Class Counsel and counsel for DCFS agreed with the court thatthere are four principal areas of concern: (1) unsatisfactory case workers; (2)unsatisfactory private agencies; (3) insufficient numbers of qualified persons willingand able to accept placements; and (4) inadequate services, especially mental healthservices, provided to children who are placed. The first step in addressing theseconcerns will be to obtain some statistical data and other background informationwhich will enable the court to gauge, at least preliminarily, the likely dimensions ofthe problems. The court described to counsel the information it desires. DCFS willprovide a report containing this information by December 5, and a further statusconference to discuss the information will be held at 10:00 a.m. on 12/09/03.
