Project Objectives and Expected Outputs The following specific objectives are set to improve the traffic condition in Metro Cebu and to contribute to the sustainable development of the metropolitan area: (1) To formulate the Metro Cebu Urban Transport Master Plan for the year of

2022 (short term), 2028 and 2040 (medium term), and 2050 (long term); (2) To identify priority projects and to conduct a pilot project and a Pre-F/S for

some priority projects to be included in the Master Plan; and (3) To strengthen the capacity of Metro Cebu agencies responsible for urban

transportation in such areas as planning, implementation, and coordination. The outputs of this Project will be presented to the NEDA Board for their approval and are expected to be used in revising the Comprehensive Land Use Plan (CLUP) of LGUs in Metro Cebu.

ratio (2.2%/year, 2010-2015) and estimated to reach 5 million by 2050 No. of industrial development has been rapidly increasing. (e.g. Operating PEZA

Registered IT Centers have increased from 4 (2014) to 27 (2017)) Residential development in the suburban LGUs is blooming. Several large-scale mixed-use development projects are underway in central Metro

Cebu.

3. Urban Transport Situations in Metro Cebu

Current Traffic Conditions in Metro Cebu Traffic situation in Metro Cebu in recent years has progressively deteriorated. Traffic congestion is occurring on many roads and intersections, not only during peak-hours but also during off-peak hours. The main causes are considered as follows:

Increase of traffic demand due to population growth, economic development and motorization;

Insufficient road network and public transport services; and

Inadequate traffic management.

Objective of the Pilot Project Main objective of the Pilot Project is to strengthen the capacity of LGUs to effectively implement the identified priority project and programs. Of the priority projects, those which require the capacity strengthening of LGUs to maximize the effects of project implementation are extracted.
