EXECUTIVE SUMMARY 1.1 IDENTIFICATION OF PROJECT

“Bharat Petroleum Corporation Limited” a public sector undertaking company of government

of India, deals in refining petroleum crude oil, distribution and marketing of the same in

domestic and international market.

Bharat Petroleum Corporation Limited (BPCL) Up-Grading Sultanpur LPG Plant (OISD-169)

to full-fledged OISD-144 plant inclusive of all facilities Thus, after Up-Gradation the total LPG

storage capacity of the plant will be 900 MT with bottling capacity of approx 12000

cylinders/shift.

About 8 nos. of bulk LPG tankers having 16 MT capacity each, are being unloaded in this

plant every shift, while about 12 nos. of filled cylinder trucks (306 cylinders of 14.2 Kg each /

truck) are dispatched per shift.

The proposed augmentation of 900 MT Mounded Storage Vessels is planned in existing

plant area of 8.90 acre (3.60 ha.) No additional land is required for the proposed expansion.

The expected capital investment for the proposed augmentation is 63.0 Crore. The proposed

storage expansion of LPG bottling plant categorized as ‘B ‘in 6 (b) (iv) of Gazette Notification

dated Sep 14th, 2006, amendment on 01.12.2009 {isolated storage & handling of hazardous

chemical, as per threshold planning quantity indicated in column 3 of schedule 2 & 3 of

MSIHC Rules 1989 amended 2000} 04.04.2011,16.07.2013 and 09.09.2013. Thus, the

project is “B” category project.

8. Power Supply/ Start up Power

The existing plant has D.G. of 125 kVA and 75 kVA at the site. For the proposed Up-gradation two D.G. sets of 250kVA will be installed.

1.3 RAW MATERIAL This is not a production unit but a storage facility for Liquefied Petroleum Gas (LPG), its

main function to receive gas (from Bina refinery, Bhopal, GAIL Auriya, and Piyala,

Faridabad) and distribute the LPG in the region of Amethi, Sultanpur Pratapnagar, Faizabad,

Gonda, Raibarelly, Basti, Ambedkarnagar nearby area. At present the unit daily receives 128

MT of LPG through 8 tank lorry of 16 MT capacities. While after Up-gradation plant the unit

will receive daily 256 MT of LPG from above said sources.

1.4 PRODUCT The existing unit is a LPG filling plant. The product is LPG (Liquefied Petroleum Gas). The

physical and chemical property of LPG is given as follows:-

1.5 CONCLUSION The proposed expansion of BPCL LPG bottling plant, Gauriganj will not only contribute to the

growth of Indian economy but will also strengthens the socioeconomic values / status in the

area. All the latest and environment friendly technology will be adopted. The unit will adopt

SECTION II PROJECT BRIEF AND BACKGROUND INFORMATION

2.1 PROJECT BRIEF “Bharat Petroleum Corporation Limited” a public sector undertaking company of government

of India, deals in refining petroleum crude oil, distribution and marketing of the same in

domestic and international market.

Bharat Petroleum Corporation Limited (BPCL) - LPG plant, Sultanpur, is proposing Up-

gradation of existing plant (OISD-169) to full-fledged OISD-144 Plant inclusive of all facilities.

They are proposing new additional LPG Mounded Storage Vessels of capacity 900 MT (3

nos. X 300MT) with bottling capacity of approx 12000 cylinders/shift. Presently, the plant has

3 nos. of A/G bullets storage vessel 40 MT (2 nos.) and 100 MT (1 nos.) with cumulative

capacity of 180 MT with bottling capacity of approx 5500 cylinders/day.

The proposed up-gradation also includes addition of LPG filling– 24 stations Electronic

Carousel

2.1.1 BACKGROUND OF THE PROJECT PROPONENT Bharat Petroleum Corporation Limited (BPCL) is second largest PSU companies, with

Fortune Global 500 rank of 225 (2012). BPCL is involved in the refining and retailing of

petroleum products. BPCL’s growth post-nationalization (in 1976) has been phenomenal.

One of the single digit Indian representatives in the Fortune 500 & Forbes 2000 listings,

BPCL is often referred to as an “MNC in PSU garb”. It is considered a pioneer in marketing

initiatives, and employs “Best in Class” practices.

During recent past years the demand of LPG has increased many folds in western region

especially in UP region. The demand of LPG cylinders in and around Bhopal for the year

2007-08, 2008-09 and 2009-10 has been registered as 11.79 TMTPA, 15.65 TMTPA, and

17.96 TMTPA. From the year 2007-08 to 2008-09 the growth of demand has been

registered as 32.8% and from year 2008-09 to 2009-10 the growth of demand has been

registered as 15%. Taking the average growth in demand as 15%, it is evident that demand

of LPG Cylinders in year 2010-11 is expected to be about 20.65 TMTPA and in year 2011-

12 the demand is expected to be about 23.75 TMTPA.

2.2 NEED FOR THE PROJECT AND ITS IMPORTANCE BPCL is India`s flagship national company. It has laid down distribution centers to cater the

demand of LPG products in the various regions of the country. The existing LPG bottling

plant, (since 1997), requires augmentation in storage capacity for smooth supply and

reduction in waiting time.

There will be an additional central excise, and other applicable taxes through the proposed

storage capacity augmentation. This will contribute to the regional/central revenue and will

be further put in public expenditure. The augmented capacity will help reduce waiting time

and overcome the congestion of traffic, in various regions in the state of U.P.

2.3 DEMAND-SUPPLY GAP The diagram below explains the forces acting upon LPG sector instilling its growth upwardly,

and the inhibitors which deter growth rate of industry. Dynamics in LPG sector is largely

affected by both micro and macroeconomic factors as shown. The growth rates of this

industry are highly affected by economic growth rate of the country as GDP, growth in

population, agricultural and commercial usage, which in turn changes the demand for LPG.

Regulatory framework is expected to be an active enabler for the LPG sector, considering it

is a loss making sector to the government; India also requires huge investments for

infrastructural developments in the LPG sector. A National & International political decision

is an uncontrollable factor which affects the demand and supply scenario of LPG industry.

An optimistic view suggests that the drivers foreplay inhibitors and hence the industry is

expected to grow at a significant rate in the coming decade.

Several factors such as household income, location, and availability and prices of

alternatives, appear to affect the choice of or dependence on LPG.

There is a large gap between the demand and the supply LPG in U.P.. The proposed project

aims to fill the demand – supply gap effectively (by reducing the waiting time) through the

required storage. The associated need of the proposed augmentation in storage capacity is

required for smooth supply.

2.4 IMPORTS VS INDIGENOUS PRODUCTION.

The LPG gas is procured from G.A.I.L. Auriya (U.P.), B.P.C.L. Bina refinery, Bhopal (M.P.),

Loni (Gaziabad), Piyala (Faridabad) Haryana. The proposed project storage capacity

augmentation and does not involves imports.

LPG is used worldwide for cooking and heating, especially in areas without connection to

piped natural gas. LPG is a clean fuel for households and is associated with the need for

cylinder refills. The proposed up-gradation project aims to fulfill, time and place utility with

effective cylinder management as LPG has to be stored under pressure, with metal

cylinders.

2.5 EXPORT POSSIBILITY

There is no export possibility by the proposed capacity augmentation, hence not applicable.

2.6 DOMESTIC / EXPORT MARKETS.

The existing bottling unit aims to cater LPG distribution to 10 districts including Amethi viz:

Sultanpur, Pratapgarh, Faizabad, Gonda, Ambedkar nagar, Basti, Rai Barelly, Balrampur

and Siddhartha nagar. The proposed storage up-gradation is for domestic market.

As evident from the table above, BPCL has a relatively lesser number of LPG Distributors, in

Uttar Pradesh. The proposed storage augmentation will fulfill the regional demand of 10

districts nearby Amethi, and no exports markets will be catered through it.

2.7 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT Existing total employment is approx. 59 people including security personals (shift wise). No

additional man power will be employed on payroll. However a temporary influx of related skill

manpower (25 skilled workers) will find job-work opportunity for erection and fabrication of

the proposed storage vessel in the up-gradation project.

There will be a positive impact on the indirect employment of the region.

• Transporters (Trucks and logistics) contract with BPCL for distribution purpose will

increase and this would result in the additional employment by the transporter (in-

contract).

• Due to gas transportation activity, petty food joints and & others en-route (fruits and

vegetable markets) will be benefitted, to full fill the need of associated people.

Section III/ Project Description

The operations start with the receipt of bulk LPG, bulk LPG is being received through tank

lorries in the plant. The above lorries are decanted in T/L bay by differential Pressure

method. The product is transferred from the tank lorry to the storage vessels through

pipelines.

From the storage vessels the product is pumped to the filling machines by using centrifugal

pumps.

The empty cylinders from the market are received at the unloading finger. These cylinders

are checked as per the visual inspection format for dent, genuineness burnt marks,

mechanical damages by the company staff. Only sound empty cylinders are sent to the

Section III/ Project Description

The cylinder filled is checked for correctness of weight on the check scale, to compact valve

tester for checking of leakage from valve & 'O' Ring. After completing the above checking,

the cylinder is capped by safety cap & then goes to test water bath for body/bung leak

checks. The leaky cylinders are rejected after the test bath and the same goes to evacuation

unit for decantation of the product from the cylinder. After evacuating the product from the

cylinder, the above cylinder goes to cold flaring unit for degassing & then the cold repair is

done. Body leak cylinders are rejected for scrapping after de-gassing.

Similarly the cylinders having variation in weight of the gas filled are also taken out to

correction unit & the weight is adjusted by filling the product or taking out the product as per

the requirements.

All sound cylinders after Test Bath are sealed with PVC seal which is sealed through hot Air

Sealing Unit. These cylinders are then loaded to the trucks for dispatching to the markets. A

random check is also done before the dispatch.

3.6 RAW MATERIAL (Quantity and Source), PRODUCT AND MODE OF TRANSPORT 3.6.1 Raw Material

This is not a production unit but a storage facility for Liquefied Petroleum Gas (LPG), its

main function to receive and distribute the LPG in the region of Lucknow and nearby area. At

present the unit daily receives 128 MT of LPG through 8 tank lorry of 16 MT capacities.

While after Up-gradation plant the unit will receive daily 256 MT of LPG from above said

sources.

3.6.2 Product The existing unit is a LPG filling plant. The product is LPG (Liquefied Petroleum Gas). The

physical and chemical property of LPG is given as follows:-

3.7 SOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT Bharat Petroleum Corporation Limited (BPCL) is Up-Grading Sultanpur LPG Plant (OISD-

169) to full-fledged OISD-144 plant inclusive of all facilities Thus, recycle and reuse is not

envisaged in the proposed expansion

3.8 AVAILABILITY OF WATER, ENERGY / POWER REQUIREMENT AND SOURCE 3.8.1 Water Demand

Existing average water consumption of LPG storage and bottling plant is 10 m3 /shift. The

water is utilized for cleaning and washing of cylinders to the tune of 7 KLD, while 3 KLD

water is required for domestic purposes. The project proposal is only for installation of 03

nos. of vessels to augment the storage capacity. The water consumption due to the

proposed augment will not increase because the total bottling capacity will remain intact after

augmentation.

For Up-gradation the unit is proposing 2*1425 KL (Above ground M.S. fire water Tank) in

compliance of OISD guidelines for emergency purpose. The water of the tanks is replaced

on half yearly basis.

3.8.2 Power Demand The existing plant has D.G. of 125 kVA and 75 kVA at the site. For the proposed Up-

gradation two D.G. sets of 250kVA will be installed.

3.9 WASTE GENERATION AND MANAGEMENT 3.9.1 Solid

Except spent oil from DG Set, no solid waste is generated during the operation phase and

same will be maintained after expansion of storage capacity.

3.9.2 Waste water The quantity of existing waste water generation under normal operation of the plant is 2.9

m3/shift. As per existing practice, sanitary waste water (2.1 m3) is being disposed off

through septic tanks to soak pits and rest of the non-sanitary waste water (i.e. due to Mock

drill, once in a month) 0.8 m3/shift is reused for plantation only after passing through vapor

trap.

3.10 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As per the EIA notification dated 14th September, 2006, it is mandatory for the proposed

activity to get Environmental Clearance (EC) before setting up any project or

expansion/modernization of any project. The detailed chart delineating the process is given

environmental consequences of any kind of development, which is a result of human

activities and to suggest appropriate measures in order to reduce adverse effects and also to

4.3 TOPOGHRAPHY The land of study area is generally plane except some regions around the Gomti River which

drains almost the whole area. However, the southern part of the area drains towards Sai

River flowing through the Pratapgarh district. It may be called an agrarian area as agriculture

4.6 SOIL CLASSIFICATION In study area chief variations of soil are Dumat or loam which is a mixture of sand and clay in

various proportions, Matiyar or clay and Bhur or sand. Pre-dominant soil of the district is

loam or Dumat occurring in central level land. Matiyar occurs in low lying areas while Bhur is

found along the river Gomti. The low-lying land consists of paddy land with patches of "Usar"

swamps and marshes.

4.7 CLIMATE DATA FROM SECONDARY SOURCES The average annual rainfall of study area is 1005.1 mm. The climate is sub-humid and it is

characterized by a hot summer and a pleasant cold season, About 89% of rainfall takes

place from June to September. During monsoon surplus water is available for deep

percolation to ground water.

May is generally the hottest month with mean daily maximum at 410C, the mean daily

minimum at 260C and maximum temperature reaches upto 480C. With the advance of the

monsoon by about middle of June there is appreciable drop in the day temperature but the

nights continue to be warm. January is usually the coldest month with the mean daily

maximum temperature at 22.40C and mean daily minimum at 8.80C. The mean monthly

maximum temperature is 32.40C and mean monthly minimum temperature is 19.0

The relative humidity is high during the southwest monsoon season, after withdrawal of the

monsoon, humidity decreases and by summer which is driest part of the year. The mean

monthly maximum relative humidity is 65% and mean monthly minimum relative humidity is

51%. Winds are generally light to moderate with some strengthening during later part of

summer and monsoon season. The mean wind velocity is 4.4 Kmph.

The project is LPG storage and bottling unit of capacity to the tune of 180 MT. the unit has

3no. of A/G bullets storage vessel 40 MT (2 nos.) & 100 (1 nos.) with cumulative capacity of

180 MT with bottling capacity of approx 5500 cylinders/day. Now, after Up-Gradation the

total LPG storage capacity of the plant will be 900 MT with bottling capacity of approx 12000

cylinders/shift.

The capital investment required for the proposed augmentation is 63 crores.

5.2 POPULATION PROJECTION The proposed capacity augmentation in the LPG bottling plant shall not require additional

permanent manpower. Hence, there will be no change in the population projection of the

nearest and farther most villages due to the proposed expansion unit. A temporary influx of

25 local workers for erection and fabrication will be there in the plant premises.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND (Physical & Social) Social Demand There is an infrastructure demand of three new storage vessel. The storage capacity Up-

gradation aims to moderately reduce the waiting time of its distribution, thereby fulfilling

social demand of LPG. The manpower requirements will remain the same hence there is no

additional social Infrastructure demanded inside the project periphery.

8.1. PROJECT SCHEDULE & COST ESTIMATES Likely date of start of construction and likely date of completion (time schedule for the project

to be given) Estimated project cost along with analysis in terms of economic viability of the

project.

The likely date of the start of erection or fabrication will be after the grant of all required

clearances.

The likely date of completion / time required for the fabrication and erection of the three

storage vessel would take six months, from the grant of clearances. The proposed vessel

will be operationalised after successful erection.

The project cost is Rs. 63 crores for the entire fabrication and erection of 3 mounded storage

vessels, Shed gantry, Fire water tank, Pump house, Pipeline etc.. As per the prevailing

market conditions, there is high rising demand for LPG.

SECTION – IX ANALYSIS OF PROPOSAL

Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

BPCL has been engaged with various CSR programmes for more than two decades.

Ujjwala Suraksha Mitra

Since the inception of PMUY over 1.5 Crore households have been given LPG connection in relation to this scheme. This is a rapid growth of consumer base in a short interval of time. We have been providing LPG connections to those households who have never used or in some cases seen any LPG equipment. Majority of the households covered under this scheme has been cooking on firewood, coal and dung for generations and even after getting a LPG connection they preferred using the equipment in a traditional manner that is placing the gas stove on the ground. This was a major concern for us at BPCL, since we have always believed in “Safety First, Safety Must”. So BPCL decided that these households and people connected to them had to be educated on safety procedures and practices in regards to LPG and LPG equipment. But was a barrier; effectivity of the education programs. The ongoing programs related to safety did not have the desired effect on people living in rural areas because these are the regions where media reach and exposure is poor, there are language, culture and lifestyle differences. To connect with them, to make them understand the importance of safety required something they could relate to and someone they understood and trust. BPCL contemplated and came up with the concept of ‘Ujjwala Suraksha Mitra’.

Brief Introduction to Program

To make communication more effective, camps were organized in villages by team of women termed as ‘Ujjwala Suraksha Mitra’ who went to various villages, identified by the respective territories and adhere to the following process:

a) The team of Ujjwala Suraksha Mitra conducted verbal/audio and pictorialcommunication regarding LPG safety to the women of different households and door-to-door propagation of training.

b) The team demonstrated and educated them about safe handling of LPG and LPGequipment.

c) The team took feedback from the participants.

The engagement of women as Ujjwala Suraksha Mitra was a well thought out process, due to conservative mindset in villages it is easier for women at households to connect and interact with other women and allow an easy access to their kitchens. Initially for trail basis women from district Raebareli were selected and trained in LPG safety by BPCL officials.

The Selection Procedure

The selection procedure sort three major aspects in the candidate; first was Minimum qualification of 10th standard (High School). Second was passion and willingness of the

candidate for social work in villages. Third, able to communicate with the customers in their local languages.

Training Process

What are the prominent causes of LPG-related accidents at households? No knowledge of product, poor maintenance, equipment fault, poor handling etc. Training sessions for Ujjwala Suraksha Mitra extensively addressed these issues, various scenarios, remedy sessions and hands-on training to give them insight of LPG safety procedures and practices. Sessions on LPG properties, equipment, safety precautions, LPG Emergency Tips and process of release of connection under Ujjwala were carried out by BPCL Sales and HSSE officers.

The outreach

Finally the program was given its inception on 08th August, 2016. Ujjwala Suraksha Mitras

went to villages to not just conduct safety clinics and camps but to reach the customers

door-to-door. Giving the customer an elaborate hands-on training and information was

boosted by the door-to-door campaign, as the information was not just an overview but was

personalized according to the customer, to help them understand better. Information about

setup of LPG equipment at customer premises, use of gas stoves, DPR (Direct Pressure

Regulator), other LPG equipment and information about LPG Emergency Number – 1906

was elaborated in the door-to-door outreach programs.

After the success at Raebareli this program was replicated for more districts (which were

media-grey areas and dominated by rural regions) which are, Faizabad, Ambedkar Nagar,

Sultanpur, Gonda, Balrampur and few other districts. The success was a result of proper

thought-out planning and coordination. Daily visit planning, regular monitoring and feedback

from the customer helped along the way to build a solid ground for this program.

Subsequently there were inspections of PMUY beneficiaries carried out by BPCL officials

and it was found that work and training by Ujjwala Suraksha Mitra was well remembered by

women of the villages where this program was conducted. Women also retained good

amount of knowledge provided to them on LPG Safety. BPCL received an extravagant

positive response from the customers and saw a significant drop in LPG related accidents.

What people most appreciated was ease in understanding the basics of LPG safety and nil

language barrier. Till now Ujjwala Suraksha Mitra have covered 670 villages in Raebareli,

Amethi, Faizabad, Balrampur and Gonda districts of Uttar Pradesh. They have visited 27000

households and spread the LPG Safety message to approximately 1.3 Lakh villagers. BPCL

aims to enlighten more and more people about LPG Safety through the endeavor of Ujjwala

Suraksha Mitra.
