Strengthening EU-India collaboration in networked monitoring and control systems technologies

Dear readers,

We are pleased to welcome you to the pages of ourfourth newsletter.

For the last few years, the European Commission hasundertaken particular efforts to pave the way tostrengthen R&D collaboration with India. Several proj-ects are in the ICT domain, EUCLID being one of themfocusing on monitoring and control of complex sys-tems. We are now nearing the completion of the proj-ect, and it’s time to look at its achievements and thesustainability of results.

Together with you, the European and Indian special-ists, we identified the potential for research collabora-tion between the EU and India in the topic, discussedthe benefit of collaboration and the necessary actionsto reinforce it, and promoted concrete collaborationopportunities. It has been observed that R&D in mon-itoring and control of complex systems has seen as anincreased importance in various academic and indus-try organisations in India; and this has been a relative-ly recent development, especially due to the growthof new fields linking this topic with communicationsand computing. Furthermore, many participants inthe EUCLID events suggested that, thanks to the

EUCLID activities, there was an increased awarenessabout such research in the EU, and this has also helpedin the initiation and execution of more projects in con-trol and monitoring in India. Promotion of India as anattractive and existing working place for youngEuropean researchers would be a “must” for the future.

The EUCLID team, with a strong involvement of theEUCLID expert group members – twelve top levelmonitoring and control specialists working in India,Europe and US :

• helped to raise visibility of the EU-based activitiesrelevant to monitoring and control of complex sys-tems in India, as well as the European technologyPlatforms and networks relevant to the area ;

• contributed to raise visibility of 50+ Indian organi-sations working in monitoring and control ofcomplex systems: a catalogue with anoverview of their competences has been pre-pared and published on the Internet. We alsoraised international visibility of those Indian insti-tutions that have been predominantly teachingbut now moving to research. Such institutes offersignificant opportunities for collaboration with EUpartners;

• highlighted societal and industrial needs in India in5 applications domains ;

• increased networking between Indian and EU spe-cialists, bringing together more than 100+ moni-toring and control researchers from industry andacademia during EUCLID events, such as “FromData to Information – methods and technology formonitoring, control and estimation” in Bangalore,“Energy and Environmental Challenges inEmerging Regions – Opportunities for Control andMonitoring Technologies” at the IFAC Milan, or“Foundations and future perspectives to cooperatein control and monitoring with India” at CDC-ECCconference or “India-EU collaboration meeting -Monitoring and control systems technologies:towards closer India-EU R&D cooperation” inMumbai and Bangalore;

• summarized the project findings and preparedtwo perspectives reports – “The present and futureof Monitoring and Control of Complex Systemswith potential for international (EU-Indian) collabo-rations”, looking at the collaboration from the sci-entific point of view, and “EU-Indian collaborationin networked monitoring and control systemstechnologies: recommended courses of actions”,with structural strategic recommendations ;

• met the relevant policy makers and proposed toinclude monitoring and control of complex sys-tems topics under the next Coordinated ICT CallEU-India, with the topic that was discussed withEuropean and Indian specialists throughout theproject events.

And of course, we also contributed to initiate a num-ber of concrete R&D cooperation opportunitiesbetween EU and Indian specialists. The technical dis-cussions have been started and some initiatives arewell advanced. This includes, for example:

• an initiative towards an International ResearchTraining School “Pharmaceutical Systems Engine e -ring”;

• new R&D projects with EU-India participation inthe monitoring and control of complex systems;

• interaction between Indian industry and Europeanacademia, with exchange visit to Europe;

• secondments and post-doctoral position opportunity;

• development of experimental test beds in India toprovide an attractive option for EU researchers tocollaborate.

You will get insights about some previous work on thepages of this newsletter, and we thank you, the read-ers and actors of the process, for contributions tobring closer EU and Indian monitoring and controlcommunity.

We would also like to express our appreciation to allthose working within the project – expert groupmembers, policy actors, but especially to you,European and Indian industrial and academic special-ists. • A technical workshop on the topic “From Data toInformation – methods and technology for monitor-ing, control and estimation” was co-organised byEUCLID and HYCON2 Network of Excellencewww.hycon2.eu. It was held on February 15th inassociation with MSRIT (M.S. Ramaiah Institute ofTechnology), one of the premier engineering insti-tutes in Bangalore. 8 speakers from EU and 7 speak-ers from India presented to more than 50 attendeestheir achievements during the sessions “Com -munications and Systems Engineering”, “MedicalSystems”, “Industrial process Automation”, and

“Control Theory and Applications”. The workshop wasa large-scale networking event that provided a floorfor the participants to interact with each other and toexpose research achievements. Additionally, the pre-sentations helped to understand specific issuesabout ICT and Indian socio-economic chal-lenges, such as ICT use for health care delivery.The questions-answers on FP7 and participa-tion in the international consortia of Indian partici-pants have been answered, and additional individualconsultations about FP7 participation were organ-ised on ad hoc basis.

• The EUCLID Round table on February 16th “Monitoring and control systemstechnologies: towards closer EU-India R&D cooperation” brought together 25Indian and European specialists. The goal of the round table was to seek aconsensus on the recommendations for EU-India cooperation strategy incomplex systems engineering and its priority directions, and the potentialtopic for the eventual EU-India coordinated ICT call. The Round table washeld in association with MSRIT, and a draft report on cooperation strategy,prepared by the Euclid team, was dispatched prior to the workshop. • Many EUCLID participantsalso took part in HYCON2 spe-cial session, organised onFebruary 17, 2012 at theSecond International IFACCon fe rence “Advan ces inControl and Optimi zation ofDynamical Systems” (ACODS) –http://www.acods.org/

A two day workshop was organised by the EUCLID partners IISc and HTSL inBangalore on 7th and 8th of August 2012.

• The first day entitled "The present and Future of Complex SystemsEngineering – an Indian Context" was dedicated to the topic of ComplexSystems Engineering with a focus on networked monitoring and controlsystems.

• The second day entitled “The future of Computing Systems – EU-India researchRoad Mapping in Computing Systems” was dedicated to the strategic collabora-tion between India and Europe in the field of computing systems.

The aim of the workshop was to bring together inter-ested organisations identified during the project peri-od which are eager to participate in the FP calls andknow their interest and area of work.

Professionals from the industry and academia wereinvited to present their work in the complex systemsarea. The workshop was notably marked by experts fromIIT Delhi – Professor Murthy, Professor Jamadagni – IISc,Dr Chinmaya Kar – HTSL, Dr A. Venkateshwarulu – GEGlobal Research, Dr Balamuralidhar – TCS Innovationlabs and Dr Sathya Rao – KYOS Switzerland. They gaveoverviews of their work with specific reference to com-plex systems engineering. The participants expressed

their interest in cooperating in research projects withEurope and welcomed the help of the EUCLID team toguide through the process of proposal submission.

The academic and industrial partners of EUCLID proj-ect, IISc and HTSL, are working on a report on theongoing and past activities carried out within Indianand European industry and academia and the per-spectives for future joint research in the field of com-plex systems.

The inputs from the workshop in August 2012, in addi-tion to the contribution from EUCLID expert groupmembers, will complete the document. It will be pub-lished on the EUCLID website by the end of 2012.Topics include:

• Introduction to current monitoring and control sys-tems research, development and deployment inIndia

• Emerging scenario of monitoring and control R&D;including emerging application areas and basicresearch in sensors, wireless sensor networks, faulttolerant networks, control, cognitive systems, esti-mation algorithms, optimization, and human-machine interaction

• Technology challenges and collaboration opportu-nities

• Future challenges in monitoring and control froman Indian perspective: roadmap for applications inimportant sectors; major common domainsbetween India and Europe for disruptive and inno-vative technologies in monitoring and control ofcomplex systems

• Recommendations, including suggested highimpact areas for academic R&D and acade-mia-industry collaboration

This report will give researchers of India and Europe aninsight into the technical topics and areas of researchtaking place in both regions and hopefully will help toencourage EU-Indian R&D cooperation in monitoringand control of complex systems.

The EUCLID consortium, supported by experts fromthe networked monitoring and control systems com-munity, prepared an Opportunity Report suggestingan EU-India Cooperation Strategy in networked moni-toring and control systems technologies and its asso-ciated actions plan.

The overall goal of this Strategy is to strengthen EU-Indian research cooperation in the field in order todrive the European and Indian competitiveness andcreate new jobs.

The report is intended for monitoring and control sys-tems community from both India and Europe, andincludes the following chapters:

• a short overview of “Network ed Monitoring andControl systems” topic

• a summary of the state-of-the-art in the field inEurope and in India

• examples of current EU-Indian R&D Collaborationin the topic and EU-Indian R&D collaborationopportunities

• a proposal for a common cooperation strategy• recommended courses of actions

The strategy aims also at addressing major concernsshared by both Europeans and Indian such as climatechange, sustainable transport and mobility, energyissues, food safety and security, water management.The report is in line with Position Paper on Systemsand Control prepared by HYCON2 network ofExcellence and supported by major European industri-als, and with the upcoming Horizon 2020 priorities.

6 specific objectives for the EU-India CooperationStrategy in networked monitoring and control sys-tems technologies are:

1. Make the EU-Indian Monitoring and Control com-munity visible in the ICT policy dialogue;

2. Enhance Indian R&D participation in EU FrameworkProgrammes and facilitate access to Indian pro-grams by the European researchers;

3. Create partnerships with the industrial sector;4. Build the actions on the basis of a multi-discipli-

nary and knowledge-intensive approach; 5. Enhance integration into the international research

in the field of monitoring and control of complexsystems;

6. Promote two-way cooperation, in particular withregard to the mobility of young researchers

EU-Indian collaboration in networked monitoring and con-trol systems technologies: recommended courses of actions

Four strategic action axes are recommended for implementation:

Positioning – The EUCLIDconsortium strives for high-lighting the important roleplayed by monitoring andcontrol technologies andintegrate the topic intoongoing EU-India poli-cy dialogue in the areaof ICT research

Networking – A set of actionsaiming to bring togetherresearchers from connectedfields and stakeholders atIndian and international level.

EUCLID is promoting the concept of industry-drivenresearch, combining visionary academic research withthe testing and experimentation that is required forindustry. Therefore specific actions should aim to sup-port research – industry Industry connection.

Two-way cooperation – A reciprocity is a basis foractions which push forward a mutually beneficialresearch initiatives between EU & India. It is recom-mended to develop twinning projects, that will sup-port the collaboration between the centers ofExcellence linking industry with academia; ICT clustersworking in the field of CSE, business incubators etc…

Enabling infrastructure – A set of transversal initia-tives and actions focused at creating a multidiscipli-nary environment for EU and Indian researchers will-ing to cooperate.

The opportunity report, presenting the recommendedstrategy and courses of actions, is inter-related to thePerspectives Report “The present and future ofMonitoring and Control of Complex Systems withpotential for international (EU-Indian) collaborations”,which highlights recent trends and highlights casestudies in this area.

On European level, the Position Paper on Systems andControl, prepared by the Network of ExcellenceHYCON2 in 2011 www.hycon2.eu, indicates fiveresearch and technological challenges for the upcom-ing European Research and TechnologicalDevelopment Programme, Horizon 2020: (1)Distributed real-time optimization and system-widecoordination and control, (2) Distributed networkedcontrol systems, (3) Autonomy, cognition and control,(4) Model-based systems engineering and (5) Human-machine interaction. The Position Paper also indicatesexpected outcomes and impact on the societal chal-lenges such as energy, transportation, health care.These challenges are fully relevant to Indian context.

The possibility to launch an EU – India coordinated ICTcall has been discussed at the EU-India ICT PolicyDialogue Working group meeting in March 2012.Similar coordinated calls have been already organisedin other thematic areas, such as in energy, water, envi-ronment.

The EUCLID team, willing to contribute to the process,has initiated the discussion about the topics for thecall in 2011 during EUCLID round table in Mumbai.Then the discussion was continued during several

project events. In total, 70+ control and monitoringspecialists from both academia and private sectorfrom India and Europe contributed to it. The results ofthe discussion are documented in the EUCLID projectmaterials, available at request.

As a result, the EU-Indian monitoring and control sys-tems community proposes the following topic for thecoordinated ICT call, in case it is launched:

Smart components and systems for sustain-able development and inclusionProjects may address topics such as:• Clean water• Health care• Transportation systems• Protection of the environment• Efficient and sustainable food production• Energy• Resource and energy efficient production• Financial and political inclusion.

It is expected that over 20+ teams from EU andIndia – including industrials and academic partners –are already interested in such topic, although theinterest might be considerably larger.

DG INFSO becomes DG CONNECT

ICT is a fast changing environment. New poli-cy areas emerge and rise in importance; so toadapt and face the challenges of the next tenyears, the European Commission havechanged the structure and mission of the DG(Directorate General).

As of 1st July 2012, the Digital Agenda of theEU is managed by the European CommissionDirectorate General for CommunicationsNetworks, Content and Technology (DG CON-NECT), ex-DG INFSO.

From the ICT perspectives, the coordinationand handling of ICT related proposals andprojects will remain under the responsibilityof DG CONNECT. This common environmentwill be essential to simplifying the overallhandling of projects under the three priori-ties, which may be under the responsibility ofdifferent DGs. Otherwise, different proce-dures would result in a significant increase ofcomplexity for applicants.

Horizon 2020: upcoming FrameworkProgramme for Research and Innovation2014–2020

Horizon 2020 is around the corner, with an indicative budget ofEUR 80 billion; major projects are expected to be financedunder Horizon 2020.

Horizon 2020 refers to the Framework Programme for Researchand Innovation 2014–2020, following the EU's SeventhFramework Programme – FP7. The proposed FrameworkProgramme for Research and Innovation will build upon thesuccesses of FP7, the Competitiveness and InnovationFramework Programme (CIP) and the European Institute ofInnovation and Technology (EIT).

Horizon 2020 will tackle societal challenges by helping tobridge the gap between research and the market by, for exam-ple, helping innovative enterprise to develop their technologi-cal breakthroughs into viable products with real commercialpotential. This market-driven approach will include creatingpartnerships with the private sector and Member States tobring together the resources needed.

It will be built around 3 major priorities:• Excellent Science• Competitive Industries• Better Society

International participation is a key element of Horizon2020:Funding for international cooperation will be more focussed to:• promote competiveness;• target ‘Societal Challenges’ identified in Horizon 2020; and,• support external European policies.

With € 80 billion allocated for the 2014–2020 period, Horizon2020 is now the world's largest research programme.

ICT Proposers Day 2012: Warsaw, Poland, 26-27 September 2012

Building on the successof the previous ICTProposers Days, theevent was organized bythe DG CommunicationsNetworks, Content andTechnology (DG CON-NECT), in cooperationwith the Polish Ministryof Science and HigherEducation and the PolishNational Contact Point.

The event targeted two ICT calls : Call 10 and Call 11.

The Warsaw event brought together 1500 partici-pants from Europe and other countries and offered agood opportunity to present and discuss in direct theproject ideas. The event included the following activ-ities:

Networking- Networking sessions, organised according to the

Challenges and Objectives of the ICT WorkProgramme 2013 where potential proposers pres-ent their project ideas;

- Stands/villages, organised per Challenge andObjective, which serve as meeting points for peo-ple interested in the same research topics

- Informal networking and bilateral pre-arrangedmeetings between participants

Providing information- Information sessions on how to prepare and sub-

mit a proposal- Stands where European Commission officials pro-

vide up-to-date information on the research- Challenges and Objectives of the ICT Work

Programme 2013 and the content of the calls forproposals

- An EC ICT information desk and a document libraryto supply information on relevant topics

The ICT Proposer Day offered an excellent networkingplatform to build quality partnerships for participatingin the new ICT Work Programme for 2013 (around 1.5billion of EU funding).

The on-line networking platform, available on theevent’s website, allowed participants to log on to thewebsite, to create their profiles, to submit or browse pre-sentations, to find out about project ideasand start networking with other proposers:

The Online networking remains open after the event.It provides access to numerous presentations from ECofficials and presentations given during a networkingsession, and to the profiles of possible partners inter-ested to join a project and offering their expertise,project ideas etc.

EECI Graduate School on Control2013 – Registration is open

The EUCLID Consortium partner EECI organises aGraduate School on Control from 14/01/2013 to31/05/2013.

Financial (travel and stay) supports of 500 EUR will begiven in situ to selected students from all over theworld. It is therefore a great opportunity to follow thecourses from renowned experts. The deadline to applyto this financial support is December 20th 2012.

The School is made of 26 independent modules. Theapproach is based on intensive teaching: each modulelasts one week (21 hours). The lectures are taught inEnglish. The 2011 program is provided below.

The training is eligible for 2nd Masters Degreecredits and Scientific Thesis modules (3 ECTS).
