Definitions
Missing - “Anyone whose whereabouts cannot be established and where the circumstances are out of character or the context suggests the person may be subject of crime or at risk of harm to themselves or another”.
‘Vulnerable adults and Children aged under 18 will always be considered potentially at risk of harm and should therefore be considered missing if their whereabouts cannot be established.’
Note: A vulnerable adult is a person who is aged 18 years or over who is or may be in need of community care services by reason of mental or other disability, age or illness and who is or may be unable to take care of him/herself, or be unable to protect him/herself against significant harm or exploitation. (Department of Health 'No Secrets (2000)').

What is High Risk ?
• The Person is in danger through their own vulnerability
• They are / have been the victim of a serious crime
• Or there is a belief that the public is in danger
• The risk posed is immediate and serious

• Adviser to Chief officers on searches and search related issues
• Is to plan searches and control search teams on police search operations

What am I dealing with ? – working hypotheses
1) Lost – but wishes to be found
2) voluntarily missing – they have control over their actions and have chosen to be missing eg absent from care or wish to commit suicide
3) Under the influence of a 3rd party – ie issing against their will, Abduction, Trafficking, Child Sexual Exploitation, Murder
5) missing due to accident, injury or illness
