We are proposing residential development on land to the south of Holmes Chapel Road of up to 75 dwellings.
We wish to hear your views with regard to the quality, mix and design of this proposed development. We will consider your views and ideas as we develop our masterplan.
Please take time to look through the boards and the proposals that are being put forward. Although we cannot promise to ensure all points or issues are implemented during design development, we will seek to incorporate or alter what we can as part of our proposals.

Strategic Context
The need for new housing
Every Council is required by the Government to significantly boost the supply of housing and to make planning decisions in favour of sustainable development.
CEC’s emerging Local Plan recognises Congleton as a sustainable settlement, categorising it as a Key Service Centre (KSC). Congleton is identified to provide at least 3500 homes over the next 20 years. CEC have also undertaken a study which shows that there is an annual need of over 1200 affordable houses for local people throughout Cheshire East.
It is clear that there is a substantial need for houses to meet the present and future needs of the community within Cheshire East.
Why is the site suitable for development?
CEC have identified Congleton as a sustainable settlement where new housing will be located to help meet the borough wide housing shortage.
Congleton provides a good range of community services and facilities within walking & cycling distance of the proposed site as shown on the plans below. This was accepted by an Inspector appointed by the Secretary of State in relation to the appeal allowed at Loachbrook Farm to the South.

Local Area3Landscape Character The site lies within the ‘Lower Farms and Woods’ Character Area in the Cheshire East Landscape Character Assessment 2008 which suggests the following:
“The landscape is predominantly of a medium scale but with wide variations in enclosure. Although primarily an agricultural landscape, woodlands provide an important visual characteristic throughout the character area. Views across the landscape are variable. To the east the high ground of the Pennine Hills form an important feature and Mow Cop and the Cloud within the Upland Footslopes landscape type are clearly visible across a large part of the character area. To the west the much flatter landscape of the East Lowland Plain type provides no obvious landmarks.”
Flood RiskThis area of land is not within the floodplain but an assessment will be made to ensure that the proposal does not add to any potential flooding problems within the area. A sustainable drainage system which includes an attenuation basin is being designed which will provide betterment to the existing rate of surface water run-off from the land.
LandscapeWhere possible any trees or hedgerow within the site boundary will be retained. This will be enhanced to create a strong boundary to the south of the site. Avenue trees will be planted to Holmes Chapel Road to reflect the character of the area. Planting will also be incorporated throughout the development to provide a strong green infrastructure.
HeritageA former Scheduled Ancient Monument (S.A.M) is located beyond the south west boundary of the proposed site. The S.A.M was removed from the Schedule of Ancient Monuments earlier this year as it is of no historical significance, it is however an attractive landscape feature. The orientation of the dwellings has been considered to maximise views of this feature.
Community Facilities It is recognised that new dwellings would bring with it the possible need for improvements to schools and other facilities. Where appropriate, contributions would be made to improving facilities. A new play area and public open space will be provided within the proposed development.

TransportThe opportunity will be taken to create attractive routes for pedestrians and cyclists. This will create a permeable site with connections to existing footpaths and cycle routes. These sustainable transport connections will ensure that the development functions as an integral and beneficial expansion of Congleton. The site is well located in order to access the town and its services which are located within an acceptable walking distance of the site.
As part of the Loachbrook Farm development (Bovis scheme) a shared footpath/ cycleway connection will be created between the development and Holmes Chapel Road linking the site to the wider area. This will be furthered with the introduction of a shared footpath/ cycleway to the proposed site. Both sites will be joined with Holmes Chapel Road and Sandy Lane creating a coherant local network.
The site is also well located in order to minimise traffic impacts across the town centre as the M6 Motorway and other key routes can be reached without having to drive through the town. A Travel Plan will be implemented to encourage sustainable travel and reduce reliance on the private car.
AccessAll vehicular access into the site will be provided from Holmes Chapel Road. The infrastructure will be developed with a clear hierarchy in place and in accordance with the recommendations contained within National Guidance.
The Main access to the site is via the tree lined Avenue that runs along Holmes Chapel Road. This then leads on to streets which run across the site providing views of the Former Scheduled Ancient Monument. The Lanes provide shared drive access to dwellings at the edge of the site. This hierarchy seeks to provide priority for pedestrians through strong public space for interaction and amenity linked by pedestrian and cycleway routes.
Traffic ImpactsThe residual traffic impacts associated with the development proposals across the wider off-site highway network will be examined in detail in conjunction with any subsequent planning application for the development proposals. A full review of development related traffic impacts and any required mitigation works would be presented along with consideration of wider accessibility considerations in a formal transport assessment.

Our vision is for a development which respects and reflects the landscape of this area to the west of Congleton.
What is proposed?• A residential development (shown edged red on the
plan) of up to 75 new homes including self build plots.• 30% of these new homes would provide affordable
housing for local people.• On site Public Open Space with play facilities.• The opportunity to provide new landscape planting to
complement the existing trees that line Loach Brook.• New footpaths and cycle routes to compliment and
join existing rights of way and those being built as part of the Loachbrook Farm Development.
The emerging scheme seeks to set the new dwellings within a green infrastructure framework and allows for a transition between the urban area of Congleton and the surrounding countryside.
The development would provide up to 75 new homes of different types and sizes, including affordable homes. Two main access points from Holmes Chapel Road would provide vehicular access to the site. A new shared cycle path would be introduced to link with the footpath/cycleways within the Loachbrook Farm Development to the south and the wider area network.
We are proposing to develop the housing area at around 30 dwellings per hectare which is appropriate for a site on the edge of Congleton. The majority of the new homes would be 2 storey in height.
