A kutatás összefoglalója, célkitűzései szakemberek számára
Itt írja le a kutatás fő célkitűzéseit a témában jártas szakember számára.A modern állam az elmúlt négy-ötszáz év folyamán az európai társadalmak („a területi elzártságban élő népek”) egyik legfontosabb integrációs tényezője volt. Alapvető jelentőségű tehát annak a kérdésnek a vizsgálata, hogy az állam milyen történeti, szerkezeti és gondolati struktúrákat alakított ki e feladata ellátásához, azok miként változtak, s a globalizáció és a nemzetközi integráció felgyorsulásának elmúlt évtizedei folyamán milyen kihívásokkal kellett szembenéznie. A kutatás célja tehát a modern európai állam kialakulásának, változó társadalmi szerepének és szervezeti változásainak áttekintése; az elmúlt évszázadok történeti struktúrájának felvázolása, illetve az államfejlődés jelenkori kihívásaira adott válaszok elméleti összegzése.
A kutatás fő területei a következők:
A. Az állam társadalmi szerepének változásai; B. ennek megragadása az államelméletben; C. az államfejlődés történeti struktúráinak, modelljeinek befolyása a nemzetközi integrációkba olvadó államokra; D. a hatalom és a politikai képviselet szimbólumai, valamint a politika és az állam szimbolikus reprezentációja és azok fő tendenciái; valamint E. az alkotmányjogi és egyéb speciális források és dokumentumok összegyűjtése s részleges publikálása, valamint a kutatás államelméleti szakbibliográfiákkal való kiegészítése.
Mi a kutatás alapkérdése?
Ebben a részben írja le röviden, hogy mi a kutatás segítségével megválaszolni kívánt probléma, mi a kutatás kiinduló hipotézise, milyen kérdéseket válaszolnak meg a kísérletek.A tervezett kutatás a modern európai állam történeti meghatározottságára, jelenkori helyzetére és annak elméleti reflexiójára koncentrál. Alapkérdése: hogyan változtak az újkori államok szervezeti és működésbeli struktúrái, eszmei alapjai (például a szuverenitás, a jogállamiság és a hatalommegosztás tana terén), s milyen válaszokat adott az állam a mába átnyúló XX. századi fejlődés által felvetett problémákra? Kiinduló hipotézisünk, hogy a modern állam hosszú távon adott kereteket az újkori társadalmak számára, s az évszázadok folyamán megtapasztalt változásai egy folyamatos adaptáció eredményei voltak. Ennek folyománya, hogy a mai, vál-tozó körülményekre adandó válaszai a történetileg kialakult struktúrák, vagy azok egyes elemeinek megőrzése mellett fognak-e megszületni? További kérdés: miként viszonyultak – s jelenleg is: miként viszonyulnak – egymáshoz az állam alkotmányos és igazgatási struktúrái, történelmi meghatározottak-e ezek a struktúrák, s ha igen, mennyiben és miként? Végül: mi-ként jelenik meg – miként reprezentálódik – a modern állam a különböző szellemi és kulturális „terekben”, polgárai előtt?
Mi a kutatás jelentősége?
Röviden írja le, milyen új perspektívát nyitnak az alapkutatásban az elért eredmények, milyen társadalmi hasznosíthatóságnak teremtik meg a tudományos alapját.A kutatás jelentősége az állam szerepével kapcsolatos bizonytalanság eloszlatásának lehetősége. Abból a tényből, hogy a modern államok folyamatosan változtak (szinte évszázadonként új válaszokat adtak a felvetődő kérdésekre, miközben megőrizték történetileg kialakult struktúráikat is), arra következtethetünk, hogy hatékonyan szembe fognak nézni a mai integrációs nehézségekkel is. A kutatás ennek történeti-strukturális és elméleti-eszmei feltételeit kívánja számba venni. A társadalmi hasznosíthatóság egy további eleme a következő: a résztvevő államok történetileg kialakult struktúrákkal, államelméleti hagyományokkal és alkotmányos gyakorlattal léptek be az Európai Unióba. A kutatás eredményeként feltárulhat az organikus folyamat is, amely alapul szolgált az európai államok egységesüléséhez. Végül, a kutatás eredményeként tudatosabban tekinthetünk arra a módra, ahogyan az államok szimbolikusan reprezentálják önmagukat polgáraik számára.
A kutatás összefoglalója, célkitűzései laikusok számára
Ebben a fejezetben írja le a kutatás fő célkitűzéseit alapműveltséggel rendelkező laikusok számára. Ez az összefoglaló a döntéshozók, a média illetve az adófizetők tájékoztatása szempontjából különösen fontos az OTKA számára.Az európai történelem meghatározott korszakában az államok döntően befolyásolták a társadalmi fejlődést. A kutatás azzal foglalkozik, hogy a folyamatnak melyek voltak korábban a főbb tényezői, s hogy ezek milyen következményekkel (etnikum, nép, nemzet, vallás, a jog kultúraközvetítő szerepe) járnak a mára nézve. A kutatás tárgyalja az államra vonatkozó elméleteket és ezek fejlődését is. Ennek kapcsán hangsúlyt helyez az államisággal összefüggő eszmék változására is, különösen a szuverenitás, a hatalommegosztás és a jogállamiság kérdéseit kívánja elemezni. A kutatás egyik fő kérdése, hogy miként változtak azok a feladatok, amelyeket az államok a társadalom irányában elláttak, amelynek keretén belül a kutatásnak számot kell vetnie az állam szociális szerepével is.

Summary of the research and its aims for experts
Describe the major aims of the research for experts.The modern state was one of the most important integrating factors of European societies (‘peoples living in territorial isolation’) during the last four or five hundred years. Thus, it is fundamentally important to examine the historical, structural and phenomenological patterns that states have created to fulfill their integrative function, including the way these structures have changed and the challenges they had to face in the last decades as a result of globalisation and international integration. The aim of the research is to provide an overview of the formation, evolution and changing social function of the modern European state. This shall include the exploration of the past historical structures and a summary of the theoretical answers that emerged with respect to the contemporary challenges of state-development.
The main fields of the proposed research are the following:
A. Changes in the state’s social functionB. Its representation in the theory of stateC. The influence of the historic structures and models of state-development on the international integration of statesD. Symbols of power and political representation; the symbolic representation of politics and the state and its main tendencies E. Collection and partial publication of constitutional documents and other special sources; supplementing the research with bibliographies in the field of the theory of state.
What is the major research question?
Describe here briefly the problem to be solved by the research, the starting hypothesis, and the questions addressed by the experiments.The proposed research focuses on the historical development and present-day situation of the modern European state from a predominantly theoretical perspective. Our basic research question is the following: how did the modern state’s organizational and functional structures and ideological (intellectual) foundations (e.g. doctrines of sovereignty, rule of law and separation of powers) change and what responses did it give to the emerging challenges during the 20th Century? Our starting hypothesis is that the modern state provided a long-time structural framework for modern societies and its evolution had been a result of contionous adaptation. Thus, the answers that the contemporary state provides will be born alongside with the preservation of historically formed structures. A further research question concerns the past and present relation between the state’s constitutional and administrative structures, whether these are historically determined, and if yes, how and to what extent? Finally, our research also addresses the question the way modern states are represented before their citizens in various intellectual and cultural spaces.
What is the significance of the research?
Describe the new perspectives opened by the results achieved, including the scientific basics of potential societal applications.The significance of the research lies in the possibility of clarifying the incertainties related to the role of the modern state. From the fact that states have continously changed (almost in each century, they adopted new answers for emerging challenges, while preserving their historical structures), it is possible to draw the tentative conclusion that they will successfully face present challenges of integration as well. The research aims to enumerate the historical-structural and theoretical-ideological conditions of this progress. An additional social contribution of our research is that it may uncover the organic process which provided a common basis for the integration of European states. Finally, we also aim to gain a better understanding about the way states symbolically represent themselves towards their citizens.
Summary and aims of the research for the public
Describe here the major aims of the research for an audience with average background information. This summary is especially important for OTKA in order to inform decision-makers, media, and the taxpayers.States have significantly influenced social progress during certain periods of European history. The research aims to uncover the main elements and the present consequences of this process. It also discusses theories related to the state and their evolution. Relatedly, the research also focuses on the change of ideas of statehood with special attention to the concepts of sovereignty, separation of powers and the rule of law. An additional question is how the state’s social functions have evolved during the course of modern history – thus, our research also aims to investigate the social role of the modern state.

Start of work with respect to the other main topics as well. Organization of conference about state sovereignty that would focus on the modern state from the perspectives of autonomy and integration. Preparation of a short monograph (September 2013 - September 2014) that presents the theoretical implications of institutionalism based mainly on the work of Romano Santi (1917/18 and 1946), a dominant figure of Italian public law. With respect to the fact that institutionalism had a prominent role in French legal thinking (mainly through the works of Maurice Hariou which had an effect on Santi's works as well), the monograph intends to shed light on the similarities and differences between the French and Italian literature.
2. Joining the work in the preparation of bibliography (2013-2014). Exploring the authors and works of modern Italian theory of state which forms an organic part of the European legal thinking about the state.
3. Participation in conferences related to the theory of state (2013-2017). My conference presentations could provide a summary of my research related to the Italian theory of state. Since my monograph related to Italian constitutional theory and history is currently under publication, it will be possible to deal with other major Italian theoreticians of the 19th/20th centuries (e.g. Giuseppe Capograssi) on the conferences.

Ad 1.4. (Egyéb megbízás): Az ebben a sorban megjelölt forrásokat az egyetemmel jogviszonyban nem álló személyek (elsősorban könyvtárosok illetőleg technikai munkát végző szakemberek) egyedi megbízási szerződés alapján történő díjazására használnánk, kutatási segédmunka végzésére. Ezen munka keretein belül tervezzük egy államtani bibliográfia és egy alkotmányjogi (alapjogi) jellegű dokumentumgyűjtemény összeállítását.
Ad 1.5. (Hallgatói alkalmazás):Ezt a forrást intézményünk hallgatójának alkalmazására tervezzük fordítani, akinek fő feladata a kutatók tevékenységének asszisztálása, kutatási segédmunka volna.
Ad 1.7. (Napidíj):Ezen a soron a bel- és külföldi utazások és konferencialátogatások napidíja került betervezésre.
Justification of other personnel costs (budget lines 1.1, 1.4, 1.5, and 1.7)
Ad 1.4. These financial sources would be spent on the renumeration of persons not employed at our university (mainly librarians and technical support staff) to support the research, based on individual mandate-contracts. Within this framework, we plan the compilation of a bibliography related to the theory of state and a constitutional (human rights) document.
Ad 1.5. This resource is going to be spent on the part-time employment of a student, whose main task would be to provide research assistance to the researchers.
Ad 1.7. This part of the budget calculates the daily allowance related to the participation of researchers in domestic and international conferences.

Intézményünk pénzügyi osztályának tájékoztatása alapján a személyi költségeket terhelő járulékok a személyi költségek 27 százalékával lettek tervezve.

Based on the information provided to us by the financial department of our Faculty, taxes and social security had been calculated as 27 percent of the personnel cost.
Conference costs, travel (in Hungarian)
Az itt megjelölt forrásokat a pályázó kutatók konferencia részvétellel kapcsolatos költségeinek (elsősorban útiköltség és szállásdíj) fedezésére fordítanánk. Az előzetes tervek szerint az OTKA kutatásban résztvevő kutatók legalább 6-8 külföldi (lehetőség szerint nyugat-európai) szakmai konferencián vennének részt ahol kutatási eredményeiket prezentálnák és ahol további ösztönzéseket kaphatnának kutatásaik folytatásához. A megjelölt források egy részét szükség szerint külföldi kutatómunka (könyvtárlátogatás, anyaggyűjtés) előmozdítására fordítanánk.
Conference costs, travel
These financial sources would be spent on the costs (mainly travel and accommodation costs) of our researchers participating in international conferences. According to the plans, our researchers would participate in at least six to eight international conferences (preferably in Western Europe) where they would present their results and could also receive inspiration and incentives for their further research. Part of this budget, if necessary, would be used to fund research abroad (resource collection in libraries).
Consumables (3.2) (in Hungarian)
Elsősorban államelméleti és államtörténeti szakkönyvek és folyóiratok beszerzését tervezzük. Kisebb részben irodaszerek beszerzésére fordítódna az összeg (papír, másolók és nyomtatók működtetéséhez szükséges festék stb.).
Consumables (3.2)
We plan to acquire books and journals related to the theory and history of state. A smaller part of this budget would be spent on basic stationery items (paper, ink, toners, etc.).
Miscellaneous costs (in Hungarian)
Az egyéb költségek alatt került betervezésre a kutatás eredményeképp megjelentetésre kerülő monográfiák nyomdai és kiadói dologi költségei. A kutatás keretein belül a következő kötetek megjelentetését tervezzük: A szuverenitás kérdéseit tárgyaló konferenciakötet; Takács Péter uralkodó eszmerendszerekkel illetőleg az állam és a jog reprezentációjával kapcsolatos művei; Rácz Lajos hatalmi szimbolikával foglalkozó műve; Szerletics Antal jogi paternalizmussal és Egresi Katalin institucionalizmussal kapcsolatos kismonográfiája.

This part of the budget would be used to finance the publication of monographs (material costs of printing and publication) written within the framework of the research. We intend to publish the following books: a conference-publication on the issue of sovereignty; two volumes of Péter Takács related to the ‘dominant ideologies’ and the representation of state and law; one volume of Lajos Rácz related to symbols of power, one volume of Antal Szerletics related to legal paternalism; one short monograph of Katalin Egresi on institutionalism.

Equipments would be bought during the first 2 years of the research. The list of items to be acquired from this budget (1.690 000 HUF in total): 3 laptops for three of the senior researchers (to facilitate work from home, editing papers and preparing proofs, dataprocessing etc.) (3*390 000 HUF); 1 desktop computers for the other researchers at the place of the research, with accessories (1*200 000 HUF); 1 pronter for handling manuscript (100 000 HUF); and software products for the computers (220 000 HUF).
