Protecting innocent lives….
Solutions for Mass Shootings
HEUER PROTECTOR
PROGRAM501 C-3 status pending
Problem: Innocent lives are being
taken in mass shootings.
This problem is currently being
addressed by resource officers,
surveillance cameras and mental health
programs.
Goals
Foremost: No active shooters
Secondary: Extremely quick and
effective response to end an active
shooter
Our Solution;
Action…………………..
Assessment
Means of Determent and Detection
Tools, training, technology, innovation,
engineering, patents and mental
health science all in a holistic and
comprehensive program.
Innovative funding model
Our solution: The How
Assess the entire facility, buses & campus
Secure the facility, Harden the facility
Hire, place and retain security personnel
New innovative tools and equipment
Smart technology
Mental health program
Endowment funding (sustainability in perpetuity)
Our solution: The How….cont.
Interim program suggested is armed
security personnel posted at entrances
now.
Our program will be effective because it
is a complete and comprehensive plan
to a complex problem.
Assess and Secure
Assessment of those facilities that wish
to participate or future mandated to
participate; an assessment will be made
of the location’s buildings, buses and
campus. A comprehensive securing of
the premises plan will be created.
Secure and Harden the facility as per
assessment.
Personnel: The Protectors
Qualified and trained to a high level: Vetted and in-depth background checked
Passes mental health screening
Meets high physical standards
Quarterly requalification
Trained in: Marksmanship
Martial arts
Mental health awareness
Teaching or working in some capacity a few times a week to assimilate to the staff of the facility
See back up slides for detailed information
Equipment
Detection of weapons is a top priority
We are reviewing options and designs for
the first line of defense at the facility's
entrance (e.g. canine assistance and large
volume metal and munitions detectors).
Tools
Patented, #10,066.889, dual purpose defensive tools with less-than-lethal rounds on the right camber/magazine and lethal on the left.
Offering a less-than-lethal option to lessen collateral death, (collateral injury is acceptable, collateral death is not). This has been said to be a game changer for teachers, etc. to now consider carrying a firearm in a school.
Protector’s Choice Long
(PCL1020) To be stored in Protectors Choice
holder within our Lock Box that
opens quickly with the swipe of a
card or fingerprint scan.
Left barrel is lethal; Right is less-than-
lethal, 12 gauge pump action bean
bag. When placing the PCL1020 into
its holder within our Lock Box, the
switch is set to its default less-than-
lethal mode.
Protector’s Choice Hand (PCH9,
PCH10)• To be stored in our Holster,
which will ensure the tool’s
selector switch is set to the
default of less-than-lethal.
• Option to carry the tool in its
holster or can be placed in
it’s holster in an under-desk
alert system lock box.
• Removal from holster or lock
box will activate campus-
wide alert system that gives
location of engaged tool.
• See back-up slides for more
details.
Progression to lethal force
The mindset and the ability to engage with an active shooter is a skill set that a lot of individuals are hesitant to consider. When the option of the initial engagement with a suspect is that of a powerful, painful yet-less-than lethal projectile, there is a moral and physical segway for many people with whom we have spoken regarding using arms to help stop an active shooter. This includes teachers who have been previously opposed to carrying a firearm.
Some of these individuals have stated that our tool is a “game changer” for them; they would definitely carry our tool knowing that they can keep their students from collateral damage while mitigating the shooter.
Technology
In addition to our patented less-than-lethal choice tools, we are researching, designing and/or offering:
Under-desk lock boxes;
IT smart tracking of the deployment of the less-than-lethal choice tools;
First line of defense threat detection methods;
Facility lock down/incident isolation equipment, cameras, sensors, central IT/monitoring, alerting.
Mental Health
A comprehensive plan of awareness, investigation into reports of potential threats, education, counseling, documentation, protocols and definitive mitigation. Developed with oversight from mental health care professionals.
We openly invite those with existing programs to reach out to us to be part of this conversation to maximize the creation of a solid program.
Funding of the solution
We are a 501 C-3, status pending
Endowment sponsor program in perpetuity
Donations by the public sector
Grants
Fund raising by individual entities

Traction
Lou Vallario, Garfield County, Colorado Sheriff: likes the idea of less-than-lethal tied to school safety and is interested in testing tool for law enforcement use.
Law enforcement individuals: support many aspects of our program and gathered community feedback/support.
Students/parents/faculty & staff in schools that have experienced mass shootings support a solution; this is one of the only options available.
President Trump has stated that he wants this problem solved.
How you can help.(This presentation is our INITIAL ask)
Endowment sponsorship is the core of
the funding model that will ensure
sustainability in perpetuity. Persons of
means can choose a facility close to
their heart to protect.
Invest where you have your
passion/your neighborhood etc.
See back-up slides for details.
How you can help….cont.
Endorsement - your endorsement will be
beneficial.
Spreading the word with your network -
your influence to urge the philanthropic
community to participate and to create
an endowment to begin making our
schools, churches and communities
safer.
How you can help….cont.
Help us pull together into one room, all groups currently working on a solution, reach out to your elected officials, your network etc. and help get the conversation going.
Share what we are doing with the President or with his staff that have been delegated to work on a solution that he said he wanted. (we have attempted to reach the Secretary of Education with no real response)
Exit Strategy for investors
Endowed funds will support programs in
perpetuity.
Endowment sponsor may choose a
specific school or church organization.
The return on investment is knowing that
lives are saved. There is no better return
on an investment than safer schools,
churches and communities.
