CEO CORNER

Welcome back to another CEO Corner and as it’s late November with harvest finally getting cranked up, it’ll soon be Christmas! Really?

The CRC are busy planning a number of events over the coming months including the Annual Seniors Christmas Party and the Community Christmas Party to be held in mid-December. The FRC will be hosting a number of events including the KDHS Presentation Night and the Council Christmas Function.

You will have noticed that the Shire of Kulin has advertised a number of vacant positions in the past month. If you or any of your acquaintances are quality people, have the necessary skills, and are seeking stable employment in this great community then please enquire about any of the opportunities available. We recently employed a Community Development Trainee and are in the process of reviewing applications and conducting interviews for other roles. It’s not too late to apply and join our team.

Last week’s Council Meeting saw Council approve a budget amendment for the road program as a result of recent successful funding submissions. This included:

$1.1M for Heavy Vehicle Road Safety Productivity Program ($550K funding) for upgrade of Jilakin Street and CBH Access Road.

$100K for Project Development for Fence Road planning works for WSFN ($93K funding).

The Council Meeting was also fortunate to receive an update from the Eastern Wheatbelt Biosecurity Group (EWBG) and Mr Jim Sullivan on the great work they have been doing in the eastern parts of our Shire in controlling wild dogs. This organisation relies greatly on volunteers and government funding. Such funding is always a challenge with much uncertainty from year to year. Council will work closely with EWBG to lobby the State government for continued funding via Royalties for Regions.

The Works Crew have been busy wet mixing on Yealering Road, as well as Dudinin-Jitarning Road in preparation for sealing next week. The hot weather will make the conditions just perfect for sealing.

Last Saturday saw Channel 7 air their new TV show ‘1 Man & a Bike’ featuring towns in the eastern wheatbelt who are part of Roe Tourism, including Kulin. This was funded by the Shire of Kulin and it was great to see a number of local icons featured, showcasing key unique aspects of our community. Well done and congratulations to Tom Murphy, Erin Bailey, Bill Colbourne and Clarry King for their 5 minutes of fame on behalf of the community. HARVEST AND VEHICLE MOVEMENT BAN

Harvest and Vehicle Movement Bans are issued by your local government and are put in place when your local Bushfire Control Officer identifies the use of engines, vehicles, plant or machinery as high bushfire risk activities, during particular times of the day.Kulin Shire will distribute this information via SMS and the harvest ban information line.

TOTAL FIRE BAN

A Total Fire Ban is declared on days when fires are most likely to threaten lives and property. This is because of predicted extreme fire weather or when there are already widespread fires and firefighting resources are stretched.Total Fire Bans are put in place by DFES.

In accordance with Regulation 12(2) of the Local Government (Administration)Regulations 1996, notice is given that the Ordinary Council Meeting previously

scheduled for 1pm Wednesday 16 December 2020, will now be held at 1pmThursday 17 December 2020.

KULIN RE-USE WATER SUPPLY

The Shire of Kulin wish to advise that the town re-use water supply to the oval will recommence the week beginning 1st December 2020 and will be in use throughout the summer until 31st January. This water will be applied between the hours of 10:00pm and 3:00am so will have no impact on normal oval use. For any further information contact the office 9880 1204.

EXECUTIVE SUPPORT OFFICER

Relief - 12 Month Contract

An opportunity exists for an organised, self-motivated person to fill the position of Executive Support Officer at the Shire of Kulin for a 12-month period. This role is supervised by the Chief Executive Officer and has the responsibility to provide governance support to elected members and staff, administrative support throughout the organisation and communications with government agencies, community groups, and the general public in relation to the operations of the Shire administration. This relief position is targeted at full time applicants (76 hours per fortnight), however part time arrangements may be considered for the right applicant. Remuneration will be based on the Local Government Industry Award 2020 based on Level 4, but will be dependent on experience. Written applications including a covering letter and resume will be received up to Monday 7 December 2020 and must include details of work experience, relevant qualifications and copies of at least two written references, or the names of two recent referees. Public Notice Adoption of Local Laws

The Shire of Kulin has resolved to adopt the following local laws: Shire of Kulin General Repeal Local Law 2020 The purpose of this local law is to repeal obsolete local laws. The effect of the local law is that the obsolete local laws will be revoked and abrogated. Shire of Kulin Cemeteries Local Law 2020 The purpose of this local law is to provide for the orderly management of the Kulin Public Cemetery (Reserve 192552), Dudinin Public Cemetery (Reserve 14995) and the Pingaring Public Cemetery (Lot 3142) in accordance with established plans and to create offences for inappropriate behaviour within the cemetery grounds. The effect of the local law is to ensure compliance by all persons engaged in the administration, the burying of deceased and the provision of services to or making use of the three cemeteries in the district. Shire of Kulin Dogs Local Law 2020 The purpose of this local law is to make provisions about the impounding of dogs, to control the number of dogs that can be kept on premises and the manner of keeping those dogs and to prescribe areas which dogs are prohibited. The effect of the proposed local law is to extend the controls over dogs which exist under the Dog Act 1976. Shire of Kulin Standing Orders Local Law 2020 The purpose of this local law is to provide for the conduct of meetings of the Council, Committees and electors. The effect of the proposed local law is to provide for: - better decision-making at meetings; - the orderly and efficient conduct of meetings; - greater community participation and understanding of the business of the Council; and - more open and accountable local government. A copy of these Local Laws may be inspected or obtained from the Shire’s office at 38 Johnston Street, Kulin between 8.30am and 4.30pm Monday to Friday, at the Kulin Public Library located at the Kulin Post Office during normal opening hours, or on the Shire’s website:- www.kulin.wa.gov.au The aforementioned local laws were gazetted on 18 November 2020 and will come into operation on 2 December 2020. KULIN CHILDCARE CENTRE We have been busy at KCCC preparing for Christmas, with lots of talk of Christmas wishes and holiday destinations, enjoying lots of craft and even working in our very own ‘Santa’s Workshop’.

Last week we enjoyed a fresh potato salad for lunch with our home-grown potatoes! The children took great pleasure in harvesting and

washing them and even more eating them!! We have a big group of up and coming green thumbs, nothing better than growing your own produce and you definitely can’t get any fresher!!!

Please note that our Centre will be closed as of 5.30pm Tuesday 22nd Dec, and will re-open 8am Wednesday 13th Jan 2021.

FREEBAIRN RECREATION CENTRE

December is almost upon us which sees the activity levels here at the FRC go up a notch or two. Everyone has been enjoying the junior basketball competition every Friday afternoon catering for a range of ages from Year 1 through to Year 10. It’s been fabulous to see the kids enjoy the coaching and games on offer and the social side of things is an attraction for parents and friends.

Of course, Bowls continues to tick along and our Kulin Bowling Club members have enjoyed a roll at every opportunity. Club Bowls is on a Sunday afternoon so if you aren’t already involved and would be keen to have a go then this afternoon would be a great opportunity for you to do so. Come down, meet a few people, have a roll and enjoy a beverage.

The Kulin Kondinin Cricket Club is aiming to re-live the glory of last season and this year it’s fabulous to see a junior arm of the club formed – aptly given the nickname the Roopups. The juniors have the opportunity to participate in a structured competition every Sunday. There has been a great level of interest shown by our juniors and it’s great to be able to offer them this opportunity. This is another example of a dedicated group of parents working together to make things happen. We look forward to hosting some fixtures here in Kulin over the coming months after the oval refurbishment was completed last month.

We are gradually introducing a few minor changes to the Centre in addition to the more significant refurbishment items that have occurred over the past 12 months. We now have the pleasure of housing the pallet tables many of you would have shared a beverage on in the past at a number of community functions. A huge thanks to Tom Murphy for allowing the FRC to utilise this furniture while they are not required at any other community events. Tom has spent some time sanding them down and prettying them up so that patrons can enjoy a casual drink and chat whilst leaning against a pallet table rather than sitting down.

We hope to be able to offer a few different drink options in the not too distant future so watch this space…. One of the suggested options includes Ginger – stay tuned!

A little over a month ago we welcomed Edson (Brazil) and Rachel (Ireland) to town. They have been gradually adjusting to life in Kulin and have enjoyed their time meeting a few of you already at various times. If you haven’t already met them be sure to come in and say hello, perhaps practice your Portuguese (or Irish!!).

We are all looking forward to December and all that it brings. The calendar is looking busy so we are excited to welcome you here to enjoy the craziness of the silly season!

COVID Phase 4 Update

WA’s Controlled Interstate Border – Contact Tracing Register to Recommence

Further to the State Government announcement to reintroduce contact tracing as a proven effective method to manage COVID-19, Clubs WA can confirm that clubs will form part of the businesses required to implement a Contact Tracing Register. The Register can be in the form of a digital contact tracing (e.g. QR Code Contact Tracing) or be manual (paper based). Please note that if clubs choose the QR Code option, you will still be required to provide an alternative format in the event a member is not able to register through the QR Code (eg because they do not have access on their mobile phone).

The State Government is currently in the process of developing the contact tracing QR App, Safe WA. The date for the reintroduction of mandatory contact tracing register is yet to be determined and will coincide with the Safe WA App announcement. Information required to be recorded in the Contact Tracing register is:• Location (of the club);• Person’s name;• Person’s telephone number;• Date of attendance; and• Arrival time.This information needs to be kept for a period of 28 days. Penalties will be imposed against: • Businesses (including clubs) who are not able to produce the Contact Tracing register upon request;• Individuals and businesses (including clubs) for using the contact details recorded in the register for purposes other than contact tracing; and• Individuals for providing false information.Clubs also have the right to refuse access or entry to individuals who decline to provide their details in the register. The State Government is currently in the process of developing the contact tracing QR App, Safe WA.

The date for the reintroduction of mandatory contact tracing register is yet to be determined and will coincide with the Safe WA App announcement. Clubs WA will keep member clubs informed with further updates as soon as they are received. Please continue to monitor our website for more information.

* Please note that this means the FRC will need to reintroduce a guest register in order to adhere to the WA Government’s guidelines. When the date for reintroduction of a tracing register is announced we will implement the register. We look forward to your understanding and cooperation regarding this process.

Restoration ProjectWork is progressing nicely on the new floor of the Kulin CWA ... in fact, we have a new floor!

This photo shows the composite floor in the main meeting room - laid down over new bearers and stumps. Alongside the many volunteer hours put in so far by family and friends, the Kulin CWA would like to thank builder Kurt Martin for his timely work and his enthusiasm to support local business.

Next stage of the repair work requires decisions on floor coverings - so plenty of lively discussion to be had there. We look forward to making some of those decisions at our next monthly CWA meeting back in the Rooms - Friday 11th December, 10.30am coffee for an 11am meeting start. If you would like to see the project progress, feel free to drop in between 10.30 and 11am for a coffee and a tour.

A number of the group have been busy putting together some lovely happy packs for new families and babies in our area - a warm welcome, a basket of useful baby items and a brief contact to keep in touch. Numerous packs have already been delivered - it is lovely to hear of new babies arriving!

We have another fundraiser coming up - The Kulin Community Markets on Saturday 5th December, Kulin Memorial Hall. CWA Tea and Scones will be available from 9am with plenty of other goodies for sale, so we hope to see you there.
