The Planning Program helps support planning organizations, including District Organizations and Indian Tribes, in the development, implementation, revision or replacement of comprehensive economic development strategies (CEDS), and for related short-term planning investments and State plans designed to create and retain higher-skill, higher-wage jobs, particularly for the unemployed and underemployed in the nation’s most economically distressed regions.

Public Works and Economic Development investments help support the construction or rehabilitation of essential public infrastructure and facilities necessary to generate or retain private sector jobs and investments, attract private sector capital, and promote regional competitiveness, including investments that expand and upgrade infrastructure to attract new industry, support technology-led development, redevelop brownfield sites and provide eco-industrial development.

The Research and Evaluation program aims to fund research (including evaluative research) and national technical assistance projects to promote competitiveness and innovation in urban and rural regions throughout the United States. Technical assistance is used to provide information, data, and know-how in evaluating, shaping and implementing specific projects and programs that promote economic development in economically distressed regions.

Assess/Analyze economic, environmental, and social impacts of disaster to guide federal, state, and local recovery plans, and develop mitigation strategies to decrease future risk.

Assess sediment, nutrient, shellfish and water quality changes; model and predict future water quality changes. Conduct impact analysis and needs assessment of living marine resource populations supporting fisheries, and monitor and forecast the long term recovery of resources and fisheries. Develop recovery and rebuilding plans with federal fishery management Councils, state marine fishery agencies and regional fisheries commissions.

BOR also sponsors the Rural Water Program which Congress specifically authorized to undertake the design and construction of projects intended to deliver potable water supplies to eligible rural communities in areas of water scarcity. Many of these projects benefit western tribal nations that lack safe drinking water. However, funding for new activities in not currently available under this program.

Increased water monitoring in drought-affected areas: USGS works closely with state and local partner agencies to identify and address drought-related water information needs.

Vegetation Drought Response Index documents conditions – Drought conditions are tracked on a weekly basis by the Vegetation Drought Response Index (VegDRI), an operational drought model and map covering the conterminous U.S.

Drought and vegetation mortality studies – USGS vegetation ecologists and paleo-ecologists are conducting studies that support a high level of scientific confidence that, as a result of drought impacts coupled with warmer temperatures, forests in the western United States are at increasing risk of severe wildfire and tree mortality. Currently observed trends are indicative of early-stage ecosystem The Water Resources Division (WRD) assists parks and park staff with water management planning, water rights assessments, water availability, improved use for conservation, water quality assessments, and other dought and non-drought related water resource issues. ○ ○

The Electric Markets Technical Assistance Program responds to both immediate and long-terms needs of states, regions, and other organizations to implement policy and market solutions that bring about improved demand response, energy efficiency, renewable energy, and transmission utilization.

Provides technical assistance and works with states and regions to provide technical assistance and analysis support for policies, market mechanisms, and programs that facilitate competitive, reliable, environmentally-sensitive, customer-friendly electric markets.Section 18 of the Federal Insecticide, Fungicide and Rodenticide Act authorizes EPA to allow an unregistered use of a pesticide for a limited time if an emergency condition (e.g., unexpected and unusual weather conditions) exists. Most emergency requests are made by state-lead agricultural agencies; however, Federal agencies can also make requests.

Provides that on petition by one or more States, a regulated party, or the Administrator on his/her own motion, EPA, in consultation with USDA and DOE, may waive the a renewable fuels volume obligation in whole or in part after making a determination that implementation of the obligation would result in severe economic or environmental harm to states, regions, or the United States, or separately, result in inadequate domestic supply.
