1 INTRODUCTION

1.1 Go-surveys limited have been commissioned by Lidl UK GmbH to provide traffic and transport

advice in support of their planning application for the redevelopment of their existing store at

Colchester Avenue, Cardiff.

1.2 It is proposed to redevelop and rationalise the existing site which has a Gross Internal Area

(GIA) of 1,444m2 to accommodate a store with a GIA of 2,548m2 and associated car parking

and servicing facilities. As part of the development proposals the adjoining site (that was

formally occupied by a ‘HSS’ tool and equipment hire retail/commercial outlet), which has a GIA

of 1,282m2, has been acquired by Lidl and will be incorporated into the development proposals.

1.3 The redevelopment proposals will see the position of the store largely unchanged from its

existing north-easterly position within the site. The main purpose of the proposals are to update

and improve warehousing and operational functions within the store to ensure that these are in

line with Lidl’s latest build specification, with a key aim to improve the experience of both

existing and new customers within the store

1.4 The existing store is considered a 'first generation' of Lidl stores and as such it now struggles to

meet Lidl’s high servicing and operational requirements. In short, the new store needs to be

'future proofed' to achieve Lidl’s expectations and those of their customers, ensuring that they

produce the best possible shopping experience in store, whilst providing a first rate place of

employment for their staff. Whilst the primary aim of these improvements are intended to

benefit existing customers, it is acknowledged that the proposals may result in some new

customer volume, albeit by a relatively small amount.

1.5 This Transport Assessment has been prepared to assess:

• the trip attraction comparison between the existing store and former ‘HSS’ site (that was

operational at the time of the traffic surveys and which will be encompassed within the

development proposals) and the proposed store, to show that there will be a nil detriment

impact on the adjoining local highway network; and

• the suitability of the parking provision within the site as a result of the redevelopment

proposals; and

• the internal access and servicing arrangements.

1.6 The scope of this report has been agreed discussed with the highways officer within Cardiff

Council (CC).

1.7 This report has been produced in accordance with the Welsh Government Technical Advice

Note 18: Transport (March, 2007).

1.8 The structure of the report is as follows:

• Section 2: sets out the existing conditions;

• Section 3: details the redevelopment proposals

• Section 4: forecasts the vehicular trip attraction to the site and provides comment on the

effect on the:

2 EXISTING CONDITIONS

Site Details

2.1 The site is located to the north east of Cardiff in Roath. The location of the site is shown in

Figure 1. The site comprises an area of 3,966m2, and includes an existing Lidl food store with

a GIA of 1,444m2, of which 1,134m2 classified as Sales Area.

2.2 The site is surrounded to the north, east and west by a number of retail/commercial properties

and to the south by Colchester Avenue. The site lies to the west of A4161 Newport Road, which

provides access to a large number of retail/commercial/leisure units.

2.3 The site is currently occupied by a well established Lidl store that is ideally located to meet the

convenience shopping needs in this part of Cardiff. The store caters mainly for food and

convenience shopping needs; acting as a 'top-up' facility for the local catchment population

many of whom are within a convenient walking/cycling distance from the Store. There will also,

due to the location of the site, be a large element of pass-by trips and trips linked with visits to

the adjacent retail/commercial outlets.

Site Access

2.4 Vehicular access to the site is provided via a priority controlled ‘T’ junction which benefits from

the provision of ‘ghost island’ right turn facility and provides direct access to/from Colchester

Avenue. Pedestrian and cycle access to the site is provided via the footway adjacent to the

southern boundary of the site.

Accessibility by Public Transport

2.5 The site is served by a large number of bus services that directly pass the site on Colchester

Avenue, with bus stop(s) located adjacent to the site access. The site also benefits from being

within a short walking distance i.e. within 200m from a number of bus stops on Newport Road

providing frequent public transport links between the site and surrounding local communities.

2.6 All of the bus stops within the vicinity of the site benefit from the provision of a shelter, seating

facilities and real time service information displays. Full details of the bus routes serving the site

Cyclist/Pedestrian Accessibility

2.7 One of the main factors demonstrating the suitability of a development site is its accessibility by

non-car modes of transport. This helps to reduce the reliance on the use of the private car as

well as promoting the aims of ‘smarter’ travel choices.

2.8 It is reasonable to expect that the typical able bodied person is capable of walking at least 2km

for day to day activities. The thrust of sustainability policy is that there will be an increasing

propensity for people to use non single car occupancy modes, of which walking is one. People

will choose their mode based on their journey purpose, and it is reasonable to conclude that a

significant proportion of local residents will choose to walk to the site.

2.9 It is reasonable to expect that for a typical able bodied person a cycle distance of up to 5km is

readily achievable and attractive. The propensity for people to choose to cycle will depend on

journey purpose and individual ethos.

2.10 Figures 2 and 3 show the 2km and 5km walking/cycling catchment for the site respectively.

2.11 There are a number of existing footways that serve the site providing access to the local

residential catchment area. In addition, there are a number of formal (signalised crossings) and

informal pedestrian crossing points (dropped kerbs and tactile paving) along the junctions and

pedestrian desire lines in the vicinity of the site enhancing the provision for

customers/employees walking or cycling to the site. Street lighting is also present on both

Colchester Avenue and Newport Road further enhancing pedestrian safety.

2.12 On the Cardiff Cycling Map, Colchester Avenue is allocated as an advisory route for cyclists, that

links into the traffic free route adjacent to Newport Road. An extract from the Cardiff Cycling

Map is shown in Figure 4.

Accident Analysis

2.13 Personal Injury Collision (PIC) data has been obtained from ‘Crash Map’ for the road network

within the immediate vicinity of the existing site access and Colchester Avenue, between the

01/01/2010 and 31/12/14.

2.14 An examination of the PIC data indicates that there has been no PICs recorded over the 5-year

period reviewed. It is therefore considered that there is no highway safety issue associated with

the operation or layout of the existing site access.

Existing Trip Attraction

2.15 Details of the observed trip attraction for the Lidl store and ‘HSS site’ (that was still operational

at the time of the surveys) have been derived from Manual Classified Count (MCC) traffic

surveys undertaken at the access to the site on Friday 8th and Saturday 9th January 2016

between 08:00-22:00 during both days and correspond with the opening hours of the Lidl store

during each of these days.

2.16 The observed daily arrival and departure profiles for Friday and Saturday for the Lidl store are

shown in Figures 5 and 6 respectively.

2.19 An analysis of the existing Lidl traffic attraction has identified that the Friday and Saturday peak

periods are between 11:00 – 12:00 and 14:00 – 15:00 respectively.

2.20 It should be noted that during the highway network AM peak period (08:00-09:00) there were

observed to be 84 two way movements associated with the operation of the Lidl site which

equates to only 4% of the total daily movements to the site.

2.21 A summary of the observed trip generations for the former ‘HSS’ site for the Friday and

Saturday are shown in Tables 2.4 and 2.5 respectively.

Car Parking

2.22 There are currently a total of 74 car parking spaces within the store car park, of which 3 (4%)

are designated for disabled use and 2 (3%) for parent & child use.

2.23 Car park accumulation surveys of the Lidl store were undertaken on Friday 8th and Saturday 9th

January 2016 between 08:00 – 22:00 in order to ascertain the existing parking utilisation for

the store. The analysis of the data has indicated that the maximum utilisation of the car park

occurs on a Saturday between 14:30-14:45 whereby the car park had a maximum occupancy of

89%. The results as shown in Figures 9 and 10 indicate that the car park is relatively well

used especially during a Saturday.

3 DEVELOPMENT PROPOSALS

3.1 The redevelopment proposals will see the footprint of the existing Lidl store increased and the

adjoining site formally occupied by the ‘HSS’ site incorporated into the development proposals

to accommodate the displaced/reconfigured parking within the site. The aim of this

redevelopment is to improve the retail offering and shopping environment for existing

customers and to improve the overall operation of the site.

3.2 A copy of the proposed site layout including parking arrangements is shown in Figure 11.

Cycle Parking

Development Composition

3.3 The development proposals will increase the Gross Internal Area (GIA) of the Lidl store from

1,444m2 to 2,548m2. It should be noted however that the proposed redevelopment includes the

former ‘HSS’ site which has a GIA of 1,282 m2 of which 455m2 is classified as sales area,

therefore the proposals will result in an overall decrease in the GIA of the total existing site of

178m2 and a decrease in the overall sales area of the site by 165m2.

3.4 Through the development proposals, Lidl seek to enhance the quality of the store’s existing

retail offer, together with improvements to the parking layout.

Parking

3.5 The redevelopment proposals will result in an increase in the overall number of parking spaces

associated with the Lidl store from 74 to 91, which will include 6 (7%) spaces designated for

disabled use and 4 (5%) designated for parent & child use. The reconfiguration of the car park

will retain the disabled spaces and parent and child spaces adjacent to the store entrance

retaining the convenience customers who utilise these spaces.

3.6 Since no additional product lines will be introduced following the redevelopment, Lidl do not

anticipate a significant increase in customer numbers, thus concurring with the view that

increasing the size of the sales area of the store will not be reflected in a directly proportional

increase in customer volume and hence traffic attraction to the site. Primarily, the focus of the

proposals is to improve the retail offer to existing customers by providing a more pleasant

shopping environment and by providing improved storage and back room functionality, with this

later element comprising by far the majority of the proposed increase in GIA for the proposed

Lidl store.

3.7 Further details on the forecast car parking utilisation as a result of the development proposals

are provided in Section 4.

Vehicular Access

3.8 The existing site access from Colchester Avenue will be retained unchanged for the use of

customers and service vehicles. The site access arrangements are shown in Drawing Ref:

GS334-D-A01 – Rev 03.

3.9 Access to the former ‘HSS’ site will be stopped up therefore consolidating the number of access

points to the site, which will have the benefit of reducing the level of interaction at the site

access from that previously experienced.

Pedestrian/Cycling facilities

3.10 The existing Pedestrian and cycling facilities in the vicinity of the site are considered to be good.

The location of the site is extremely well placed in terms of accessibility and connects with the

existing pedestrian footways immediately adjacent to the site.

3.11 Long term (5 spaces) and short term (10 spaces) cycle parking will be provided on site for the

use of employees and customers in a safe, secure and convenient location within the car park in

close proximity to the store entrance of the site as shown in Drawing Ref: GS334-D-A01–

Rev 03.

Parking

3.12 The parking provision on the site will be broadly in accordance with Cardiff Councils parking

guidance (Jan 2010) as summarised in Table 3.1.

Internal Highway Layout

3.14 The proposed internal site layout is shown in Figure 11 and has been designed to make the

most efficient use of the space whilst having regard to the safe access, circulation and parking

within the site.

Servicing

3.15 Servicing of the proposed site will be facilitated at the northeast corner of the store through the

use of a dedicated service bay. Drawing Ref: GS334-D-A01–Rev03 shows how the

proposed servicing arrangements can be accommodated within the site for the largest 16.5m

Articulated Vehicle anticipated for this type of development.

3.16 With regard to the servicing arrangements of the proposed the Lidl food store, Lidl as a multi-

national operator, have full control over their supply chain and have the infrastructure,

expertise and logistics network in place to allow efficient multi-platform operations and cross

docking of goods at nationwide centralised depots. For this reason, deliveries can be confined

to a minimal number and undertaken in an adept manner, so that all servicing is both efficient

and effective and can fully control all servicing requirements associated with their operation.

Under Lidl’s current servicing arrangements, Lidl food stores of this size typically receive 1

delivery per day or infrequently where peak periods in demand dictate otherwise (e.g.

Christmas period), a maximum of 2 deliveries per day, which are scheduled to arrive at different

times during the day i.e. 1 delivery in the morning and 1 delivery in the afternoon.

3.17 For these reasons, the provision of one dedicated service bay is considered more than sufficient

to meet the requirements of the forecast servicing arrangements of the site and corresponds

with the existing provision at the site and that of other Lidl stores throughout South Wales.

3.18 In the majority of instances, deliveries to the store will be undertaken during the off-peak

highway hours when traffic levels are relatively light. In other words, it is unlikely that deliveries

will be undertaken in the AM or PM peak hour.

3.19 Instead of the main depot delivery returning empty, on their return journey, Lidl vehicles

remove empty pallets, freezer boxes and recyclable material, thereby reducing the number of

servicing trips. This also reduces fuel usage, vehicle mileage and overall lowers servicing trips.

4 QUANTITATIVE ASSESSMENT

4.1 This section of the report quantifies the potential effect of the proposed redevelopment by

examining changes in traffic attraction and thus traffic impact.

Observed Lidl Trip Attraction

4.2 The existing traffic attraction at the store during a typical Friday and Saturday is summarised in

Section 3.

4.3 As previously noted, the development proposals for the store will result in a decrease in the

total GIA of the entirety of the buildings within the site from 2,726m2 to 2,548m2 and a decrease

in the total sales area of the site from 1,589m2 to 1,424m2.

4.4 By redeveloping the store, Lidl seek to enhance the quality of the store’s existing retail offer by

providing an improved shopping experience for customers and place of employment for staff.

4.5 The store improvements are being proposed in response to a change in build specification and

will offer a new shopping experience for those using the store. As such the major beneficiaries

of the proposals will be existing customers although, as this report will identify, it is anticipated

that some new customers will result from the proposals.

4.6 The redevelopment will allow for additional shelf space, enabling Lidl to keep greater quantities

of key lines on the shelves, thereby reducing the necessity for restocking during the stores

opening hours.

4.7 The proposals mirror similar schemes that Lidl are engaged in throughout their store portfolio

across the UK and these changes reflect a general trend towards the improvement of the

existing offering, and improved back room functionality.

Trip Attraction

Using TRICS

4.8 TRICS is a valued and respected database that is typically used to predict traffic generations for

new build developments based on data derived from comparable sites. However, it has two

significant weaknesses; much of the data is quite old and does not reflect modern retail

formats; and little if any useful data exists to indicate the incremental effect of extending a food

retail store.

4.9 Therefore, the use of TRICS data is not appropriate for this purpose as the development is not

a ‘new’ development but the redevelopment of an existing store.

4.10 There is an existing demand for the store which will continue to be served by the store once the

redevelopment is complete. At the same time, the proposed increase in sales area is primarily

focused on improving the offer to existing customers rather than significantly increasing trade

draw or catchment of the store.

4.11 On this basis, it is considered that the appropriate starting point for determining the additional

trip generation associated with the redevelopment should be by the use of the observed traffic

data from Lidl and not hypothetical trip rates from TRICS. As has already been stated, TRICS

has little data that would allow the effect of an redevelopment to be quantified. Instead, it

would be necessary using TRICS to treat the extended store as a new entity, which is clearly

not the case.

Using Observed Lidl Data

4.12 Although the development proposals will result in a decrease in the total GIA of the site (Lidl

plus the former HSS site), it will result in an increase in the sales area attributed to the Lidl food

store of 290m2 that represents an increase in sales area above the existing store of 26%.

4.13 For existing developments an increase in floor areas does not result in a pro-rata increase in

customers visiting the site. Retailers who increase the retail area of existing premises typically

expect a proportional increase in customers of up to 30% i.e. a 100% increase in floor area

results in a 30% increase in customer numbers and takings. The main reasons for this are:

• A number of trips to the new retail space are made by existing customers, with existing

customers staying longer;

• An increase in floor area enables a retailer to display more lines of a product, thereby

offering more choice to customers; and

• Extensions or the redevelopment of existing stores are often proposed to keep pace with

competing facilities, and if improvements are not made existing custom is lost.

4.14 Further more, as detailed in the CSS Wales Parking Standards 2008 to which the principles

noted within this document have been signed up to by the 22 Welsh Unitary Authorities and the

four regional transport consortia identified that;

‘Increases in transactions at supermarkets are not proportional to increases in

floor area. Increases of 33% of floor area typically produce a 10% increase in

transactions’

4.15 On this basis a 26% increase in sales area could potentially result in an increase in trip

attraction to the site of up to 8%, although based on more recent studies undertaken at other

food retail developments this figure is likely to be lower i.e. no material increase in trip

attraction to the site to only a 5% increase in trip attraction to the site.

4.16 However, in order to ensure the analysis is robust a theoretical exercise has been undertaken

whereby the traffic generated by the site has been increased by the upper figure of 8%.

Therefore, an increase in arrivals and departures of 8% above the baseline has been assumed

across the board for Friday and Saturday. The effect of this is summarised in Tables 4.1 and

4.2.

4.17 The development proposals will incorporate the land formally occupied by the ‘HSS’ site and

therefore as this site will no longer be operational as a result of the development proposals

there will be no trip attraction associated with this element of the site. The net change in trip

attraction between the observed ‘HSS’ trip attraction and proposed uplift in trip attraction

associated with the proposed Lidl store is shown in Tables 4.3 and 4.4.

4.18 Tables 4.3 and 4.4 indicate that as a result of the development proposals there would be an

overall net decrease (i.e. -18) in trip attraction to the site on a Friday and a relatively small

increase (+84) in trip attraction on a Saturday.

4.19 The forecast trip attraction for the redevelopment proposals (i.e. Lidl only with increased sales

area) are detailed in Tables 4.5 and 4.6.

4.20 The information shown in Tables 4.5 and 4.6 indicate that based on the worst-case

assumption, that the redevelopment proposals would result in a 8% increase in trip attraction

to the site, the effect on the adjoining highway network would see an overall reduction in trip

attraction during a weekday including the AM and PM peak periods and a negligible increase

(i.e. maximum 15 two way vehicle movements in any hour) on a Saturday.

4.21 It should also be noted that the trip attraction surveys undertaken at the existing Lidl store do

not account for ‘pass-by’ or ‘linked’ trips. Although it would be incorrect to state that an

increase in sales area does not result in increased trip attraction, the results do support the

case that existing food retail store have a defined catchment and that increases in the sales

area of a store do not result in material or pro-rata increases in vehicle trips.

4.22 Therefore, the view that the redevelopment may result in an 8% increase in store related traffic

is likely be an overestimation and can be considered to be a robust case for assessment

purposes. This of course does not account for any reduction in additional trip attraction post

redevelopment relating to ‘pass-by’ trips where it is reasonable to assume that between 30%

and 40% of the 8% of new trips to the Lidl Store are already on the highway network passing

the site.

4.23 Moreover, it has been assumed that the proportional increase in customers is directly related to

car occupancy i.e. of 1 per car. In reality there is likely to be a car occupancy ratio of circa 1.3

or more.

Forecast Parking Utilisation

4.24 Based on the forecast trip attraction to the site as a result of the redevelopment proposals, an

assessment has been made on the suitability of the proposed parking provision for the store. As

noted in Section 3, it is proposed that the store will provide 91 parking spaces including 6

disabled spaces and 4 parent and child spaces.

4.25 Based on the forecast trip attractions shown in Tables 4.5 and 4.6, which accounts for the

additional post redevelopment parking accumulation, the peak parking accumulation for the

store is forecast to be 79% (14:30-14:45) during Saturday. Figures 12 and 13 show the

forecast parking utilisation for the site based on the foregoing judgements.

4.26 Based on this assessment it is evident that there will be sufficient parking provision within the

store to cater for any potential increase in customers post redevelopment.

Junction Capacity analysis

4.27 It is considered that as there is forecast to be a net decrease in vehicle trip attraction to the

proposed store on a weekday AM and PM peak period and a very minor change in trip attraction

to the site (i.e. 15 two way vehicle movement) for the Saturday peak period, junction capacity

assessments would not be required and have therefore not been undertaken at either the site

access or local highway network in the vicinity of the site on the basis that the redevelopment

proposals would have a negligible effect with regard to change in vehicle movements on the

adjoining highway network.

Conclusion

4.28 This chapter has summarised the methodology that has been applied to estimating the

additional traffic demand, which may arise following the redevelopment of the Lidl store.

4.29 Whilst the TRICS database would usually be used to calculate traffic demand from a

development, this is not a new store and the incremental effect of increases in sales area is not

considered in any substance or evidence within this database.

4.30 There is an existing demand for the store which will continue to be served by the store once the

redevelopment of the site is complete. At the same time, the proposed increase in floor area is

primarily focused on improving the offer to existing customers rather than significantly

increasing the catchment of the store.

4.31 The extent of the increase is typical of a modern store redevelopment and will include all of the

usual additions and enhancements that Lidl would typically wish to make. Amongst these are

increased storage facilities and backroom functionality

4.32 On this basis, it is considered that the appropriate starting point for determining the additional

trip generation associated with the proposed redevelopment of the site should be observed

4.33 Although we have assessed a 8% uplift in trip attraction to the store, we are of the opinion that

it could be even less based recent research shows that the actual increase in customer numbers

post redevelopment of a food store site may be lower than 5%.

4.34 Based on the evidence presented in the foregoing, the assessment has therefore assumed an

8% uplift in Lidl related traffic movements and this is considered to be robust.

4.35 On this basis, it is considered that during peak periods, it would be realistic to assume that a

large proportion of trips associated with the development of a food store in this location would

already be on the highway network in the vicinity of the site and therefore not new trips.

4.36 The development proposals will see the removal of the former ‘HSS’ site and the trip attraction

associated with the use of this site, and on this basis, there is forecast to be net decrease in trip

attraction to the site on a Friday and only a small net increase in trip attraction on a Saturday.

4.37 It is considered therefore that the proposals will have a negligible impact on the highway

network in the vicinity of the site.

5 SUMMARY AND CONCLUSIONS

5.1 Go-surveys limited have been commissioned by Lidl UK GmbH to provide traffic and transport

advice in support of their planning application for the redevelopment of their existing store and

adjoining former ‘HSS’ site north of Colchester Avenue, Cardiff.

5.2 The development proposals for the store will result in a decrease in the total GIA of the entirety

of the site from 2,726m2 to 2,548m2 and a decrease in the total sales area of the site from

1,589m2 to 1,424m2.

5.3 The development proposals will see the position of the store within the site largely unchanged,

although changes will be made to the servicing arrangements and car park, the latter

incorporating the acquisition of the former ‘HSS’ site to provide an increase in the parking

provision within the site. The primary aim of the proposed redevelopment is to improve the

retail offer and shopping environment for existing customers and to increase the parking

provision within the site.

5.4 The proximity of the store to a number of residential catchments, coupled with the provision of

good cycle, pedestrian and public transport links make the store extremely accessible by all

modes of sustainable transport, therefore reducing its overall traffic impact on the local highway

network.

5.5 The trip attraction and parking accumulation analysis have shown that the car parking

proposals at this store will have a beneficial effect in terms of the overall operation and capacity

of the car park.

5.6 The assessment of the worst case scenario of an increase in trip attraction to the site of up to

8% following the redevelopment will have a negligible effect on the performance of the local

highway network with the addition of the development traffic during both the Highway and

retail peak periods.

5.7 In conclusion, as the residual cumulative impacts of the proposed development are considered

to be negligible there should be no reason from a transportation viewpoint why planning

consent relating to the proposed redevelopment of the site should not be granted.
