality was at its peak in the month of August with total registered deaths of 3,355. This figure was more than one-third of the regional quarterly total of 9,153 death occurrences. The number of deaths in the month of August 2018 translates to an average of 108 death occurrences per day. The figure was higher than the daily average death occurrences in the region. July 2018 posted the lowest number of registered deaths with 2,896 in third quarter of 2018. In the same period of 2017, the highest number of registered deaths was also recorded in the month of August with 3,147 death occurrences, followed by the month of September with 2,904. The smallest number of registered deaths was in July with 2,699. August 2017 has the highest daily average of 102 death occurrences followed by September with a daily average of 97 death occurrences. There were more death occurrences among males (5,100) than females (4,053) in Region I during the third quarter of 2018. The computed sex ratio during the quarter was 126 male deaths for every 100 female deaths. La Union posted the highest sex ratio with 133, Ilocos Norte ranked second with 127 and followed by Pangasinan with 124. The lowest computed sex ratio of 123 male deaths per 100 female deaths was noted in Ilocos Sur.

T he 2018– 2023 Regional Statistical

Development Program (RSDP) is an

integral part of the Philippine

Statistical Development Program (PSDP) which

serves as mechanism in generating statistics

needed in policy formulation, development,

planning and decision making by various

stakeholders and data users in the region. It

identifies the priority statistical development

activities which will provide local level data

that aid in monitoring region’s performance

towards achieving its vision.

The RSDP contains the strategic planning

framework and the major SDPs and activities to

be undertaken by the RSS in the next six years.

These are presented in six chapters covering

RSS-wide concerns and various sectoral

statistics. Each chapter provides the scope and

coverage of the sector, key statistical

developments during 2016– 2017, review of

issues and challenges in the sector and the

major strategies programs with corresponding

timeline and responsibility agency. Hence, PSA

RSSO I acknowledged the valuable support of

the RSC members, TWG members and

stakeholders for providing inputs in carrying

out the RSDP of the region.

A s part of the celebration of the 69th Inter-national Humanitarian Law, the employees of PSA RSSOI joined the Run for Humanity

on August 25, 2018 at the City Hall Grounds, City of San Fernando La Union. The event was sponsored by Philippine Red Cross La Union Chapter with the theme “ Pagprotekta sa Mamamayan sa Panahon ng Digmaan, Sama sama sa Pagtutulungan.’”

The color run which covered 3 kilometer , 5 kilo-meter and 10 kilometer run aims to promote peace and order through intensifying information dis-semination and public awareness on the Interna-tional Humanitarian Law. The said undertaking is pursuant to Executive Oder No. 134 declaring Au-gust 12 of each year as International Humanitarian Law Day. RSS01

Ms. Garcillan from the green team presented their accomplishment for their trailblazer project Tourist AdvenTour Map while the team of Ms. Maria Asuncion Tuazon presented the project Stone Art Landmark.

The Governance Trailblazer Project judges conducted validation of the said projects at Diego Silang Hall, La Union Provincial Capitol, San Fernando City, La Union. The team’s projects were evaluated based on the accomplishments, impact and sustainability of the projects implemented along with the realization of the province’s vision to be the Heart of Agri-Tourism in Northern Luzon by 2020.

PSA RSSO I Strengthens Commitment on Public Service

W ith its thrust to conserve natural resources and save

marine lives, Philippine Statistics Authority (PSA) in partnership with City Government of San Fernando joined the annual International Coastal Clean-up (ICC) Day and National Clean-Up Month on September 21, 2018 along the shoreline of Acapulco Beach, Brgy. Canaoay, La Union.

In line with said activity, participants brought with them cleaning materials like rake, garbage bags and sacks. After the coastal clean- up drive, representatives from various agencies proceeded to the Ortega Gym for a short program and distribution of Certificate of Participation.
