This guide implements the Hawaii Air National Guard (HIANG) Noncommissioned (NCO) and Senior Noncommissioned (SNCO) Promotion Guide. The purpose of this guide is to provide procedural guidance on creating and staffing promotion recommendation packages to Head Quarters HIANG for approval. It applies to all individuals who prepare, manage, review, certify and approve promotions across the HIANG. This guidance will be reviewed annually by HIANG Command Chief (CCM) and vetted through HeadQuarters HIANG A1 for review. Suggestions for changes and/or revisions are solicited and should be vetted directly through squadron, group, and wing chiefs to the Office of Personnel Responsibility (OPR). All HIANG promotions will be in accordance with (IAW) Air Force Policy Directive (AFPD) 36-25, Military Promotion and Demotion, Air Force Instruction (AFI) 36-2502, Enlisted Airman Promotion and Demotion Programs.

1. Program Overview

1.1. This guide establishes new force development/force management procedures for NCO and SNCO promotions in the HIANG. Has standardized the forms required for promotions and implements the HIANG Enlisted Force Development Team Review Checklist.

1.2. Removes the interview (face-to-face board) from the promotion process for all enlisted promotions.

1.3. Implements the SNCO Board Member Score Sheet for SNCOs.

2. Responsibilities

2.1. State Headquarters (HQ HIANG/A1):

2.1.1. Conducts final package review for Master Sergeant (MSgt) thru Chief Master Sergeant (CMSgt) prior to promotion authority approval.

2.1.2. Publishes promotion orders for MSgt thru CMSgt with an effective date of the first day of the month following the verification of all eligibility factors and HIANG CC approval.

2.2. HIANG CCM:

2.2.1. Publishes SNCO package review board schedule January 1st of each calendar year.

2.2.2. In the absence of the State CCM all responsibilities are to be delegated to the Wing CCM.

2.2.3. Packages for STEP II will be solicited every December. In extenuating circumstances this date can be can be modified.

2.2.4. Reviews exception to guidance requests. All exceptions will be staffed on an Electronic Staff Summary Sheet (e-SSS) with supporting documentation to substantiate approval.

2.3. Group Commanders:

2.3.1. Executes a well-conceived, viable personnel force management to equitably distribute the progressive development and upward mobility of their assigned personnel.

2.3.2. Determines if face-to-face boards for NCOs are required and develop local procedures for the boarding process.

2.4. Unit Commanders: 2.4.1. Serves as the recommendation authority for all enlisted promotions.

2.4.1.1. All promotion packages must include a written and signed letter from the commander. The letter must identify how the member contributes to the mission with three areas from the AFPD 36-26, Total Force Development, Figure A2.1 Institutional Competency List and/or the four Major Graded Areas (MGA) from AFI 90-201, Air Force Inspection System.2.4.2.2. Ensure their personnel meet all criteria IAW AFI 36-2502. Explain in writing any concerns in the member’s records that warrant further clarification i.e. (Fitness History, NOTE: If addressing a member’s medical history, compliance with The Health Insurance Portability and Accountability Act of 1996 (HIPAA) and Privacy Act laws are mandatory.)

2.4.2. When applicable, complete and forward attachment 12 to [email protected]. The completed medical review (with medical recommendation) will be included in the promotion package for review. If the airman was referred to the Deployment Availability Working Group (DAWG), the results of the DAWG will be included in the promotion package.

2.5. Force Support Squadron (FSS):

2.5.1. Conducts quality checks and coordination of NCO and SNCO promotion packages within 10 duty days of receipt. Notification will be sent to Group CSSs when package reviews are completed.

2.5.2. Returns incomplete packages to CSS with detailed feedback. CSS will have 5 duty days to resubmit with corrections. Packages returned to FSS outside the 5 duty days will be reviewed and submitted the following month.

2.5.3. Publishes promotion orders for NCOs on the first day of the following month. Orders will be forwarded to Group CSS.

2.5.4. Sends completed SNCO packages electronically to State CCM for SNCO Board Package Review board.

2.5.5. Members who are promoted under the STEP II program will be counseled on Attachment 4.

2.6. Commander Support Staff (CSS):

2.6.1. Assists supervisors and commanders in building promotion package and track until the publication of orders are complete.

2.6.2. Returns incomplete packages to supervisors, providing detailed feedback on any discrepancies.

2.6.3. Electronically forward completed NCO and SNCO packages to 154 FSS/FSM utilizing their Work Flow Folder.

2.6.3.1. Submits NCO packages to FSS by close of business Sunday Regular Scheduled Drill (RSD).

2.6.3.2. Submits SNCO packages to FSS by close of business Sunday RSD, first month of each quarter (January, April, July, and October).

2.6.4. Conducts and completes the e-Kokua Memo for Record (MFR).

2.6.5. For units without a dedicated CSS, the applicable Group CSS will be in lieu of.

2.7. First Sergeant:

2.7.1. Performs a quality review on the promotion package IAW AFI 36-2113, The First Sergeant.

2.7.1.1. For units without a First Sergeant the applicable Group or Wing First Sergeant performs the quality review.

2.8. Group Superintendent:

2.8.1. Performs a review on the promotion package IAW AFI 36-2109, Chief Master Sergeant of the Air Force, Senior Enlisted Leadership Management and Air Force Association Enlisted Council.

2.9. Human Resource Office (HRO):

2.9.1. Responsible for monitoring the promotions of AGR members in accordance with the requirements of Air National Guard Instruction (ANGI) 36-101, The Active Guard/Reserve Program.

2.9.2. Validates rank authorized per candidate’s Unit Manning Document.

2.9.3. Verifies candidate’s control grade.

2.10. Supervisor:

2.10.1. Initiates the promotion package, see section 3 for applicable documents.

2.11. Board President (SNCO Package Review Board Only):

2.11.1. Receives email notification from HIANG CCM when promotion packages are ready for review.

2.11.2. Coordinates location and time for completion of candidate’s SNCO Board member Score Sheet.

2.11.3. Ensure board members conduct package review IAW Attachment 8, SNCO Board Package Review.

2.11.4. Send packages electronically to HQ HIANG/A1 for concurrence.

3. Promotion Process:

3.1. NCO Promotion:

3.1.1. Submit Attachment 1, NCO Promotion Recommendation Checklist and Attachment 5, Promotion Recommendation Coordination Sheet to CSS

3.1.2. Packages can be submitted any month.

3.2. SNCO Promotion:

3.2.1. Submit Attachment 2, SNCO Promotion Recommendation Checklist and Attachment 5, Promotion Recommendation Coordination Sheet to CSS.

3.2.2. Promotion package review boards will convene second month (February, May, August, and November) of each quarter.

3.2.3. AGRs requiring a control grade for SMSgt/CMSgt promotion may meet the package review board up to 6 months prior, when all other promotion eligibility requirements are met.

3.3. All documents in Attachment 1, NCO Promotion Recommendation Checklist and Attachment 2, SNCO Promotion Recommendation Checklist must be a “matter of record.”

3.4. STEP II package review boards will be held at the start of each calendar year.

3.5. Previously Promoted Members: Members who took a “Voluntary Demotion” and are recommended for a former grade will not be required to go through the package review board. Members who were “Involuntary Demoted” are required to go through a package review promotion board.

3.6. Not Recommended for Promotion: Commanders cannot resubmit package prior to 6 months following a “Not Recommended for Promotion” decision.
