1. PROPOSAL SUMMARY

ACTION AIM

The project “USE OF ENERGETIC ALTERNATIVE SOCURCES FOR REALIZATION OF

A MONITOING INFRARED NET FOR SAFEGUARD, PREVENTION AND PROTECTION

FROM THE WOODLAND FIRES IN THE AREAS OF POLLINO NATIONAL PARK (IT) AND

INTO PILOT AREAS OF MONTEZINHO NATURAL PARK (PT)” aims to introduce, in the

sector of environmental conservation of the parks, the use of alternative energetic systems,

photovoltaic plants and wind, that are able to supply the necessary electric energy to a monitoring

infrared net for safeguard, prevention and protection of the naturalistic areas against the woodland

fires and for surveying meteorological-energetic data.

Particularly, after characterizing necessary tecnologies to constitute a station that is able to:

• monitor the territory with infrared probes for the detection of fire beginnig;

• carry out the analogic-digital recording of the meteorological-energetic data (intensity and direction of the winds, sunlight exposition, rain quantity, temperature and atmospheric pressure);

• send, automatically, the alarm to the central operational in case of fire;

• communicate the cartographic coordinates of fire beginnig to the central operational;

• help the communications, with radio link, during the operations of emergency and of first intervention (canadair, fire brigade, forest ranger, civil protection, etc.);

• transfer the meteorologic-energetic data to the central operational,

the project, studing and calibrating a combined energetic system (photovoltaic-wind-accumulation/

continuity that is able to supply in continual, 24 hours/ 24 hours, the individual stations of

monitgoring net), aims the objective to introduce, develop and encourage, in the territories and in

the communities of the parks, the use of renewable energetic sources througt the immediate

demonstration of the energetic, economic and environmental benefits that they derive from the use

of the renewable energetic sources towards of which, unfortunately, there are doubtfuls and

distrusts that they could be eliminated olny with the realization of actions whose results can be

publicly controlled and divulged.

About the energetic and economic benefits, the project wants to demonstrate that the

combined modern systems (photovoltaic-wind-accumulation/continuity) are able to:

1) assure the electric supply and its continuity and availability during all the day and in the time (any kind of meteorological conditions);

2) reduce the costs of electric supply, until to reset them.

About the environmental and economic benefits, the project wants to demonstrate that the

alternative energetic systems are able to:

2) eliminate the social costs and the environmental impact that is consequent to the achievement of the electric nets;

4) eliminate the connected problems to break of the electric service from net.

A last, but not inconsiderable, objective of the project is that to carry out, during its

development, the monitoring of the characteristics of windiness and of sunlight exposition of the

areas on which to go to install the experimental monitoring net. In fact, thanks to the collected data,

it will be possible not only to characterize the best combined energetic system for electric supplying

of the individual monitoring station, but also to quantify the energetic potential and the offer of

renewable sources as to the energetic requirement of the communities that are into the park area and

to predispose, then, an energetic plan for the area.

ACTION NOVELTY

About this point, the project presents many innovative aspects. First of all, capability of

studing a fit combined energetic system (photovoltaic-wind-accumulation/continuity) that is

calibrated to assure the energetic autonomy 24 h/ 24 h..

Another innovative aspect of the project is concerned about method of use of the renewable

energetic potential. It is cosntituted by characterization of an usability dominion of the combined

energetic system in different configurations depending on the characteristics of sunlight exposition

and windiness of the sites.

Although not of energetic type, equally innovative is the applicatory development of

infrareed monitoring systems and technologies with systems of Cartesian aim, that are integrated

with anemometric, luxometric, thermohygrometric and barometric probes and pluviographs with

A/D converters for radio transfering of the data to the central operational.

Another innovative aspect is the use of GIS systems (Geographical Inforamtion Sistem) during

carring out of project; these system will be used as a tool to unify the information surveyed in

different areas of both parks.

ACTION CONTINUITY

The study and the characterization of an usability dominion of the combined energetic

systems (photovoltaic-wind-accumulation/continuity) and the consequent construction of an

usabilty staircase depending on the diverged characteristics of sunlight exposition and windiness of

the sites

of installation of the monitoring stations, represent the starting point for a systematic approach to

the problem of development and use of the potential of the energetic sources, not only in order to

develop and extend the monitoring net for conservation and safeguard of the woodland patrimony

from the fires to all the territories of the parks, but also to extend the use of the renewable energetic

systems to the communities of the park..

In this sense, having clear characteristics of pilot action and being extensible and applicable

to other territorial reality, the proposed action express a strong vocation to have repeated continued,

implemented and developed ulterior too.

Considering, more in detail, the connected aspects to the development of the monitoring

systems and techonologies too, the continuity of the action can be measured in comparison with the

necessity to spread and develop on the territory, as more as possible, the systems and the

monitoring nets

In fact it is sufficent to do reference, for example, to the anemometric and luxometric nets

that are present on the UE territories, to understand that to favor and to assure a reality development

of the renewable energeetic source, it needs that these monitoring nets have to be extended and

developed on the territory and, above all, they have to be gifted of systems and technologies that are

able to assure management economy and reliability of surveyed data.

Only in this way it will possible to have ready information and certain data to evaluate the

energetic potential exactly and then to favor really a better affirmation of the renewable energies.

About this it is to remember that there are fittings and wind installations which, for defect of data

in planning phase and for excessive evaluation of the available sources, have been revealed a failure

and have contributed, in negative way, to the affirmation and to the development of the renewable

sources giving birth to doubts and perplexity on the real convenience and reliability of the

alternative energetic systems.

EXPECTED RESULTS APPROXIMATION

Considering the participation to the project of the POLLINO PARK BODY for ITALY, it is

possible to take into account that a first result will be the rapid carring out of an experimental

monitoring net on its territory and also on the Nontezinho Park territory and, then, the possibility to

evaluate, thanks to the surveyed data, the real renewable energetic potential of these areas and the

possibility to draw up an energetic map of the monitored sites to plan a run of development and use

of the available renewable sources.

An other expected result, helped by the public visibility of the installed fittings in the Parks

and by the immediate verifiability of the efficiency of the combined energetic systems, it will be the

reset of the doubts and of the distrust that still somedody feeds towards the renewable energetic

sources which are considered unsuitable to supply sufficient electric power and, above all,

incapable to assure the continuity of the electric supply during all day and in the time.

This result is very important for promotion and development of the renewable sources in the

communities that are into the territories of the parks, in fact these communities (because of the

impassable territory and of the inadequacy of the distribution lines) still bear long breaks of the

electric service so they could, overcoming the distrust and the not acquaintance of the combined

energetic systems, contribute to the development and to the exploitation of the renewable energeic

sources.

An ulterior expected result is tied to the social, economic and environmental benefits connected

to the increase of safeguard, prevention and conservation of the woodland patrimony of the two

Parks against the fires.

ASSESSMENT OF THE REPLICATION POTENTIAL

The present project, as told above, expresses an internal vocation to be repeated about its

results in environmental and enegertic field.

From the point of view of environmental results, an integrated monitoring net, like that conceived in the present project, can be used not only for monitoring and checking of the territories in natural park, but also of those are not in protected areas.

It is sufficient to think, for example, to the thousand of hectares of Mediterranean wood that every year are destroyed by fires, to understand that these areas, also if not are in natural parks, need to be monitored, protected and guardianed.

Such considerations are worth for repeating of the results and of the clockworks of incitement, promotion and development of the renewable sources in territories that are different from the Parks.

ASSESSMENT OF THE DISSEMINATION POTENTIAL Considering the public visibility of the two Parks on which will be carried out the project,

and the opportunity to use their official channels of diffusion (local level, regional, national and

Community) the capabilities of dissemination of the results of the present project are notables and

constitute a guarantee of result for this delicate and important phase of the project.

Furthermore, considering that the project is about transversely aspects of safeguard and

conservation of the environment and of the resources and follows solutions based on sustainable

principles, an other excellent official channel for the dissemination of the results will be the net of

communication, divulgation and diffusion used by the Italian, Portuguese and European

environmentalist associations.

3. PROPOSED WORK PROGRAMME FOR THE ACTION. The plan of work characterized for the realization of the project foresees an articulation in five aggregative phases articulated each in sub phases like it follow:

PHASE 1: PROJECT OPERATIONAL PLANNING

PHASE ROUND: 4 weeks

PARTECIPANTS : Proposer n° 1 - Proposer n° 2 - Proposer n° 3.

Fase 1.1

Partners meeting for the operational plan of the project, for the constitution of interdisciplianary groups of work and for the characterization of the respective roles and jobs to develop in the project. Fase 1.2

Study of the state of the art relatively to the systems used in the territories of the two parks for safeguard, prevention and conservation from the woodland fires and for the survieyed of the meteorolgical-energetic data, in peculiar: - territorial position of the stations and of the existing monitoring nets - surveyed data by the stations (wind, rain, temperature, humidity, sunlight exposition, etc.) - energetic used systems and energetic requirement of the stations; - consistency of the nets of electric distribution and quality of the service; - costs for the energetic supply; - organization of the monitoring system - costs of management and efficiency of the existing monitoring systems - necessary costs for development of the net of electric distribution to the existing stations; -necessary costs to link the other monitoring stations to the electric existing line.

Characterization of the pilot areas on which to install the experimental monitoring net

Characterization of the strategic sites for the installation of the stations of the monitoring net. Fase 1.3 Installation of a mobile net for the execution of the campaign of investigations in situ for the surveying of anemometer and of sunlight exposition data of the strategic sites elected for the installation of the stations of the monitoring net.

Acquisition of the data and of the studies that are available beside the BODY PARK relatively to: - territorial cartography; - thematic cartography on the vulnerability to the fires of the woodland patrimony; - meteorological surveying and anemometric researches carried out on the territories of the two parks; - projects of use of renewable energetic sources already carried out or to carry out in the territories of the two parks; - energetic plans of the communities that are into the territories of the parks; - energetic requirement of the communities.

PHASE 2: SYSTEMS AND OF TECHNOLOGIES ANALYSIS

Fase 2.1

Characterization of the systems and of the technologies for the constitution of the type station to use for the monitoring net: - infrared systems for characterization of the fires; - systems of aim for characterization of the Cartesian coordinates of the beginnig of fire; - systems for mapping of the meteorological-energetic data (anemometer, luxometer, thermohygrometer and pluviographs); - systems for the automatic recording of the surveyed data and for their A/D conversion; - system for the transfer radio of the data to the central operational (automatic or on demand). Definition and assemblage of the individuals systems and technologies for the realization of the station type and determination of the base cost. Determination of the cost for the realization of a central operational. Fase 2.2

Determination of the energetic requirement of the monitoring station and characterization of the energetic alternative systems to use: - photovoltaic plants energetic system only (ps); -wind energetic system only (ws); - system of accumulation and groups of energetic continuity (sa); -combined energetic systems (ps-ws-sa);

Characterization of the usability dominion of the combined energetic systems photovoltaic-wind-accumulation/continuity (ps-ws-as).

Construction of an usability staircase of the combined energetic systems in different configurations depending on the characteristics of sunlight exposition and windiness of the sites.

Characterization of the possible configurations of the combined energetic systems in different configurations depending on the usability staircase and of the technological available sizes on the market and determination of the base cost. Fase 2.3

Check of the anemometric and of sunlight exposition data recorded by the mobile surveing net.

Use of GIS system to process data recorded by the mobile net for carring out a renewable energetic map.

Processing of the recorded anemometric and sunlight exposition data to charaterize the optimal layout of the combined energetic systems (ps-ws-as) to use for every individual station of the experimental monitoring net.

Design of the experimental monitoring net.

Determination of the costs of installation and of the times of installation. Evaluation of the environmental impact of the monitoring net on the hypothesis of electric supply with alternative energy and on the hypothesis of electric supply by electric line.

Costs/ benefits analysis of the monitoring net compared to the two hypothesis of electric supply. Fase 3.2

Evaluation of the real renewable energetic potential of the zones pilots.

Use of GIS system for drawing up an energetic map of the monitored sites to plan a run of development and use of the available renewable sources.

Editing of the energetic plan of the communities that are inside the perimeter of the areas pilots.

FASE 4: PROJECTUAL RUN REPORT AND SYNTHESIS OF PROJECT RESULTS FOR

Official presentation of the project beside the POLLINO BODY PARK and MONTEZINHO BODY PARK to: -Communes and muontain communities that are in the territories of the PARKS; -Civil protection, forest ranger, fire brigade; - Regional Department of the Environment, of the Energy and of the Culture; - scientific Committees of electrotechnics and of the radio comunications; - environmentalist Associations; - national Associations of Communes; -Association of NATINAL PARKS.

Fase 5.2

Divulgation of the project results through the dissemination of the brochures and of the syntheses produced in the PHASE n° 4 using the local, national and Community net of the environmentalist associations.

Start up of an Internet site devoted to the use of the renewable energies in the parks and in the naturalistic areas, for the divulgation of the project results through the web pages produced in the PHASE n° 4.

4. COST/BENEFIT ANALYSIS.

Then this is a project that is concerned about the study of an innovative system of

environmental safeguard based on the use of the renewable energies, the costs/ benefits analysis

involve a series of factors of evaluatione that have connection with the ENERGY &

ENVIRONMENT problems whose determination is of difficult objectification and changes in order

to the sensibility better or small in comparison with these problems.

To be more explicit, an environmentalist or a promoter of the Conference of Rio or the

Conference of Kioto would exalt, surely, the benefits derive from a study dedicated to the

development of a innovative monitoring system in order to the use of the renewable energies and in

order to safeguard of the woodlwnd and naturalistic patrimony; on the contrary a less attentive

person to the ENERGY & ENVIRONMENT problems, surely, would downsize the impact of the

benefits stealing from the study all the share that it is up to the development of an energetic system

dedicated to the environmental safeguard problems.

Furthermore, it being not a project of transformation of an energetic traditional system in an

energetic alternative system (in which it is known the management costs in the first configuration

and the investment and management costs in the second configuration) but an experimental project

of research in which are studied integrated and innovative systems of which are not known

preceding applications, the costs/ benefits analysis can be made only to back and after that the

system has designed and calibrated.

Anyway, then in the PHASE n° 3 of the present project there is the punctual carrying out of an

costs/ benefits analysis, in the present paragraph, we will do same initiative considerations and we

will analyze which are the elements that are costs and which the elements that are benefits.

DIRECT BENEFIT ELEMENTS: - Research, project and development of an innovative system of environmental monitoring that implement the use of the renewable alternatives energies and of the combined energetic systems (ps-ws-as).

- Research and characterization of a usability dominion of the combined energetic systems photovoltaic-wind-accumulation/continuity (ps-ws-as).

-Construction of an usability staircase of the combined energetic systems in different configurations depending on the characteristics of sunlight exposition and windiness of the sites.

-Evaluation of the real renewable energetic potential of the zones pilots. -Drawing up an energetic map of the monitored sites to plan a run of development and use of the available renewable sources. -Editing of the energetic plan of the communities that are into the perimeter of the areas pilots.

INDIRECT COST ELEMENTS (depending on the experimentation of the project): - Cost of realization of the experimental monitoring net.

INDIRECT BENEFIT ELEMENTS (depending on the experimentation of the project): -Elimination of the costs of traditional energetic supply for the monitoring stations. -Elimination of the costs of realization of the lines of electric distribution. -Elimination of the environmental impact due to the realization of the electric lines in the parks. -Continueal monitoring of the woodland patrimony and of the meteorological-energetic data. -Reduction of the social costs connected to the operations of safeguard and conservation of the woodland patrimony: - reduction of the costs of the personnel for the vigilance fires; - reduction of intervention time in case of fire, then of the: - connected costs to the intervention of the Civil protection, forest ranger, fire brigade; - environmental costs connected to the propagation of the fire; - reduction of the costs of the personnel for the surveying of the meteorological-energetic data. 5. DISSEMINATION.

As represented at the § 1 and § 3 (PHASE n° 5), to activate the best effect multiplier of the

action proposal, it consider to divulg and disseminate the project results through the realization of

three different types of strategies :

Type 1 (Divulgation action)

Official presentation of the project beside the POLLINO BODY PARK and MONTEZINHO BODY PARK to: -Communes and mountain communities that are into the territories of the PARKS; -Civil protection, forest ranger, guards of the fire; - Regional Department of the Environment, of the Energy and of the Culture; - scientific Committees of electrotechnics and of the radio comunications; -Universities - environmentalist Associations; - national Associations of Communes; -Association of NATINAL PARKS.

Type 2 (Action of divulgation and active dissemination)

Design of interventions of naturalistic engineering for the hydrogeologic resettlement of the territory;

Design of energetic alternative systems (co-generation) assimilable to renewable energies second the Law 9/91, Law 10/91 and Provision CIP 6/92;

Consulting to the enterprises and to the bodies in the field of the rationalization of the energetic uses (RUE) and on use of the renewable energies in buildings (REB);

Consulting to the enterprise in the field of the treatment of the wastes and of the waters.

Tecnologia e de Gestao – Instituto Politécnico de Bragança.”. This institution performs several research works for the community, using the teaching staff of the IPB. All the research is made by PhD Professors, in quite different areas of intervention, namely: Public health Wind energy assessment studies Integrated development studies on the region

7. CAPACITY OF THE PROPOSERS TO IMPLEMENT THE ACTION:

Into the group of the proposers there are two types of organisms:

• Technical - scientific organism (Proposers n° 1 e n° 2); • Public organism (Proposer n° 3).

As it is possible to read the precedent paragraphes and enclose C. Vitae, the first organism

develops activity of design, consulting and research in sectors that require a fit and consolidated

experience and a technical-scientific and organizational ability, besides, for the kind of purchasers

(public and entrepreneurial), a fit ability to interface with the sectors that move from the research, to

the development, to the standardization and to the production.

The second organism, instead, for the his internal institutional function has delegated to seek

and apply technical-scientific solutions for safeguard, conservation and protection of the

administered territories as more as possible based on beginnings of sustainable and of

mimimization of the environmental and anthropic impacts.

So, it appears obvious that the group of the proposers, on the whole, denote an internal and

strong competence to carry out the proposal action.

8. CAPABILITY OF THE PROPOSERS TO APPLY THE RESULTS AND TO ASSIST IN

THEIR DISSEMINATION:

Around the capacity to apply the results of the project, then between the principal objects of

the public organism (BODY PARK) there is that to safeguard and to protect the territories and the

wooland patrimony from the fires and considering that the fires, unfortunately, each year inflicts

serious wounds to the woodland patrimony, it result evident the necessity, then the ability of apply

the results of a project as the present (to make a virtue of necessity).

The same thing for the expects of promotion and development of the renewable energetic

sources into the communities of the territories of the parks.

Relatively to the dissemination of the results, the capacity of the proposers to contribute to the

development of this phase is insured by the tight connection and familiarity of the proposers with

the net of relationship and of structural vectors (environmetalist Associations; National association

of the Communes; Association of the NATIONAL PARKS), with the technical-scientific net

(Regional Department to the Environment, to the Energy and to the Culture; scientific committees

of electrotechnics and of the radio comunications, University, ENEA, etc.) and with technological

net (Internet). Any way in order to the dissemination, it is fundamental the contribution that is

expressible by the Parks of the Pollino and of Montezinho owing to their strong national and

international visibility.

9. EXPLAIN HOW THE ACTION WILL CONTRIBUTE TO THE DEVELOPMENT OF RENEWABLE ENERGY SOURCES IN THE EUROPEAN UNION:

A notable contribution to the development of the renewable energetic sources (catalyzed

by the public visibility of the fittings will be installed in the Pollino Park and by the immediate

verifiability of the efficiency of the combined energetic systems) it is connected to the overcoming

of the doubts and of the distrust that still exist in comparisons with the renewable energetic sources

which are advised, as told already, unfit to supply sufficient electric power and, above all, incapable

to assure the continuity of the delivery during the complete day and in the time.

In fact it is considered that only the overcoming of the distrust in comparisons with the

renewable energetic systems can assure, above all in the mountain communities characterized,

usually, by a great potential energetic renewable, a real development, diffusion and use of this

potential.

Furthermore, always thanks to the national and international visibility of the Parks, it is

considered that not less significant it is the contribution to the development of the renewable

sources that follows in order to possibility to repeat and easly extend to other parks and protected

areas of the UE the monitoring system and therefore the results that it induces into the communities

in order to promotion of use of the renewable sources available.

10. COMPLEMENTARITY BETWEEN THE PROPOSAL AND NATIONAL ACTIONS:

As the UE energetic policy, as the Italian and Portuguese energetic policy tend towards

actions and projects to the development and diffusion of the renewable energetic sources and of the

alternative systems.

In Italy, the Law n° 9/91, the Law n° 10/91 and the CIP 6/92 Provision, they encourage

the use of the renewable energetic sources (and assimilable sources to renewable) through the

stimulation at level of co-financing, of the interventions and at level of reduction of the fiscal

imposition on the renewable energies.

In Portugal, instead, the use of the renewable energetic sources like domestic photovoltaic

plants are encouraged by tax deductible of investment.
