    GENERAL DESCRIPTION : According to observation, national domestic of Indonesia

    oil fuel needs more than Indonesias existing refineriescapacity (Pertamina owned). Even, no more oil refinery inEast Java.

    National oil fuels demand is illustrated as follows:

    PROJECT PURPOSE :To fulfil East Java oil fuels demand, incase there are no oilrefinery in East Java Province nowdays. Whereas oildemand for East Java/Bali/NTT/ NTB is quite high i.e.around 207 MBSD (2006), 252 MBSD (2011) and 307MBSD (2016) /equal to 352 MBSD Crude Oil.

    SCOPE OF WORK :Constructing and operating an offshore Oil Refinery with basicdesign as follow : Crude oil processing capacity is 300 MBSD (300,000 BBL/D)

    with composition 150 MBSD Arabian Light Crude (ALC), and150 MBSD Arabian Heavy Crude (AHC).

    Process configuration is based on concepts as follows:o Maximize Midlle Destillate product;o Optimizing Gasoline product;o Minimizing Fuel Oil and Asphalt products.

    GENERAL DESCRIPTION : Natural gas demand in East Java Province increases

    from time to time, while the supply could not catch upwith this increasing demands.

    The highest supply of gas will take place in 2016 withtotal of 709 MMSCFD Gas, unfortunately in the sameyear the total gas demand may reach 1712 MMSCFD.

    Power station is the most consumer of Natural Gas, theyneed around 1.5 BSCFD gas to produce consumedelectricity in the area. To cap this big electricity demand,Indonesia Power Stations have to use Coal and Oil astheir Fuels. Coal as fuel will end up with pollution, whilegas oil price is very high and increasing with the coalprice increase, therefore LNG Regasification is the onlyanswer to solve this problem.

    Operational design :LNG Regasification Terminal projects be planned as follows:1. Sources of LNG is from outside of Java

    (Tangguh/Australia/Qatar).2. Design option: Ground Terminal Option (on-shore) and the

    Off-shore Terminal option (off-shore).3. Gas distribution: by piping and/or Truck Tank4. Use Gravifloat Technology.

    SCOPE OF WORK :Total Gas capacity produced from Regasification LNG is2,500,000 TPA, or equivalent to 360 MMSCFD Gas.Units :C.1. GraviFloat LNG Terminal (offshore)

    Reservoir tank with a capacity of 6 Tanks 42,000 m3 each(a total of 252,000m3 or 15 days of operation) or as perdemand and increased gradually.

    C.2. Regasification Plant (on land)With production of 360 MMSCFD Gas

    PROJECT PURPOSE : To fullfil East Java and national gas demand; Reducing coal and petroleum usage which is also an

    effort of environment preservation; Cutting off distribution chains of natural gas.

  • LOCATION :WMA Arjuno Welirang is located in three regencies : Malang, Pasuruan & Mojokerto, 60 Km Southern Surabaya City.

    PROJECT PURPOSE : To Utilize Geothermal energy for

    generating the electricity with thecapacity about 265 MWe.

    Increasing the availability of electricitycapacity to anticipate the growth ofindustry in East Java.

    SCOPE OF WORK : For the procurement, the Ministry of Energy and Mineral Resources

    provide the Preliminary Study of WMA Arjunoi-Welirang. Investor have to do several activities such as : Detailed survey &

    design, Exploration, Exploitation & Build the Electricity Power Plant.

    THE GEOTHERMAL PROSPECT LOCATION OF MOUNT ARJUNO WELIRANG

    GENERAL DESCRIPTION : East Java have several Geothermal Potencies in 11 Location,

    which can be used as a electric power plant with the potency as1.500 MWe.

    The Investors for 3 Geothermal Location had been decided, MiningWork Area (MWA) Argopuro (295 MWe), MWA Ngebel (220 MWe)& MWA Blawan Ijen (170 MWe).

    Curently, they conduct the detailed survey & exploration. In 2014, the Ministry of Energy & Mineral Resources will determine

    the MWA Arjuno Welirang (265 MWe) for its open procurement.

    INVESTMENT COST : Project cost estimate : USD 570 Million With 30 Years concession Electricity Max tariff : USD 11 cents / KWh

    (National Electric Company as a buyer)

  • GENERAL DESCRIPTION : The number of East Java industries which produce toxic &

    hazardous waste reach 30,000 industries ; Estimation of total East Javas toxic & hazardous waste in

    2011 is 14,270 ton ; The toxic and hazardous waste treatment plant in Indonesia

    with high scale and complete facility is only located inCileungsi, Bogor , West Java ;

    Industries should expend high cost since their toxic &hazardous waste must be processed in Bogor ;

    The inclination of mostly industries do not process their toxic& hazardous waste to Bogor or another processing centre,then it impacts to pollution and destruction of environment.

    To overcome this problem, Toxic & Hazardous Wastetreatment Facility have to be established in East Java whichhas profitable business prospect.

    PROJECT PURPOSE : To facilitate the industries which produce toxic & Hazardous

    waste in East Java, so that they could reduce the processingcost.

    Maintaining environmental sustainability.

    Stabilization, Neutralization and Declorination, Biological Processing, Distillation, Evaporation & Extraction, lncineration.

    b.Waste Landfill : Secure HazardousWaste Landfill, Land spread, Conventional Landfill, Ocean Dumping.

    c.Supporting System : Management system, Laboratories

    d.Supporting facility : office building and equipments

    LOCATION :The alternative location is Pasuruan, Mojokerto & GresikRegency that closely located with Industries which producetoxic & hazardous Waste.

  • LOCATION :Nganjuk Destrict (the District baron, Sukomoro,Tanjunganom), About 119 km from Surabaya or Jombang(Sub-unit and Area Development Mojoagung Ploso) about 79Km from Surabaya.Alternative location with high investment prospect are aroundRegency of Tuban, Pasuruan, Jombang, and Banyuwangi.

    PROJECT PURPOSE :To provide a new industrial estate which is located in thecenter of East Java Province to realize easier activity ofproduction or distribution for its user.

    SCOPE OF WORK :Providing Industrial Area with a variety of facilities and itsupporting infrastructure in the 1000 Ha area.

Everyday traffics fromLombok - Bali going to Surabaya and Jakarta pass through Banyuwangi -Probolinggo - Pasuruan - Surabaya - Jakarta roads.An existing primary road consists of Pasuruan - Probolinggo road along29.80 km and its width around 7.00 - 11.00 m and Probolinggo -Banyuwangi along 118.60 km and width of 6.00 7.00 m makes servicecapacity insufficient.In case of supporting industrial estate acceleration within 5 years future inPasuruan, Probolinggo and Banyuwangi and developing economic growthand distribution of goods and service, therefore Pasuruan-Probolinggo-Banyuwangi toll road development is highly required.

    GENERAL DESCRIPTION : Juanda International Airport only have one runway which

    nowdays the condition is worsen (the runway asphalt oftenpeel-off).

    The flight intensity from/to Juanda Airport is too high toohandle by existing runway which reach 22 flight/hour in peakseason.

    To anticipate the increasing of future flight intensity is necessaryto build a new runway for serving up coming fight frequent to 25flight/hour .

    INVESTMENT CONCEPT : Joint investment with PT. Angkasa Pura I to built

    this project and its infrastructure; Joint management with PT. Angkasa Pura I to

    operate this project. .

    SCOPE OF WORK :To built a concrete runway with length of 3600 m andwidth about 1300 meter and other supporting facilitieswith capacity for 600 aircraft movement, and has to beable to accomodate the aircraft B-747-400 or simillar.
