Act 837 Implications for Unique Student Identifier System

What does the law say? Act 837 requires the Department to create a unique statewide student identifier system by May 1, 2015, and each LEA must assign unique student IDs to all students enrolled in public elementary or secondary schools by June 1, 2015*.

What does this mean for the Department and LEAs? After June 1, the Department and LEAs will utilize unique student identifiers in place of social security numbers to exchange data. LEAs will assume a new area of responsibility of assigning and maintaining unique student identifiers.

*Amendments (HB718) have been filed to extend this deadline.

What progress has been made?To support LEAs in making this transition, LDE has: • contracted with eScholar and launched the unique student identifier system, Louisiana Secure ID• hosted nine trainings in six regions at which LEAs have created over 800,000 unique student

identifiers

What actions should LEAs take?LEAs should ensure: • all students enrolled in public schools have a Secure ID by June 1*• local SIS vendors have finished the unique student identifier file 2.1 extract and have tested these

extracts to ensure they are error-free• local SIS vendors have completed the SIS, STS, and SER file layouts by June 1• the provision of user access rights for staff who will manage Louisiana Secure ID

User Administration: Login

• Follow this link to the eScholar user administration portal: https://louisianasecureid.escholar.com/uidmgr/

• Login with Louisiana Secure ID credentials. • As a District Security Coordinator, you will be provisioned with the ability to set up users in

your district.


User Administration: User List

• After login, the User Administration landing page is displayed, which shows the current User List.

• District Security Coordinators only see users associated with their district.


User Administration: Select Add User

• Click on Add User from the Menu to open the Add User screen.• Enter required information.• Passwords must be at least 10 characters with at least one upper case letter and one lower

case letter, one number, and one special character.


User Administration: Manage User Flag

• Manage user flag should be set to “No.”• Manage user flag should only be set to “Yes” if the user being added will be allowed access to

User Administrator to add other users.


User Administration: Select Role

• Select appropriate role from the dropdown menu for the user being created.• Only roles that are below your role will be displayed.


User Administration: Add a School User

For School User, select district code and school code.


User Administration: Finalize User

Click Add User button to add this user.


User Administration: User Added

System message confirms that user has been added.


User Administration: List Users

• Navigate to List Users from menu to display list of all users.


User Administration: Edit User or Change Password

Icons enable easy access to:o edit a user o change a user’s password


User Administration: Sign Out

Click Sign Out link to exit the user administration component.


User Administration: Notify Users of Login Information

• User logins and passwords are not automatically sent by the system.• The District Security Coordinator will need to notify users of their login and password.• Users will have the opportunity to change their password upon first login to Louisiana Secure

ID.
