FOR THE SELECTION OF SHORT – TERM MEDIA EXPERTS
Purpose of the call: The purpose of this call is to engage short-term local consultants with relevant education backgrounds and work experience in the areas of media freedoms and criminal law, to support the implementation of the EU-funded project “Strengthening the role of media in advancing criminal justice in Montenegro”.

BACKGROUND AND OBJECTIVES OF THE PROJECT
CEDEM, as the lead applicant, and AST d.o.o. (in the following text: TV PRVA) as its co-applicant, have designed a project “Strengthening the role of media in advancing criminal justice in Montenegro” to respond to the difficulties faced by media in reporting on criminal justice. The overall objective of the project is to contribute to further Montenegro's European integration process, by increasing quality and credibility of investigative journalism in the field of criminal justice. The project will contribute to this objective by strengthening professional media capacity and integrity on investigative reporting regarding criminal justice, in line with EU/ Co standards and Montenegro’s Code of Ethics in the media.Within the project, CEDEM and PRVA will work with media professionals to enable them to utilize investigative techniques so that those in power are held to account. Effective local networks gathering media, CSOs and citizens will be formed to promote an innovative model of „citizen journalists” who share news and information in a free and open online forum. Also, the project will seek to improve levels of media ethics, by producing high-quality
media content in line with professional standards of investigative journalism and by analyzing media reporting on criminal justice issues.
DESCRIPTION OF TASKS
Center for Democracy and Human Rights and TV PRVA are currently inviting experiences local consultants (individuals, not firms) to apply for this call for short –term call for local media experts, in order to respond in an immediate and efficient manner to the need for specific expertise to support the implementation of the above stated project.
The selected media expert will perform essentially non-recurrent tasks of a specialized nature. They will be expected to contribute to the achievement of the project’s objectives and expected results, in close cooperation with project partners. The experts’ tasks include the following activities:
Identify the most important media outlets to be analyzed in terms of distribution, audience, ownership and impact - this may include, but not limited, daily newspapers, online news sites, Twitter, Facebook, LinkedIn, YouTube, TV and Radio programs.
Establish the methodological framework for analyzing the coverage of criminal justice by the most important media outlets and news websites.
Assess the media related legal framework and codes of conduct, and reflect on the jurisprudence of the European Court of Human rights, where possible.
Explore whether the media, in particular public media, meet their re-sponsibilities to provide objective coverage of the criminal justice. Especially analyze the impartiality, fairness, accuracy and effective-ness of the related media coverage in the last four years, based on preselected case studies.
Assess the quality of current media reporting on crime, especially on corruption and organized crime, outlining key recommendations for improvement aimed at media practitioners and management in media companies.
REQUIRED QUALIFICATIONS
The candidates applying for tasks in areas of expertise listed above, must meet the following criteria:
Advanced university degree in communication, journalism, interna-tional relations, law, political science, social science, or related field.
At least five years of relevant professional work experience at the na-tional or international level in monitoring media coverage of criminal and other legal issues;
Excellent knowledge of the methodology(s) for media monitoring and analysis;
Excellent analytical and written skills Demonstrated ability to work under pressure in a sensitive political
environment
PC literate; familiarity with word–processing, excel and corporate software applications.
FEE, STATUS AND RULES ON AWARD OF CONTRACTS
Applicants will be evaluated based on qualifications and the competencies specified for each thematic area. The selected expert will be offered a short - term consultancy contract. The proposed contract cannot be construed as conferring on the selected candidate the capacity of CEDEM’ staff member or employee.Envisaged expert’s fee is 500, 00 EUR, and does not include any travel expenses and per diems.
