1:30 PM – 5:30 PM Session 3: New Concepts, Programs and Political Reality Portsmouth Ballroom IV-VIII Session Chair: Dr. Sam J. Tangredi, Director for San Diego Operations, Strategic Insight, Ltd.

Expeditionary warfare does not exist in a strategic vacuum. Expeditionary warfare forces and systems are part of a portfolio of capabilities maintained by the U.S. Department of Defense, many of which compete against each other for resources. The perception of the senior Defense leadership and the Congress concerning the relative value of expeditionary warfare has a direct effect on requirements, programs and resources. Defense reviews, such as the QDR, play a critical role in determining DoD priorities. The prioritization of alternative or related concepts such as Air/Sea Battle, can impact the future of expeditionary warfare. This Session is designed to discuss the interplay between concepts, perceptions, programs and resources.
