Project Components /Activities :
1. Preparatory activities for the preparation of IEM and LGU ENR Plans such as: formation of TWG/PIT, capacity building, trainings & exposure trips/cross project
visits, inception/orientation meetings, stakeholders/community meetings,
formation of WMC, preparation/review/signing of MOA, drafting/preparation of
manual of operations, data gatherings/situational analysis preparatory for the
drafting of IEM and LGU ENR Plans, and preparation of GIS Thematic maps of
the project.
2. Identification, planning and operationalization of key investment areas in the watershed such as: a.) watershed restoration, rehabilitation & management (Forest
Nursery Identification/Establishment & Development-5,000 sq. m.;
Reforestation/ANR -EP within Degraded and/or Inadequately Stocked Forestland
Areas/Micro-watershed Using Indigenous Forest Tree Species -10 hectares).
3. Development of marginal/cultivated forestlands as food production area (w/in CBFMA/CADC/ISF sites) into AGF farms with the following developmental

activities: procurement /production and distribution of high value crops, fruit tree
species (24,250 seedlings/grafted/budded); Model-Farm Establishment Terracing
Farm / Contour farming (2 has. for upland rice production/vegetable gardening).
4. Infrastructure support (Construction of 1 unit Multi-purpose shed/bunkhouse; Construction 1 unit Water Reservoir(SWIS) including Pipe Installation;
Rehabilitation of Farm-to market Road (w/in a stretch of 5 km).
5. Procurement of IT/mobility equipments in support to project implementation such as the following: I unit utility vehicle(pick-up truck); 2 units motorcycle; 2 units
laptop/notebook computer; 1 unit desktop computer ; 3 units GPS handheld.
6. Hiring of one (1) IEM Specialist/consultant o facilitate the preparation of IEM Framework and LGU ENR plans and provide technical guidance to DENR-LGU
TWGs in undertaking other preparatory activities.
7. Project Management and Supervision (M&E activities, Inspection/Validation, Extension services, IEC works, documentation processes, support to various
operations of the concerned technical/support groups/project TWGs/field
implementers, etc.
I. BACKGROUND OF THE COMPONENT
Pola River Watershed consists of an aggregate land area of 24,127 hectares located in the
central part of Oriental and Occidental Mindoro. Greater part of its land area is part of
five (5) municipalities of Oriental Mindoro and lesser part covers one municipality of
Occidental Mindoro. The focus of Pola Watershed Project implementation are the areas
within the 5 municipalities covered by the Pola Watershed (except Sablayan, Occidental
Mindoro):

Pola Watershed belongs to one of the watershed areas in critical state which needs
immediate intervention. Its crucial features lie on the following variables: a) the extent of
upland population and migration, b) the degree of population pressure and resources
resulting into rapid deforestation and soil erosion, c) deleterious and unproductive
farming practices in the upland areas, d) poverty in the uplands and inequitable access to
resources and markets, e) water as an important commodity and f) agricultural
productivity in the lowlands.
The DENR, being the primary government agency responsible for the conservation,
management, development and proper use of the country’s environment and natural
resources, with its extension arms wherein the PENRO & CENRO at the forefront, plays
a vital role to go beyond the rally of resolving and addressing the threats to the integrity
of the watershed and its inhabitants.
Generally, the main purpose of this project is to effectively manage, develop , restore
and sustain the management of the watershed areas/upland resources with the active
participation of the concerned stakeholders / upland inhabitants thru implementation of
various developmental and support activities that will address both the environment and
socio-economic aspects ; and the implementation of such activities and /or the
management of the said watershed area is thru the adoption of Integrated Ecosystem
Management (IEM) approach.
Pola Watershed Project was conceptualized in FY 2010. The DENR-PENRO of Oriental
Mindoro initiated the preparation of a project proposal thru the initiative of PENRO

Arthur B. Serna. The proposal was submitted to the DENR Central Office in November,
2010 for consideration and fund allocation. Preparation/revision of Work and Financial
Plan was made following instructions. A minimal fund support was provided in FY 2011
under NPS-ENRMP. Preparatory activities initially started up in the 2nd quarter period
of FY 2011. Other major target activities started to implement in the 3rd
quarter period of
FY 2011 and continued up/ completed the various works in FY 2012 considering the
various factors that hindered the project implementation.
The implementation of the project strictly followed the relevant instructions/ENRMP
guidelines pertaining thereto and in consonance with the approved Work and Financial
Plan. The implementation of the project considered the integration of IEM Approach.
In order to effectively and efficiently implement the Pola Watershed Project, the DENR
Regional Office issued Special Order to the PENRO of Oriental Mindoro as the Project
Focal Person, while the CENRO of Socorro as the Assistant Project Focal Person.
Likewise, the special orders creating the technical working group and the project
implementation team were also issued. The partner LGUs (both provincial and municipal)
has also designated their regular representatives for the project undertakings.
The remarkable accomplishments were embarked on its vibrant and supportive project
focal person/leaders coupled with hardworking technical and support staff. A wide range
of key programs/activities implemented are geared towards addressing environmental and
socio-economic aspects with the involvement of concerned stakeholders and strong LGU
support.
II. HIGHLIGHTS OF ACCOMPLISHMENT
The PENR Officer being the Project Focal Person, the CENR Officer of Socorro as the
Assistant Focal Person, the created TWG and the Project Implementing Team – all of
them being the forefront of project implementation had contributed much for the
successful project implementation. All of the targeted project activities for FY 2011
under the NPS-NRMP fund were accomplished/completed up to December, 2012 in
collaboration and with the strong support and cooperation of the concerned
LGUs/stakeholders, as well as the untiring support of the concerned admin and finance
services of the DENR (from C.O. down to PENRO), and of course with technical
guidance and support of FASPO Officers/concerned staff.
Summarized below are the accomplished activities which were undertaken by the field
implementers guided and/or following the approved work and financial plan, guidelines
and various instructions/communications from the higher DENR authorities:

A. Preparatory Activities Undertaken
An inception meeting was held at the DENR-PENRO facilitated by the PENR Officer
Arthur B. Serna attended by CENRO Ernesto I. Yere and the key staff both from
PENRO and CENRO-Socorro. Preliminary focused-group discussion was made
regarding the project components as well as the mechanics then followed by action
planning.
Another meeting was held at Filipiniana Hotel with the presence of both the PENRO
and CENRO-Socorro Officers, technical working group/project implementation team,
and support staff together with representative from the Regional Office. The meeting
was facilitated by PENRO Arthur B. Serna. Again, discussion on the project
components, mechanics of implementation were made. This was followed by tasking
of activities /workshop.

A Special Order was issued by the Regional Executive Director (RSO No. 144, dated
July 18, 2011) designating PENRO Arthur B. Serna as the Project Focal Person, while
CENRO Ernesto I. Yere as the Assistant Project Focal Person.
B. Formation of Technical Working Group (accomplished 2 out of 1 target)
A DENR-Technical Working Group (TWG) was formed with a separate Special
Order issued by the Regional Executive Director ( R.S.O. No.142, dated July 18,
2011).In order to effectively implement the bulk of the project activities at the field
level , the PENRO or the Project Focal Person initiated the issuance of Special Order
No. 2011-22, dated June 15, 2011 creating the Project Implementation Team who
were assigned for a specific tasks , though all concerned technical and support staff
are also working other tasks assigned by the project focal person to perform other
works in addition to assigned tasks.
Series of coordination works with the concerned stakeholders/LGUs covering Pola
Watershed were made by the assigned implementing team and informed about the
existence of the Pola Watershed Project , briefed about its components/mechanics,
and the scheduled activities needing the LGUs’ presence. Initial data gatherings
were made during pre-coordination works with concerned LGUs and other
stakeholders.

municipalities with major areas of concern:

C. Training and Workshops Conducted
Series of technical meetings/workshops were also initiated by the Central Office/FASPO
with the presence of PENR/CENR officers and field project staff/implementers prior to
project implementation and even during implementation stage.

a. Orientation/Training on IEM and LGU-ENR Planning (accomplished 5 out of 1 target))
Orientation/Meeting on the concepts/theories of Integrated Ecosystems
Management(IEM) was conducted in August 9-10, 2011 participated by the concerned
stakeholders such as the following: MPDCS/MENROs of the 5 municipalities( Socorro,
Pola, Pinamalayan, Victoria & Gloria), PGOM reps.( PG-ENRO, PPDO), PENR &
CENRO-Socorro Officers, all members of TWG/PIT from from R.O./ PENRO/
CENRO-Socorro. Other key staff and CENR Officers of CENROs Calapan & Roxas
were included as one of the participants (though not part of the mgt. of the Pola
Watershed Project) as an opportunity for them to be informed /oriented on IEM approach
for future replication/adoption within watershed areas covering their jurisdiction.
Lecture/Discussion on IEM was facilitated by Dr. Ernesto Guiang – the FASPO
Consultant. This was supported by sharing of experiences on the implemented watershed
project adopting the IEM in Pulantuna Watershed in Bicol Region by RTD Pobleo
Florece who travelled all the way from Bicol Region. While the topic on Vulnerability
Assessment was rendered by Dr. Edgardo E. Vendiola (RTD for Research) of
MIMAROPA Region. The two-day activities were monitored/supported by the
FASPO/PDED Project staff/Officers (Mr. Conrad, Ms. Monyeen, Ms. Nelia).

b. Orientation/ Training on IEM and LGU ENR Planning
Conducted last June 14-15, 2012; August 14, 2012; August 31, 2012; September 6-7,
2012 by the hired consultant For. Casimiro V. Olvida as part of his consultancy services
in the drafting/Preparation of IEM Framework and LGU ENR Plans inclusive of
providing technical guidance in WMC formation, and preparation/drafting of MOA and
WMC Manual of Operations. Shown below are some of the photo documentations.

c. Orientation/Meetings/Community Consultation Several meetings/ community consultations and orientation were conducted/ facilitated by the PENR and CENR
Officers and key /project technical staff particularly within CADC/IP areas
and oriented/ informed them about the project and benefits that they will derive
both directly and indirectly and partly discussed the IEM approach . IEC
activities are integrated in the process specifically on environmental awareness
(protection, conservation , climate change mitigation and adaptation) . In one of
the meetings , PENRO Serna invited the ORMECO Director and presented with
him one of the earnestly requested electrification within the community, wherein
he was convinced by the PENRO as a convergence process in addressing the
needs of the upland community, as such approved and implemented in the 1st
and 2nd
quarter of FY 2012 by the ORMECO within the very remote upland
community.

Working with the IPs is not an easy task. One must not only be patient but must know
how to deal with them. Their norms and traditions are still being practiced; as such
project acceptance took so long, hence encountered some sort of delay in project
implementation. They meet and discussed among themselves regarding the project

developmental activities right after they were oriented by the Officers/project staff for a
three consecutive days and held again for another scheduled days in order to get
consensus. The activities were supported by the DENR in terms of food consumption by
the DENR as requested by IPs during their period of consecutive IP meetings. In the end,
the IPs drafted an agreement based on what they have agreed upon and presented to the
DENR

PENRO/CENRO reviewed and discussed before signing by both parties were made.
Shown below is the IP ritual conducted by the Tadyawan tribe at Brgy. BugtongnaToog,
Socorro including signing of agreement as a sign of their project acceptance.

IPs ritual for project acceptance does not end with the killing of one pig used during the
solemn process of the said ritual; but more native pigs were killed as part of another
rituals during start-up of project activities in the CADC/IP areas composed of various
Sitios in Brgy. BugtongnaToog, Socorro. The DENR officers and project implementing
team/staff respected these kinds of IPs practices, hence the IPs were supported during
the process.

D. EXPOSURE TRIPS/CROSS-PROJECT VISIT (100% accomplished)
a. Exposure Trip to Cordillera Administrative Region (Ifugao, Banaue, Mt. Province, Sagada, Benguet)
Exposure trips /cross project visits were undertaken within selected watershed areas with
best practices and areas adopting the IEM approach wherein learnings could be
replicated. The participants in this undertaking composed of the selected staff (Pola
Watershed Project implementers) from PENRO headed by PENRO Arthur B. Serna and
CENRO Socorro, LGU’s from Pola, Pinamalayan, Socorro, Victoria and Gloria,
Oriental Mindoro, NCIP representatives, representatives from the Provincial Government
of Oriental Mindoro and members of the People’s Organization/Indigenous Community
within Pola Watershed Project . These were undertaken within various locations
covering the Cordillera Administrative Region(Ifugao, Banaue, Bontoc, Sagada and
Baguio) on May 7-11, 2012 and attended by 35 participants ; and in Region 5 (various
areas of Camarines Sur and Camarines Norte) on June 19-22, 2013 with 20 participants.
A complete documentation of these activities was prepared by the organized
documentation team. These activities are part of the catch-up plan of the
unaccomplished FY 2011 target which was undertaken in FY 2012.

The secondary data gathered and all the relevant outputs during
seminar/workshops/meetings conducted/facilitated by the IEM Specialist and
participated by the DENR-LGUs and other stakeholders, including the data
gathered/observations during the conduct of community consultation
meetings/immersion/focused group discussion, coordination works and ground working
activities were used as references in the preparation of the plan .

Reforestation/ANR-EP within Degraded and/ or Inadequately Stocked Forestland Areas within Micro- watershed Using Indigenous Forest Tree
Species (100% accomplished)
Ten (10) hectares were identified by the IPs in Brgy. Bugtong na Toog,
Socorro, Oriental Mindoro guided technically by the assigned site coordinator.
The remote plantation area was surveyed and mapped. Ten thousand seedlings
of indigenous species were produced/procured namely: Ipil (1,000), Lauan
(5,000), Mangachapui (1,000), and Apitong (3,000). These were the seedlings
requirement for planting within 10 hectares (including reserve for mortality).

Plantation establishment (site preparation & out planting including hauling of
planting materials) were undertaken by contract awarded to the skilled
IP/leader of the area. A total area of 10 hectares was planted at 3 meters by 3
meters spacing.

b. Development of Marginal/Cultivated Forestlands as Food Production Area (w/in CBFMA/CADC/ISF Sites
1. On Agro-forestry Development/ Establishment
Procurement of Fruit tree seedlings and Distribution: Out of 24,250 annual target, a total of 32,277 seedlings was accomplished. The additional
accomplishment (8,477 seedlings) in excess of the target was procured out
of savings from competitive bidding. These include the following :

The above-cited seedlings were distributed to project beneficiaries
covering Pola Watershed project (CADC/CBFMA/CS holders & other
upland farmers/stakeholders in the upland areas covering Pola Watershed
Project like in Bugtong na Toog, Granvida, Marayos, Safa, Sabang, and
Fortuna covering the municipalities of Socorro and Pinamalayan).
Farm Lots Development
Site preparation and outplanting of the seedlings distributed is counterpart
of the beneficiaries at no cost from the government. There is no allocated
budget based on WFP for the said activities including its maintenance
activities. These were planted by the beneficiaries within areas covering
the CADC, CBFMA, ISF-CS, and within other upland/forestland areas of
the watershed. About 149 hectares were planted/developed situated
within distribution areas cited above.

3. Rehabilitation of 5 km. Farm-to market Road : FMR-Phase 1 (100% accomplished)

Prior to project implementation, the PENRO/CENRO Socorro Technical staff/TWG
members have conducted series of coordination works with the LGU of Socorro who was
requested the to prepare the program of works of the road rehab project considering that
the expertise on infra is under them aside from the fact that the subject area is within
their jurisdiction.
The Municipal Mayor, MPDC and Mun. Engineer were very supportive and active
partners in the implementation of the project. Hence they were the one entrusted to
prepare the necessary program of works and design. During the survey activities, the
concerned LGU Engineer participated in the field works together with the concerned
technical staff of CENRO-Socorro.
However, according to LGU during pre-discussion with them the budget of 1.9 million is
not sufficient to rehabilitate the target of 5km., in other words not a standard costing of
FMR rehabilitation. It is a very limited amount considering the relatively steep elevation/

very poor road condition in the subject upland road area for rehab. Hence, because of the
scenario it was agreed upon based on the recommendation of the LGU and finally decided
by PENRO Arthur B. Serna (Project Focal Person) to prioritize the major
problem(impassable road) , as such within a stretch of 5 km., about one kilometer
which is impassable by vehicle had been subjected to road opening in some part,
widening and concreting of drainage canal and installation of culvert which is a major
accomplishments on top of rehabilitation activities leading from Ma. Concepcion to
Bugtong naToog, Socorro. The rest of the subject area for rehabilitation will be
intermittent within a stretch of 5kms. In order to cope up the given physical target. That
the rehab will be a phase 1 activity for FY 2011, and a phase 2 to be proposed for FY
2012 within the succeeding area leading to Bugtong na Toog proper for the benefit
of the majority upland inhabitants, that is the Indigenous Peoples (Tadyawan tribe).
The activity was undertaken in partnership with the LGU of Socorro showing their strong
support and cooperation same with the barangay LGU. The program of works and design
were prepared by LGU-Socorro as their counterpart duly signed by their Engineer,
concurred/noted by the municipal mayor, with CENR Officer of Socorro as the
recommending approval and duly approved by the PENRO.
The Municipal Engineer and MPDC have participated during the Operation,
M&E/Inspection works of the area prior to payment of the contractor.
