Main information
PROGRAMME’S TIMETABLE• The AMTRANS Programme has been launched in 2001, the same year of the first
organised competition;
• The projects financing scheme is multi-annual and presently covers the 2001-2005 period, 2005 being legislated as the closing year of the Programme;
• The competitions of 2004 are the last who still permit the financing of the types of projects already known;
• The reference documents of the Programme are: Information Package (yearly
revised , programmatic document of MECT); Guide for Proposal (document elaborated by PMU); Guide for Evaluator (document elaborated by PMU);
Reference Terms for priority projects (documents elaborated by the financing petitioner);
• The legal base for the Programme’s Management Methodology and for the projects financing within the Programme is the Governmental Decision 48/98, yearly materialised by Minister Orders for the competitions/bids organisation within the
limits of the financing schemes;
• The financing from the state budget is considered State Aid and and must be
reported to the Competition Council/Competition Offices.
THE GOAL OF THE PROGRAMME
Balanced management of the Romanian territory, in order to improve the conditions of life, to responsibly use the basic resources and to carry out the quality requirements regarding functionality, safety, comfort and specific conditions of various works of construction, urbanism and territory management.
The development of an efficient, secure and air non-polluting human and goods transport system, ensuring interconnection and interoperability between the transport network and the design, building and management of the infrastructure, taking into account the reduction of average damages and the increase of quality / cost report .
OBJECTIVES AND THEMATIC CONTENT
Advanced models of rehabilitation and spatial planning of territory at a rural, urban, regional and national level according to the durable development necessities.
Quality requirements compliant procedures, technologies, materials and equipment regarding functionality, safety and comfort of constructions.
Integrated Transport Systems.
Modern solutions that ensure functional compatibility of infrastructure with international transport systems.
Modern technologies of transport and transport services in accordance with international requirements and providing compatibility with the European system.
