COMMON METHODOLOGY FOR THE DEVELOPMENT OF SUSTAINABLE ENERGY AND CLIMATE ACTION PLANS IN EUROPEAN MUNICIPALITIES
OBJECTIVES & SCOPE:
The main objective of LIFE ADAPTATE is to contribute to the improvement of climate policy and legislation at local level in the EU, specifically the process of design and implementation of local adaptation policies, its coordination with mitigation actions and the adaptation of local policies to climate change challenges. The key actions needed to achieve these objectives are: • To support the process of development and implementation of SECAPs
in 6 municipalities in 3 different countries. • To carry out pilot activities related to climate change adaptation at local
level. • To support the process of adaptation of local policies to climate change
challenges. • To develop training and communication materials, guidelines, tools and
activities to be able to replicate and transfer effectively the project achievements.
EXPECTED IMPACTS
• 6 SECAPs implemented in the municipalities involved in the project
• Climate action planning and staff skills improved in 6 municipalities • Improved resilience to flooding:
• 14,376 inhabitants protected against floods • 2,4 ha of water reservoir recovered
• 150% increase in area under sustainable forest management • 18 municipalities in the Covenant of Mayors for Climate and Energy • 369,596 citizens protected with climate change adaptation measures • 355,220 inhabitants in municipalities implementing pilot actions to reduce
the impact of heat waves
3 or 5 years after the project • 300% increase in area under sustainable forest management • 18 SECAPs developed and implemented in the municipalities involved in the
project
• Climate action planning and staff skills improved in 18 municipalities • 400,000 inhabitants of municipalities where the project will be replicated
POLICY IMPLICATIONS
The main impact is the contribution to include mitigation and adaptation measures in all local plans and policies.
The adhesion of municipalities to the Covenant of Mayors for Climate and Energy and the development and implementation of SECAPs contributes to the implementation of the following Union Policy and legislation:
• EU Strategy on Adaptation to Climate Change • 2020 climate & energy package • 2030 climate & energy framework
