Proposed East Stand Redevelopment for Tottenham Hotspur Football Club

Introduction

An application was submitted by Igal Yawetz &Associates on behalf of Tottenham HotspurFootball Club to the London Borough of Haringeyin April 2000. The proposal seeks theredevelopment of the existing East Stand to createa new 3-tier stand with increased seating capacityand improved facilities for spectators. Igal Yawetz& Associates were the architects who designed theNorth and South Stands.

Discussions have been ongoing for some monthsregarding the issues raised by the proposeddevelopment. Detailed information has beensubmitted regarding highways, design andlandscape treatment. This statement seeks todraw together a number of key issues tosummarise the supporting planning case.

This statement has been prepared by TottenhamHotspur FC and Hepher Dixon Town PlanningConsultants, in association with other members ofthe development team, including:

Background

Tottenham Hotspur Football Club was founded in1882. Known in their early years as the Hotspurs,the Club were based at Northumberland Parkbefore moving to White Hart Lane in 1899. Thecapacity for the first game at the ground on 4thSeptember 1899 was 30,000. Before the FirstWorld War it was generally referred to as the “HighRoad Ground”.

By 1920 the capacity had increased to 40,000shortly afterwards rising to 52,000. The capacity atthe ground increased throughout the inter warperiod to a record highest crowd of 75,038 in the1938/9 season and a total capacity estimated at78,000.

In the post war period, attendances regularlyremained in excess of 50,000. During the “doublewinning” 1960/61 season, the most successful inthe Club’s history, Tottenham Hotspur were thebest supported side in the country with an averagehome gate of 47,948 and a highest gate of 64,365.

Attendances at the stadium exceeded 50,000 forthe last time in 1979. Since then ground capacityhas gradually decreased, mainly as a result of thesafety improvements undertaken following theTaylor Report which imposed a requirement for “allseater” stadia.

The original East Stand was refurbished in 1989but not comprehensively redeveloped. The originalwest grandstand was redeveloped in the early1980s, the south stand in 1994/95 and the northstand in 1996/97. The current capacity at WhiteHart Lane is 36,000.

Since locating at White Hart Lane in 1899Tottenham Hotspur have remained one of thelargest clubs in the country in terms of supportbase, capacity and honours/success. Apart fromthe historic 1961 double of FA Cup andChampionship, the most recent honours includethe 1981, 1982 and 1991 FA Cup wins and the1983 UEFA Cup. The last major trophy was theWorthington League Cup in 1999.

The proposal to increase capacity from 36,000 to44,000 must be placed in the context of theapproaches of the other clubs within thePremiership. Figure 1 is a summary of theschemes recently implemented or in preparation.

Historically, Tottenham Hotspur have been one of thecountry’s “big” clubs with cup success and a strongsupporter base. White Hart Lane’s current capacityof 36,000 is now significantly below that of mostPremier League Clubs which limits the potential forincreased gate receipts and the opportunity forsupporters to watch the team “live”. An additional8,000 spectators will make a significant improvementfor the Club and create better quality facilities forspectators. If the East Stand proposal isunsuccessful and the capacity remains at 36,000,then it is highly unlikely that the Club and supporteraspirations could be met at White Hart Lane withrelocation the only realistic option.

Retaining the current limit on spectators wouldmean Tottenham Hotspur had one of the smallestground capacities in the Premiership which isinconsistent with the Club’s history and ambition.

Tottenham Hotspur’s history and successthroughout the 20th Century is synonymous withWhite Hart Lane. The Club currently wish to remainat the ground rather than search for alternativesites. Achieving the redevelopment of the EastStand and increasing capacity from 36,000 to44,000, represents a fundamental influence in theClub remaining at White Hart Lane.

The Proposed East Stand

Requirement for the New East Stand

Following the Taylor Report which imposed arequirement on the leading clubs to provide allseater stadia, and the increased interest generatedin football by the Premier League, TottenhamHotspur sought to redevelop the ground in phasesto conform with the necessary safety regulations,upgrade facilities for supporters whilst maintaininga level of capacity associated with a leadingEnglish Club.

The first phase of the upgrading was theconversion of the stadium to an all seater coveredarena (Phase I). The main west grandstand wasthen redeveloped in the 1980s (Phase II). This wasfollowed by the redevelopment of the south andnorth stands in the mid 1990s (Phases III and IV),which are high quality stands with a full range ofmodern facilities.

The East Stand had been refurbished in 1989 andstill houses the relic of the old structure. Forinstance, the stand is covered with the originalcorrugated iron panels which only allows 2 tiers ofseating, whilst the need for supporting columnsrestricts views from large sections of the stand.The circulation space within the stand is crampedand the ancillary facilities such as toilets andcatering are unsatisfactory. The constraints of theoriginal structure restrict the number and quality ofcorporate boxes.

The East Stand does not contain the level offacilities associated with the other recentlydeveloped stands at the ground. In design terms

the East Stand is readily distinguishable from thenorth and south stands with a blank frontage facingWorcester Avenue. This contrasts markedly with thecantilevered north and south stands including arange of modern materials. In physical and functionalterms the East Stand is “incomplete” in terms of theredevelopment of each of the original stands.

The new stand is an obvious opportunity to increasecapacity whilst also addressing many of theshortcomings of the existing structure and facilities.

Proposed New East Stand

The proposed stand is similar in scale and designto the recently constructed north and south standsand will represent the comprehensive redevelopmentof all 4 stands following the Taylor Report.

The proposal is for the stand to cantilever aboveWorcester Avenue. This is a similar approach tothe north and south stands which are cantileveredabove the pavement level. It is intended thatWorcester Avenue will be closed to vehicular trafficto improve the streetscape and local environment.

An additional capacity of 8,000 would be providedthrough three enlarged tiers of seating. Corporateboxes are provided between the lower-middle andmiddle-upper tiers to provide enhanced facilities forcorporate visitors, which are currently limited at theground. Enhanced toilet facilities are provided atthe ground floor and middle tier and plant will belocated above the stair core at the upper most partof the stand. The overhanging roof is made fromgalvanised steel to match the north and southstands’ roofs.

The proposed eastern elevation comprises moderndesign and materials. The design approach is similarto that at the north and south stands (which werealso designed by Igal Yawetz & Associates) with themain circulation cores, including stairways, breakingup the mass of the building. Metallic silver finishedcladding panels and coloured polished concreteblockwork is proposed throughout the elevation toprovide interest in the building with the galvanisedsteel roof above to match the north and southstands. The cantilevered section extends acrossWorcester Avenue but will provide sufficient heightfor emergency vehicles, sunlight and daylight and asafe environment during the day and evening.

It is proposed to close Worcester Avenue tovehicular traffic through Traffic Regulation Ordersand for this area to only be used by pedestrians,cyclists and emergency service vehicles. Additionalplanting and high quality landscaping/surfacetreatment is proposed along Worcester Avenue.This issue is the subject of discussions withSt Paul’s and All Hallows’School for whomvehicular andpedestrianaccesscurrentlyexists.

Transport Implications

Details of the transport implications are containedwithin the supporting traffic statement submittedby Boreham Consulting Engineers.

The supporting statement addresses the twoprincipal transport issues; traffic on the localhighway network and the sustainability of theproposal.

The Local Highway Network

The High Road is a very busy strategic commercialroad carrying high levels of traffic. Paxton Road isa predominantly commercial road with limitedlevels of traffic, whereas Park Lane is apredominantly residential road. Through routerestrictions make the residential area south of thestadium a large cul-de-sac. Worcester Avenue is athrough route between Paxton Road and ParkLane and is very lightly trafficked but acts as ameans of access to St Paul’s and All Hallows’Infants School and Northumberland ParkSecondary School.

During match days the congestion on the HighRoad and surrounding roads noticeably increases.A limited match day parking zone provides themain control on parking on the main roads in thevicinity of the ground.

Road closures are proposed on Worcester Avenueto allow access only for pedestrians, cyclists andemergency vehicles. This would be securedthrough the necessary Traffic Regulation Orders.

The East Stand redevelopment does not requirethe closure of Worcester Avenue but closure willbring about a number of advantages including;

• Prevent the conflict between pedestrians(notably fans and school children) and traffic onWorcester Avenue;

• Provide an enhanced streetscape on WorcesterAvenue.

Sustainability

The Stadium is reasonably well served by publictransport with WAGN train services stopping atWhite Hart Lane (200m distance) andNorthumberland Park (800m distance). Busservices are numerous and frequent along the HighRoad with services to central London and furthernorth. The nearest tube station is Tottenham Hale1.5km to the south of the site.

The existing travel patterns to the Stadium arehighlighted within the traffic statement. Insummary, from the survey work undertaken, 54%of supporters arrive by car and park nearby, 19%use the underground and walk, 18% use theWAGN services, 3% use the bus and 1% walk.5% use public transport having first used their car.

In order to improve the accessibility and attractivenessof travel by public transport, a range of initiativesare proposed with the application and these areset out in a Green Travel Plan. Details of the travelplan are included within the transport statement.

Extended Controlled Parking Zone

The long-term objective of the Club and theCouncil is to reduce the attractiveness of travel tothe Stadium by private car. It is therefore proposedto extend the controlled parking zone on matchdays in conjunction with the Borough Council todiscourage supporters from travelling by car.

It is important that the additional control does notresult in inconvenience to local shopkeepers andresidents. The Borough Council will consultresidents and businesses regarding the proposedextended controlled parking zone to agree asuitable scheme.

It would not be appropriate for the Football Club tolead the extended zone, as this requires use of thehighway authority’s powers. The Club thereforepropose to agree a financial contribution towardsestablishing and maintaining the extendedcontrolled parking zone which could be controlledthrough a Section 106 Legal Agreement.

Green Travel Plan

In accordance with government guidance inPPG13, the Club are keen to promote travel byalternative modes of transport to the private car. AGreen Travel Plan has therefore been submittedwhich contains a number of initiatives to achievethese objectives.

The Club’s traffic consultants have attendedmeetings with WAGN regarding the possibility of anumber of match day incentives. The proposedinitiatives include additional trains to White HartLane and Northumberland Park stations andsubsidised fares for those in possession of matchday tickets. The Club are able to publicise suchinitiatives through their website, match programmeand Stadium advertising. Further initiativesincluding selling travel tickets through the Clubticketline and shops are also being considered.

These initiatives could also be extended to LondonBuses and London Underground to influence travelpatterns by public transport. Negotiations arecontinuing with the operators and the localauthority.

The potential for the management of offsite parkingis also being considered by the Club, which couldinvolve remote parking in locations suitable fortravel by foot to the Stadium. The Club would workjointly with the Police and highway authority toagree areas where the traffic could be wellmanaged and reduce any impact upon the localresidential areas.

Summary

The proposed highway measures will removeconflict between pedestrians and traffic onWorcester Avenue improving the situation in safetyand environmental terms. The controlled parkingzone extension and off site parking initiatives aspart of the Green Travel Plan will further alleviatetraffic congestion and safety problems in thevicinity of the ground on match days. The publictransport initiatives will promote travel byalternative modes of travel to the private car inaccordance with the objectives of PPG13.

Streetscape/Urban design Implications

The existing streetscape on Worcester Avenue isstark and of poor visual quality characterised bytarmac and concrete paving. The wide road andpavement and sparse vegetation contribute to anundistinguished environment.

On the eastern side of the street the 2.5 metrehigh concrete wall obstructs all views to and fromthe street to the surrounding area. At the southernend, adjacent to St Paul’s and All Hallows’ Schoolthe streetscape is more open in character with alimited amount of vegetation. Other than matchdays and school opening and closing hoursWorcester Avenue is quiet with low traffic flows.

The proposed stand will have a strongly articulatedelevation constructed from blockwork and steelcladding and will cantilever above the pavementand Worcester Avenue. The overhang will be atvarying heights and will incorporate lighting to theroad beneath. The cantilevered nature of the newstand will reduce the feeling of separation betweenthe existing stand and the adjacent land uses tothe east, whilst providing adequate space/height toensure that pedestrians feel safe during the dayand night. Lighting and CCTV will be includedunder the canopy of the stand over the road.

As stated earlier, it is proposed that WorcesterAvenue will be closed except for cyclists,pedestrians and emergency vehicles. The works toWorcester Avenue following the road closure willenhance the character of the streetscape includinghigh quality paving materials and additionalplanting.

High quality robust materials will be used includingconcrete block paving to provide a bold patterneffect on the road and granite sets at either side ofthe closed off area to distinguish the boundarybetween vehicular and pedestrianised areas.Collapsible bollards would be incorporated ateither end of the street and signage, seating andartwork will be incorporated within the streetscene.

Limited planting will be provided to create a softeredge to the street. Semi mature trees areproposed on the boundary with Park Lane tocreate a strong landscape feature. The Club arealso investigating possible works to the wall on theeastern side of the road to create a visual linkbetween the stand and the school sports pitchesand create a sense of openness. The proposednew stand will act as an attractive prominentfeature when viewed from the east. The design ofthe building and steel roof significantly enhance thecharacter of the local area and will introduceinterest into the street scene.

Planning Policy

(A) CENTRAL GOVERNMENT GUIDANCE –PPG 13 “TRANSPORT” (MARCH 2001)

PPG 13 seeks to promote more sustainabletransport choices and reduce the need to travel,especially by the car. The guidance requires thesubmission of travel plans alongside planningapplications which are likely to have significanttransport implications in order to reduce car usageand increase the use of public transport, cyclingand walking. Such plans should be worked up inconsultation with the local authority and localtransport providers. Maximum parking standardsare specified to reduce travel by private car.

With regard to design, PPG 13 states that newdevelopment should help to create places thatconnect with each other in a sustainable mannerand provide the right conditions to encouragewalking, cycling and public transport and thatpeople should come before traffic. The guidancepromotes road and pedestrian safety through newdevelopments.

(B) HARINGEY UNITARY DEVELOPMENTPLAN (ADOPTED 1998)

There are a number of policies within the UDPwhich are relevant to the proposed new stand.

(i) Tourist Facilities

With regard to the principle of the development,strategic policy LRE 2 states that the Council willseek to;

“Maintain and promote tourist facilities on suitablesites and in appropriate premises”

The supporting text states that the diverse rangeof leisure and tourism activities identified forms animportant sector of economic activity and onewhich provides a significant number of jobs. PolicyLEI 2.2 states that;

“The Council will encourage the improvement ofexisting tourist facilities, consistent with other policiesof the Plan, job creation and environmentalimprovement”

The supporting text refers specifically to TottenhamHotspur and states that improvements to touristattractions will be treated favourably as long asjobs are created or sustained, local amenity notadversely affected and the environment enhanced.Consultations with the local community will beessential. There is a positive presumption in favourof the expansion of the ground within the UDP.

(ii) Design

Strategic Design policy DES 1 states that theCouncil will seek to;

“Encourage good design of new buildings, alterationsand extensions contributing character to the localenvironment in order to enhance the overall quality ofthe built environment, the attractiveness of the areafor investment, economic regeneration and theamenity of residents.”

The detailed design policies within the Plan seek toensure that the design of alterations andextensions should have due regard to the height,form, style and characteristics of the originalbuilding. With regard to urban design, policy DES1.5 states that new development should seek toenhance the streetscape and the character of thelocality including public spaces through enhancingpublic spaces, corners, safety and security andpromoting pedestrian and cycle routes, streetfurniture and landscaping. Policy DES 1.6promotes appropriate landscaping in developmentschemes to enhance the visual aspects of thedevelopment.

Policy DES 1.7A relates to the enclosure, heightand scale of new buildings and states that suchdevelopment should be designed to reflect theheight, bulk, scale and massing of adjoiningbuildings, in accordance with governmentguidance in PPG1. Policy DES 1.9 seeks to ensurethat development protects neighbours reasonableamenity and allows adequate sunlight and daylight.

(iii) Transport

Strategic Policy TSP 6 seeks to encourage travelby modes other than the private car in accordancewith the objectives of PPG13. Policy TSP 8 seeksto achieve a balance between parking policies andtraffic restraint giving priority to essential users,local accessibility, environmental improvementsand road safety.

Strategic policies TSP 2 and 3 seek to prioritisethe needs and safety of pedestrians and improveconditions and facilities for cyclists. Policy TSP1.2states that;

“The Council will seek to ensure the design of adevelopment takes account of transport issues so thatprovision is made for public transport access and asafe and attractive environment for pedestrians andcyclists”

(C) COMPLIANCE WITH POLICY

(i) Principle

The UDP policies promote the extension ofidentified tourist facilities on suitable sites toencourage investment, job creation andenvironmental improvement subject to complyingwith the other policies of the Plan. White Hart Laneis identified as a suitable site and there is apresumption in favour of redevelopment.

(ii) Design

As set out in sections 3 and 5 above, the design ofthe new stand reflects that of the north and southstands in terms of the scale, bulk and massing,fenestration, use of modern materials andcantilevered elevation. The stand reflects thedesign of the surrounding buildings in accordancewith Policies DES 1 and DES 1.7A and representsa significant visual improvement compared with theexisting building. The design and materials wereobviously acceptable to the Council in relation tothe north and south stands.

The proposed stand and improvements toWorcester Avenue will enhance the character ofthe streetscape and local environment throughclosing off the road to vehicular traffic and throughthe use of high quality robust materials includingconcrete block paving and granite sets, inaccordance with policy DES 1.5. In accordancewith policy DES 1.6 additional soft landscaping isproposed.

The design has been developed to ensure that thereis no unacceptable impact upon the adjacentschools. The Club are offering to provide replacementbuildings for St Paul’s and All Hallows’ School toreduce any impact of the new stand. NorthumberlandPark School should not be detrimentally affected asthe stand is adjacent to the school playing fields. Theproposal therefore respects neighbouring uses’amenity and allows adequate sunlight and daylightin accordance with Policy DES 1.9.

(iii)Transport

As set out in Section 4, the proposal includes arange of initiatives including a Green Travel Plansubmitted with this application to encourage travelby modes other than the private car. The Club’sconsultants have met with the public transportoperators and the local authority to seek to agreeinitiatives including additional trains, subsidisedfares and an extended controlled parking zone.The proposed travel plan complies with theobjectives of the UDP and Government Guidancecontained within PPG13.

The proposed closure of Worcester Avenue tothrough traffic will alleviate the existing traffic problemsin the vicinity including highway safety issues andopen up the road for use by cyclists and pedestrians.

The extended controlled parking zone, inconsultation with the local authority will similarlyreduce traffic congestion in the area. Thecantilevered design of the stand provides for a safeenvironment during the day and night forpedestrians and cyclists using Worcester Avenue.

As such, the proposal fully complies with theobjectives of PPG13 and UDP policies TSP 2, 3and 1.2 taking full account of transport issues andproviding a safe and attractive environment forpedestrians and cyclists.

(iv) St Paul’s and All Hallows’ Schools

The Club have been in discussions with theschools about the potential for reducing the impactupon the Junior and Infant Schools. Whilst suchworks to the Schools do not form part of theplanning submission, the Club have agreed to funda number of measures relating to the layout andoperation of the Schools. The proposals, whichrepresent funding of some £500,000 include;

• relocated school keepers house• new nursery attached to main building• new library attached to main building• additional classroom space• closure of Worcester Avenue accesses and

relocation to Park Lane

Clearly the Schools may reject such changes inany event, preferring to leave their operation as itcurrently stands. The relocation of TottenhamHotspur, which is a possibility if the scheme fails,would result in the loss of a tourist facility,employment and landmark building which willundermine a number of UDP objectives.

(D) SUMMARY

The proposed new East Stand is in compliancewith the general thrust of the UDP subject tocomplying with various policies.

In urban design terms the proposal represents asignificant improvement compared to the existingstand, respects the surrounding buildings andneighbouring uses, and will enhance thestreetscape. The transport measures and initiativesencourage transport by other modes than theprivate car and takes full account of all othertransport issues including providing a safe andattractive environment to pedestrians and cyclists.

The proposed development complies with relevantUDP policies and government guidance and isappropriate in principle and detail.

Conclusions

Tottenham Hotspur Football Club have been atWhite Hart Lane since 1899. Three of the fouroriginal stands have been redeveloped in the1990s. The East Stand remains the missingelement in terms of capacity, facilities and design.

The Club require the redevelopment of the EastStand to provide a three-tier stand with corporateboxes to increase capacity from 36,000 to 44,000and improve facilities for spectators to remain oneof the leading Premier League Clubs in the country.The overall capacity and levels of activity on matchdays will still be significantly less than the capacityat the ground in the 1960s and 70s.

The proposed design of the stand reflects that atthe north and south stands in terms of the modernmaterials, fenestration and cantilevered nature ofthe stand. The north and south stands were bothgranted permission by the Council in the mid 1990s.

A Green Travel Plan is proposed within thetransport statement which includes a range ofinitiatives to encourage travel by alternative modesto the car. The Club are prepared to make acontribution to the extension of the controlledparking zone which will be established by the localauthority following consultation with local residentsand businesses.

The closure of Worcester Avenue to vehiculartraffic is proposed, together with a range ofenvironmental improvements which will enhancethe character of the streetscape and improvehighway safety.

The new stand complies with relevant governmentguidance and UDP policies, will represent asignificant visual improvement above the existingstand and contains a number of positive benefitsto the local community.

The Club have been in discussions with theadjacent schools to ensure that their amenity ismaintained and propose to enhance their facilities.

The redevelopment of the stand is fundamental toremain a leading Premier League Club in terms ofcapacity and facilities offered. If the Club cannotobtain permission for the redevelopment of thestand it could be forced to seek alternative sitesfor a new ground, breaking the history andrelationships between the Club, White Hart Lane,Tottenham and Haringey Council which would beregrettable for all concerned.

The new owners of the Club are keen to returnTottenham Hotspur to its position of one of thecountry’s best supported, popular and successfulteams. To fulfil this ambition requires modern highquality facilities within an enlarged Stadium. TheEast Stand redevelopment is a key step towardsthis objective.
