PART 1 GENERAL1.01 PROJECT

A. Project Name: Ottawa County Jail Re-RoofB. Owner's Name: Ottawa County, West Olive, Michigan.C. The Project consists of the Re-Roofing of the south addition constructed in 2005 and the Gym

roof, origionally constructed in 1992. In addition, roof access ladders and additional roofwalkway areas will be installed.

1.02 CONTRACT DESCRIPTIONA. Contract Type: As described in the owners separate documents.

1.03 DESCRIPTION OF ALTERATIONS WORKA. Scope of alterations work is indicated on drawings.

1.04 WORK BY OWNERA. Owner will award a contract for removal and reinstallation of lightning protection system which

will commence on acceptance of construction schedule.1.05 OWNER OCCUPANCY

A. Owner intends to continue to occupy all portions of the existing building during the entireconstruction period.

B. Cooperate with Owner to minimize conflict and to facilitate Owner's operations.C. Schedule the Work to accommodate Owner occupancy.

1.06 CONTRACTOR USE OF SITE AND PREMISESA. Construction Operations: Limited to areas noted on Drawings.

1.02 RELATED REQUIREMENTSA. Document 00 4322 - Unit Prices Form: List of Unit Prices as supplement to Bid Form

1.03 COSTS INCLUDEDA. Unit Prices included on the Bid Form shall include full compensation for all required labor,

products, tools, equipment, plant, transportation, services and incidentals; erection, applicationor installation of an item of the Work; overhead and profit.

1.04 UNIT QUANTITIES SPECIFIEDA. Quantities indicated in the Bid Form are for bidding and contract purposes only. Quantities and

measurements of actual Work will determine the payment amount.1.05 MEASUREMENT OF QUANTITIES

A. Measurement methods delineated in the individual specification sections complement thecriteria of this section. In the event of conflict, the requirements of the individual specificationsection govern.

B. Take all measurements and compute quantities. Measurements and quantities will be verifiedby Architect.

C. Assist by providing necessary equipment, workers, and survey personnel as required.1.06 PAYMENT

A. Payment for Work governed by unit prices will be made on the basis of the actualmeasurements and quantities of Work that is incorporated in or made necessary by the Workand accepted by the Architect, multiplied by the unit price.

B. Payment will not be made for any of the following:1. Products wasted or disposed of in a manner that is not acceptable.2. Products determined as unacceptable before or after placement.3. Products not completely unloaded from the transporting vehicle.4. Products placed beyond the lines and levels of the required Work.5. Products remaining on hand after completion of the Work.6. Loading, hauling, and disposing of rejected Products.

1.07 DEFECT ASSESSMENTA. Replace Work, or portions of the Work, not complying with specified requirements.B. If, in the opinion of Architect, it is not practical to remove and replace the Work, Architect will

direct one of the following remedies:1. The defective Work may remain, but the unit price will be adjusted to a new unit price at

the discretion of Architect.2. The defective Work will be partially repaired to the instructions of the Architect, and the unit

price will be adjusted to a new unit price at the discretion of Architect.C. The individual specification sections may modify these options or may identify a specific formula

or percentage price reduction.D. The authority of Architect to assess the defect and identify payment adjustment is final.

1.08 SCHEDULE OF UNIT PRICESA. Item 1: Polyisocyanurate roof insulation; If, after removal of ballast and existing EPDM

membrane, existing roof insulation is found to be saturated in certain areas, replace insulationwith insulation to match existing in material and thickness.

level of the specified product, equipment, assembly, or system.2. Agrees to provide the same warranty for the substitution as for the specified product.3. Agrees to provide same or equivalent maintenance service and source of replacement

parts, as applicable.4. Agrees to coordinate installation and make changes to other work that may be required for

the work to be complete, with no additional cost to Owner.5. Waives claims for additional costs or time extension that may subsequently become

apparent.6. Agrees to reimburse Owner and Architect for review or redesign services associated with

re-approval by authorities.B. Document each request with complete data substantiating compliance of proposed substitution

with Contract Documents. Burden of proof is on proposer.1. Note explicitly any non-compliant characteristics.

C. Content: Include information necessary for tracking the status of each Substitution Request,and information necessary to provide an actionable response.1. Forms included in the Project Manual are adequate for this purpose, and must be used.

B. Submit request for Substitution for Cause within 14 days of discovery of need for substitution,but not later than 14 days prior to time required for review and approval by Architect, in order tostay on approved project schedule.

C. Substitutions will not be considered under one or more of the following circumstances:1. When they are indicated or implied on shop drawing or product data submittals, without

having received prior approval.2. Without a separate written request.3. When acceptance will require revisions to Contract Documents.

PART 3 EXECUTION3.01 PROTECTION

A. Protective coverings shall be installed at all paving, building walls and other finished surfacesand equipment adjacent to hoist and work access areas prior to starting the work, and shall bemaintained in place for the duration of the roofing work.

B. Hoist unloading areas and work runways over newly installed membrane and existing roofs shallbe protected with suitable material to prevent damage to the membrane and underlayers ofinsulation and structural deck.

C. Provide protection for landscaping, lawns, walks, curbs, roads and other site elements. Restoresame to "like new" condition and/or replace if damaged by roofing work operations.

D. Plan and conduct work such that each area of roofing work begun one day is completed thesame day, including flashings. Install water cut-offs and tie-ins at the end of each day's work orwhen inclement weather is imminent. Remove same when commencing work.

3.02 EXAMINATIONA. Verify that surfaces and site conditions are ready to receive work.B. Verify that roof openings, curbs, and penetrations through roof are solidly set, and nailing strips

and reglets are in place.3.03 PREPARATION

A. Remove existing mechanical equipment, and extend curbs to maintain minimum 8-inch heightabove adjacent membrane level. Extend sheet metal and electrical connections as required byconditions. Employ licensed Sheet Metal and Electrical Contractors for this work. Resetequipment.

B. Roof drain clamping rings and gravel guards to be removed. Drain casting to be cleaned toreceive the new membrane.

C. Surfaces to which roofing system is to be applied or attached to be examined by RoofingContractor to assure that condition is satisfactory for application of work. Defects that willadversely affect application of roofing system is to be corrected, and surfaces inspected andapproved before application of roofing materials. Commencing work implies Contractor'sacceptance of surfaces and job conditions. Verify all levels at job-site.

D. Drains, curbs, control joints, expansion joints, perimeter walls, roof penetrating components andequipment support to be in place prior to roofing. Insulation board surfaces to be smooth andeven, without broken or cracked boards, or changes in elevation.

E. Wood nailers to be in place prior to roofing. Where wood nailers occur in the plane of the roofinsulation, nailers to be same thickness as insulation creating a flush condition. Anchorage tonot project above nailer.

F. Entire roof area to be prepared to requirements and recommendations of roof systemmanufacturer.

3.04 INSULATION - UNDER MEMBRANEA. Insulation installation for ballasted roof areas:

1. Loose lay tapered insulation over existing insulation. No fastening required.B. Place tapered insulation to the required slope pattern in accordance with manufacturer's

recommendations and NRCA (RM) applicable requirements.B. Roll out membrane, free from wrinkles or tears. Place sheet into place without stretching.C. Shingle joints on sloped substrate in direction of drainage.D. Overlap edges and ends and seal seams by contact adhesive, minimum 3 inches. Seal
