Modification Proposal (0557) History
Modification Proposal 0557 “Revision to Section O – System Planning” was raised in 2002. This proposed;
Transco would no longer be required to publish the Base Plan Assumptions document.
The requirement for Users to provide estimates of gas supply availability would continue, the requirement for them to provide estimates of demand would not be retained.
Proposal 0557 was rejected by Ofgem due primarily to concerns about the requirement on Transco to publish the BPA information;
“Ofgem does not consider that either the proposal or the revised drafting reflects the need to ensure that the detailed assumptions continue to be published, if only within the TYS.”
Industry Consultation
The Base Plan Assumptions (BPA) document was last published by Transco in 1999 for 2000
The Transporting Britain's Energy (TBE) consultation process initiates Transco’s annual planning process and culminates in the publication of the Ten Year Statement
The information previously contained in the BPA can now be found in the Ten Year Statement (10YS)
The consultation process includes the circulation of targeted questionnaires for Shippers, Producers, Consumers, Terminal Operators, Storage Operators, Gas Importers and Transporters.
The Shipper questionnaire covers the requirements of UNC Section O Chapter 3

“Revision to Section O – Removal of Base Plan Assumption”
References to Base Plan Assumptions to be removed or replaced by Transporting Britain’s Energy (TBE) where appropriate
Move references in the Base Plan Assumptions section to the Ten Year Statement section
Retain all current requirements for Users to provide estimates of demand and to publish this information
Benefits of Proposal
This Proposal seeks to align the UNC with the current TBE process and will improve the efficient operation of the planning process by;
Removing the obligation to publish duplicate information Streamlining the gathering of data for planning purposes
The process of gathering and publishing planning information will be better coordinated
This proposal will not have any systems impact
Addresses Ofgem’s concerns regarding Modification Proposal 0557 by maintaining the current requirements for information provision
