NOTE ON PROVISIONAL POPULATION TOTALS – KARNATAKA
The Indian Census, considered as one of the biggest administrative exercises in
the world, has a long and rich tradition and also enjoys the reputation of being one of
the best in the world. Census 2011 is the 15th in the unbroken series since 1872 and the 7th
after independence. As in the earlier censuses, Census 2011 was also
conducted in two phases, viz., i) Houselisting and Housing Census and ii) Population
Enumeration. In Karnataka, the first phase of the Census – Houselisting and Housing
Census - was conducted for a period of 45 days from 15th April to 1st June, 2010 and
the second phase - Population Enumeration - was conducted from 9th February to
28th February, 2011 with a Revisional round from 1st to 5th March 2011 in order to
update the information collected like births, deaths, etc. On the night of 28 th
February, 2011 the Houseless Population was enumerated. The Census Moment, the
referral time at which the snapshot of population is taken, is 00.00 hours of 1st
March, 2011.
The definition of modern Census as defined by the United Nations is ‘the
total process of collecting, compiling, evaluating, analyzing and publishing or
otherwise disseminating demographic, economic and social data pertaining, at a
specified time, of all persons in a country or in a well-defined part of the country’.
The Indian Census has a long tradition of releasing the population data on a
provisional basis within a short time after the completion of the Population
Enumeration. The Provisional Population totals are generated by adding the
Population as reported by each Enumerator for the Enumeration Block(s) assigned to
him/her. The provisional totals at various administrative levels like Taluk/Town,
District and State are arrived at through a process of successive aggregation. The
entire exercise of aggregation, right from the Enumerator’s Block level to the State
level, is completed within a short span of time.
The data items on which the provisional totals are collected and compiled for
each sex are population, child population in the age group 0-6 and literate

population. The actual processing of data from each schedule and generation of final
tables of this huge volume of census data will take considerable time, therefore,
provisional population data relating to some key indicators of the population becomes
extremely useful to the various data users and demographers.
These provisional results are being released in two stages as Provisional Population
Totals – Paper 1 of 2011 and Provisional Population Totals – Paper 2 of
2011. In this booklet the Provisional Population Tables 1 to 6 are being released
which forms the basis of the Paper 1. Paper 1 will contain a brief analysis of the
Provisional Population Totals along with maps, charts, diagrams and photographs. It is
expected to be published soon and will be a priced official publication. Paper 2 of
2011 is expected to be released in May 2011 and will mainly focus on rural-urban
break-up of population.
It will be important for the readers to bear in mind that the first flush of
census results, ‘The Provisional Population Totals’ is rather raw and not subjected to the intensive
checks and cross checks as the usual final census data is. Further, the
numbers given are somewhat tentative and the final figures are found to be a bit
different. Some caution is therefore needed while interpreting the results. The
intelligent data user will definitely keep these limitations at the back of his mind but
still use the data provided here to pick up some early demographic trends.
Detailed and substantive reports will be published in a phased manner in
accordance with the General Tabulation Plan supplied by the Registrar General &
Census Commissioner, India.
