FOR POSTGRADUATE COURSES INCLUDINGDOCTOR OF PHILOSOPHY (Ph.D.)

* * * * *1. INTRODUCTION :

1.1 The Maharashtra Council of Agricultural Education and Research (MCAER-

State Council), Pune is a statutory body which has been constituted under

Section 12 of the Maharashtra Agricultural Universities (Krishi Vidyapeeths)

Act, 1983. In exercise of the powers conferred upon MCAER, vide provisions in

the proviso (g) of sub-section 3 of Section 12 of the Act, common regulation for

admission to various degree programmes in the State Agricultural Universities

have been formulated.

1.2 In accordance with the powers and authority delegated to the MCAER by the

Govt. of Maharashtra, Department of Agriculture vide Govt. Resolution No.

krishivi-2003/pra.kra.223/20-A, Dt.16/3/2004, the MCAER has been empowered

for finalisation of the admission procedure and conduct of admissions in all the

Government as well as non-aided Institutes / Colleges under all State Agricultural

Universities in the State.

1.3 In accordance with the approval of the State Council in its 74th meeting held on

22/12/2007, vide Resolution No.16, the common admission procedure is

implemented through the Maharashtra Knowldege Corporation Ltd. (MKCL),

Pune through ‘Online Admission System’.

Candidates desirous of seeking admission to Postgraduate programmes mentioned under 2.1both for University (‘U’ Quota) and Maharashtra (‘M’ Quota) quota should submit only oneapplication form.

The medium of instruction and examination is English for all the postgraduatecourses.

Postgraduate admissions are strictly on merit basis on marks obtained in the CommonEntrance Test (CET) of respective faculty for the current year conducted by MaharashtraAgricultural Universities Examination Board (MAUEB) and CGPA of the qualifying degreeexamination in the proportion of 70:30 with weightages, respectively. The details of CETare being made available separately by the MAUEB.

2.3.2 INSTRUCTIONS TO CANDIDATES :

3.1 The candidates are required to read the prospectus and application formcarefully before filling the application form.

3.2 (i) Each applicant is required to fill in only one application form ONLINE which isavailable on website ‘www.mkcl.ws/agri’, a copy of which is also available for perusalon website www.mcaer.org as Appendix ‘A’ of this Prospectus.

(ii) Printout of duly filled in ONLINE application form should be taken. It should besigned by the candidate and the duly filled in application along with required attesteddocuments and D.D. of Rs. 600/- for open category or Rs.300/- for reserved categoryin favour of MKCL payable at Pune be sent at ‘MKCL, 412/D, Bahirat Patil Chowk,Gokhalenagar, Shivajinagar, Pune-411 016’. All candidates including those belongingto reserved category from States other than Maharashtra should pay Rs.600/-.

3.3 The candidates should enclose the following duly attested photo copies (notoriginal) along with application.

(b) (i) College (Last attended) Leaving Certificate or bonafide certificate of collegewhere the applicant has already taken admission.(ii) In respect of candidate from out of Maharashtra State (Other State- O.S.candidates), if it is not possible to produce college leaving certificates he/she shallhave to produce migration certificate of last attended college.(iii) If such candidate is admitted then he/she shall have to produce college leavingcertificate within period of THREE months failing which his/her provisionaladmission shall be liable for cancellation.

(c) Certificate of Agriculturist for the year 2007-08 or 2008-09 issued by theTahasildar showing that the applicant or his/her parents or grand parents (paternal)is/are owner or tenant, hold agricultural land and whose main source of income isderived from personal cultivation of land. Proforma of this certificate is atAppendix ‘B’ of the Prospectus.

(d) Caste certificate in the prescribed format issued by the Competent Authoritydesignated in the State.

(e) Non-creamy layer certificate issued on or after 1st April,2009 or valid uptodate of submission of application form by the Competent Authority forcandidates seeking admission under DT(a), NT(b), NT(c), NT(d) , OBC and SBCcategories.

(f) Certificate of ‘Project Displaced Person’ issued by the District ResettlementOfficer of Govt. of Maharashtra in the prescribed form that his/her parents’/grandparents’ land has been acquired by the Government for AgriculturalUniversity/Irrigation/Power/ Defence Project in the name of candidate/parent. Thename of the beneficiary must have been included in the Project DisplacedPersons certificate issued by the competent authority.

(g) N.C.C. ‘B’ or ‘C’ / Air / Naval /Army wing certificate issued by the Commandant.

(h) Certificate of games/sports/drama/debate/essay/elocution / judging of animals andyouth festival competition that the applicant has participated in inter-university /state level / national level competition issued by the Students’ Welfare Officer /Vice Chancellor of Agricultural University.

(i) A certificate of the Freedom Fighter of the applicant’s parents issued under thesignature of the Chief Minister. A son/daughter of the son/daughter of FreedomFighter can avail of the benefit, provided the applicant attaches an affidavit ofgrand father/grand mother on the following points on a stamp paper of Rs.100/-(One Hundred only).(1) The applicant is son/daughter of the son/daughter of the Freedom Fighter.(2) The Freedom Fighter has not used this concession for any relative here before.(3) The Freedom Fighter shall not use the concession for any relative hereafter, if

the benefit is availed at this time.

In case of any difficulty, existing Govt. Resolutions should be referredto settle the grievance.

(j) N.S.S. certificate issued by the competent authority in respect of Jr. college orStudents’ Welfare Officer and/or Programme Co-ordinator for admission.

(k) Defence Personnel certificate from Zilla Sainik Board/discharge certificate fromOfficer Commanding the Regiment or serviceman certificate from the competentauthority.

(l) No-objection certificate from the employer in case of inservice candidates.

(m) If applicant’s parent is an employee of State Agricultural University / MCAERincluding retired, deceased employee, attach employer’s certificate issued byControlling Officer/Head of the office.

(n) Candidate’s or his/her parent’s Domicile Certificate issued by the CompetentAuthority in Maharashtra or Competent Authority designated by Other StateGovernment for students belonging to the state other than Maharashtra..

(o) The candidates applying for admission under physically handicapped categoryshould submit the certificate about being handicapped issued by the CompetentAuthority designated in this behalf.

3.4 Application form completed in all respects and received on or before the last dateof receipt of the application shall only be considered for admission.

3.5 The candidates belonging to Scheduled Tribes are required to produce caste validitycertificate issued by competent authority as required by G.R. of Tribal DevelopmentDept. No.stc-1000/CR-261/D-10, dt.1/11/2000, a copy of which is available atAppendix ‘C’. Those candidates awaiting caste validity certificate should givedeclaration on a stamp paper of Rs.50/- in the prescribed proforma in Appendix ‘D’of this prospectus. In case, caste validity of the candidate is rejected, his/heradmission shall stand cancelled.

3.6 Incomplete applications shall be rejected on any one or more of the followingdeficiencies.

(a) If the printed copy of the filled in application is not signed by the candidate.

(b) If a recent a passport size photograph of the candidate is not affixed on theprinted copy of the filled in application.

(c) If the duly attested photo copy of the mark sheet / grade card of the qualifyingexamination is not submitted / attached.

(d) If the duly attested photo copy of the college (last attended) leaving certificateis not attached. (If the candidate has secured admission for degree elsewhere,bonafide certificate of that institute will be accepted. However, the candidateshould submit the original leaving certificate after securing admission within aperiod of one month.)

(e) If ‘No objection certificate’ from the employer is not enclosed by the inservicecandidate.

(f) If the photo copy of the domicile certificate of parents is not enclosed (for otherstate candidates only).

3.7 .In case of a tie for admission to Postgraduate courses are concerned, the followingcriteria will be applied in the following sequence for deciding the merit number.(a) Higher Marks in MAUEB Common Entrance Test.(b) Higher CGPA in graduation.(c) Lesser number of failure.

3.8 In case of a tie for admission to Ph.D. courses are concerned, the following criteriawill be applied in the following sequence for deciding the merit number.(a) Higher CGPA in Postgraduation.(b) Lesser number of failure.(c) The candidate elder in age.(d) Preference as per alphabetical order of surname.

3.9 Additional documents will not be accepted after submission of application form.3.10 The students seeking admissions are required to give their option for various colleges

offering Postgraduate degree / Ph.D. courses in the application form. Option oncegiven cannot be changed. Candidates are advised to give maximum preferencesin the option form.

3.11 (i) The candidates are advised to fill in accurate information in all the columns.(ii) The MKCL or the MCAER, Pune shall not be responsible for any discrepancyappearing in the application form which may result in deciding disadvantageousmerit position of the applicant.

3.12 After publication of final merit list, the admissions to all courses shall be given aftertaking into consideration the preference given by the student, merit of the student interms of marks and availability of seats.

3.13 Preferences given in the application form shall be first considered for allocation ofseats from ‘M’ Quota at the State Level and subsequently for admission from ‘U’Quota i.e. University Level Quota.

3.14 The list of candidates selected for admission from ‘M’ quota and ‘U’ quota will beavailable on the web sites www.mkcl.ws/agri and www.mcaer.org on the datesspecified in the admission schedule.

3.15 Eligibility for the candidates seeking admission to Ph.D. courses for the followingsubject.(1) Students completing Master’s degree in Soil Science OR Agricultural

Chemistry OR Land Resource Management OR Soil Science and AgriculturalChemistry will be considered eligible for admission to Ph.D. degree in LandResource Management OR Soil Science and Agricultural Chemistry subject tothe condition that the students complete the deficiency courses as prescribed byrespective University.

(2) Students completing Master’s degree in Animal Husbandry OR Dairy ScienceOR Animal Science OR Animal Husbandry and Dairying will be consideredeligible for admission to Ph.D. in Animal Husbandry OR Dairy Science ORAnimal Science OR Animal Husbandry and Dairying subject to the conditionthat the students complete the deficiency courses as prescribed by respectiveUniversity.

4 ADMISSION PROCEDURE :4.1 MCAER, Pune will conduct admission procedure for the SAUs through MKCL,

Pune.

4.2 As per the provisions in Maharashtra Agricultural University Act (No.XLI), 1983,Section 5, admission shall be open to all persons who and whose parents have residedin the State of Maharashtra for not less than three years during the period of ten yearsimmediately preceding the date on which admission is sought. However, for personswho and whose parents have not resided in the state atleast for three years during theperiod of ten years immediately preceding the date on which admission is sought, theseats will be limited to 2% of intake capacity.

4.3 For admission to postgraduate courses, particularly for Masters programmes afterdeducting seats to be filled through ICAR & OS quota , the 50% seats of theadmission capacity will be filled in from amongst the students who have passed thequalifying examination from the colleges situated in the University area (‘U’quota) and remaining 50% seats will be kept open for all the students of the State(‘M’ quota).

4.4 Admission to all Postgraduate courses shall be on the basis of 70% of Marksobtained in Common Entrance Test conducted by Maharashtra AgricultureUniversity Examination Board (MAUEB) and 30% marks of CGPA ingraduation and weightages if any.

4.5 The applicant having domicile in the State of Maharashtra but passing qualifyingexamination of Postgraduate courses out of Maharashtra, will be considered under ‘M’quota for admission.

4.6 Admission to all the Postgraduate degree programmes shall be on merit andprovisional. In case of Postgraduate courses roaster will be applied for allotmentof subject as per constitutional reservation.

4.7 University/MCAER/MKCL shall not be responsible for any postal/courier delay.4.8 A copy of General Merit List will be displayed on the web sites www.mkcl.ws/agri

and www.mcaer.org The candidates in their own interest shall see the merit list onthe web sites. The candidates will not be intimated about their merit by post.

4.9 Applicants aggrieved by the merit lists can appeal to the ‘MKCL, 412/D, Bahirat PatilChowk, Gokhalenagar, Shivajinagar, Pune-411 016’ on or before the date mentionedin admission programme. If the applicant fails to appeal on or before last date,his/her case shall not be considered.

4.10 The candidates should download and print provisional allotment letter usinghis/her ‘log in’ on web site and report in person to the alloted college on thedates notified in the prospectus for seeking admission alongwith all theoriginal documents of enclosures, else admission claims shall be treated as notreported and shall be cancelled.

4.11 (a) Candidates reporting on the specified dates of admissions will be considered asper merit for filling up the vacancies.

b) If at any time after admission, it is found that the applicant has supplied falseinformation, the University/MCAER shall cancel his/her admission.

4.12 (i) At the time of admission, during the course of physical verification of theoriginal certificates and documents, if it is noticed that the candidate is not entitledfor the weightage(s) which he has already been given to him while preparing theFinal Merit List, he / she shall not be entitled for the admission in the said College/ Institute.(ii) The Associate Dean shall immediately communicate the facts to the MKCL andMCAER by e-mail, also through telephonic message and fax.(iii) The MKCL will workout the revised merit position of the applicant and willamend the Final Merit List accordingly and the said applicant shall be entitled forreadmission as per his merit and turn.

4.13 The candidates should read the admission programme which is provided in theprospectus for their guidance and information.

4.14 Any candidate aggrieved by final admission may submit a review application within aperiod of SEVEN days from the specified dates of admission to the DirectorGeneral, MCAER, Pune.

4.15 Admission to various seats under University (U) and State (M) quota shall be final.The candidates so admitted will not be eligible for change of Course / Subject /Discipline / College / University.

4.16 In normal course, admission once taken will not be cancelled; however, if anycandidate desires to cancel his/her admission and wants to consider himself /herself for next round of admission then he / she should report in person to allottedcollege and submit the cancellation application duly signed in the prescribed format,available at Appendix ‘E’ on or before the last date of reporting date mentioned inthe provisional allotment letter. A fee of Rs.200/- will have to be paid in cash alongwith the cancellation application.

4.17 If any student does not cancel his / her admission by remitting Rs.200/-, he / shewill not be considered for the subsequent rounds.

4.18 If student wishes to cancel the admission within one month of the date of registrationhe/she will get refund of 50% of tuition fees for current semester, 100% of depositand 100% of examination fees. Thereafter, he/she will have to forfeit all the fees paidby him/her and will be eligible to claim refund of deposits only. If student does notrequest for refund of deposits within three months from the date of cancellation, thenthe amount will be credited in student welfare fund of the college.

4.19 Information regarding admission procedure, State level and University level meritand roundwise admission status will be available on the web sites‘www.mkcl.ws/agri’ and ‘www.mcaer.org’.

7 SYSTEM OF EDUCATION :

The Universities have adopted course credit system under the semester pattern. In this systemeach academic year is divided into two terms not shorter than 20 weeks, called a ‘semester’.Subjects to be taught are divided into self contained units called courses. These are taught ina semester through lectures, practicals, library reading, field work, assignments, etc. Thechoice of courses, number of credits to be taken by a student are decided in consultation withthe advisory committee, keeping in view the existing rules and the performance of thestudents. If the performance of a student in a particular course is not upto the mark, he mayrepeat the course whenever, it is offered as per the course layout.

8 REGISTRATION :

8.1 After verification of application form and original certificates by the Dean of the PostGraduate Institute / College or the Associate Dean of the College, candidate will beallowed to register. Registration shall consist of the following steps:-

(1) Payment of fees in the office of the Dean, Post Graduate Institute or Associate of theconcerned college.

(2) Enrolment of students in various courses in consultation with the advisory committee& Heads of the Departments.

(3) Deposition of roster form duly filled in and signed by the student, teacher, the advisorsand Head of the Department on the same day or within the prescribed time with theDean, Post Graduate Institute or Associate Dean of the college, failing which theregistration shall be invalid.

9 MEDICAL EXAMINATION :Medical Examination is compulsory for all the students admitted during the first year and thesame should be got done from the Civil Surgeon/Medical Officer as directed by theUniversity/Associate Dean before the end of first semester. If a student is medicallydefective, the Associate Dean will inform the concerned student and his parent/guardian forrectification of the defects. If a student is found medically unfit, he is liable to bediscontinued from the University. Such cases would be reported to the Registrar for takingnecessary action. If a student fails to appear for the medical examination arranged by theUniversity/Associate Dean, he will have to get himself medically examined from the abovemedical authority at his own expenses and produce examination report within the periodspecified by the college authorities. In case he fails to produce the medical examination reportwithin the specified time, his result shall not be declared.

10. ATTENDANCE :Every student shall attend all lectures, practicals, library work, extension education visits,study tours and the meetings with the advisory committee and concerned teachers. If astudent fails to attend 80% of the total number of lectures, laboratory practicals or fieldtutorial classes in a course held and deemed to have held during a semester irrespective of hisdate of registration, he shall not be eligible to appear for semester end examination and shallbe awarded ‘F’ grade. Such students shall repeat the course when offered.

11. SPORTS AND ALLIED ACTIVITIES :Facilities for sports and allied activities are available at all the colleges.

12. HOSTEL ACOMMODATION :Hostel accommodation for a limited number of students is available at the hostels of thecolleges of the Universities on merit basis. Every student admitted to constituent colleges isnot necessarily given or promised admission to the hostel attached to that college.

13. MEDALS, CASH PRIZES AND AWARDS :The medals, awards, and cash prizes are awarded to the meritorious students who top at thevarious Master degree examinations as per the University regulations as approved by theExecutive Council.

14. SCHOLARSHIP AND CONCESSIONS :Government of India scholarship to reserved category students, merit scholarship to thechildren of primary teachers, free studentship to the students of economically backwardclasses, Freedom Fighter’s scholarship, Government of India National Loan Scholarship,Government of India merit-cum-means scholarship (ICAR)/Government of India post matricscholarship to SC and ST candidate(ICAR), merit-cum-means scholarship (Government ofMaharashtra), etc. are available at various constituent colleges and will be awarded as perrules in vogue.

15. DISCIPLINE :(i) The cases of unfair means and the cases of misbehavior will be dealt with as per the

rules and regulations of the University in vogue and as amended from time to time.

(ii) Student while studying in the College if allegedly found involving in activities likeragging, bulleying or kidnapping and any other act of indiscipline shall immediately besuspended from the College as well as the hostel without any notice by the AssociateDean of the College and liable to be expelled from the College by the Vice-Chancelloron the detailed report of the Director of Instruction of the University as per provisionmade in the University Statutes, 1990 and Dy. Director General (Education), ICAR,New Delhi letter No. 6(29)/2007-A. and P., dt. 18/1/2008 regarding directions issuedby the Hon’ble Supreme Court of India on Special Leave to appeal (C) [24295 &24296-99 of 2004] vide judgment dt. 10/12/2007 and also vide letter No.AGU-2009/pra.kra.58/7-A, Dt.06/05/2009 from Dept.of Agriculture, Animal Husbandry,Dairy Development and Fisheries, Mantralaya, Mumbai regarding directions issued bythe Hon’ble Supreme Court of India on Dr.Raghavan Commiitte’s Report(D.No.370/04/XI-A, Dt.26/02/2009).

The applicant is son/daughter of the son/daughter of the Freedom

Fighter.2. The Freedom Fighter has not used this concession for any relative here

before.3. The Freedom Fighter shall not use the concession for any relative

hereafter, if the benefit is availed at this time.7. Certificate of Defense Personnel (DP) issued by Zilla Sainik Board/

discharge certificate from Officer Commanding the Regiment or servicemancertificate from the competent authority.

8. Certificate of Physically Handicapped (PH) issued by District CivilSurgeon or equivalent Govt. hospital/ Medical board. The criteria forassessing the degree of handicap would be varibale from faculty to faculty.The percentage of disability should not be less than 40% in case ofcandidate seeking reservation for physically handicapped category.

9. Certificate of Rehabilitation Officer for Project displaced person (PD)issued by District Resettlement Officer/ Rehabilitation Officer of Govt. ofMaharashtra in the prescribed form that his/ her parents’ / grand parents’land has been acquired by the Government for Agricultural University/Irrigation/ Power/ Defence Project having the name of beneficiary.

10. Certificate of Agriculturist (AG) issued by the Tahasildar/ Nab Tahasildarshowing that the applicant or his/ her parents or grand parents (Paternal) is/are owner or tenant, holds agricultural land and whose main source ofincome is derived from personal cultivation of land.

11. NCC ‘B’ or ‘C’ Certificate ( Air/ Naval/ Army wing) issued by theCommandant.

12. Certificate of games/sports/drama/debate/essay/elocution / judging ofanimals and youth festival competition that the applicant has participatedin inter-university / state level / national level competition issued by theStudents’ Welfare Officer / Vice Chancellor of Agricultural University.

13. NSS Certificate (for atleast 240 hours / special camp) issued by Student’sWelfare Officer or Programme coordinator for admission to postgraduatecourses.

14. Employers certificate being son/ daughter of Agricultural University/MCAER employee.

15. No objection certificate from employer if employed16. Domicile Certificate issued by Competent Authority of Maharashtra in State

or designated by State Government for out of Maharashtra students.

Application form completed in all respects and received on or before the last date ofsubmission of the application shall only be considered for admission.
