Tips for Applicants

Before completing your application, read all instructions carefully.

In order for PTSB to better serve you by processing your application quickly and efficiently, it is critical

that submitted application packets are complete and contain all supporting documentation as outlined in the instructions and on the forms.

PTSB does NOT accept photocopied, faxed, or scanned applications.

Application processing times vary throughout the year and depend upon whether an applicant is

required to submit fingerprint cards or not. Check our current processing time by visiting the PTSB homepage: http://wyomingptsb.com.

It is the applicant’s responsibility to maintain current information (including Name, Mailing Address, Phone Number, and Email Address) on file with the Professional Teaching Standards Board.

Application Process

Step 1 — Complete the Wyoming PTSB Application Form

Section I – APPLICANT INFORMATION (Page 7)

o Complete the information as outlined.

Section II – LICENSING AND LEGAL INFORMATION (Pages 7 and 8)

o Please make sure you carefully read and complete pages 7 and 8 of the application. o Any disclosure must be accompanied by a personal statement indicating the circumstances and

other related legal documentation (if applicable) to be considered complete. For more information regarding your personal statement, see page 7.

o Failure to disclose will delay your application. This may also lead to forfeiture of your fee, denial, or cancelation of your application.

o If you have any questions regarding your particular circumstance(s), please contact our office at

307-777-7291. o Sign and date the application (see bottom of page 8)

Section III – INDIVIDUAL LICENSURE REQUIREMENTS (Page 9)

o Complete all boxes in this section which are applicable to you and gather all documentation required. Note: Any endorsement that you are pursuing through an Institutional Recommendation should be indicated in this section.

Section IV – COACHING AND ADDITIONAL ENDORSEMENTS [if applicable] (Pages 10 and

11) o Applicants may add additional endorsement areas at the time of their initial application for no

additional fee. o If you have any questions regarding your particular circumstance(s), please contact our office at

Step 2 — Complete fingerprint cards [if applicable]

Applicants must provide fingerprints on two original blue (FBI) fingerprint cards regardless of how

recently fingerprints were taken in another state or for any other purpose. Note: If you currently hold a valid Wyoming license or permit through PTSB, you do not need to submit new fingerprint cards.

Applicants may obtain fingerprint cards and be fingerprinted by any law enforcement agency. o If the local law enforcement agency will not provide two blue (FBI) fingerprint cards, applicants

may email PTSB at [email protected] with applicant’s name and mailing address to request cards.

Include both blue fingerprint cards with your complete application packet.

BEFORE submitting your fingerprint cards, be aware of the following conditions:

o Fingerprint cards MUST be completed in black ink only. o Fingerprint cards MUST NOT be folded, stapled, or mutilated in any way. o Fingerprint cards MUST NOT contain any smudged or unreadable prints.

Applicants who submit fingerprint cards not adhering to the above conditions may be requested by the Wyoming Division of Criminal Investigation to submit a second set of fingerprint

cards, delaying their application.

Complete the following fields on BOTH of the BLUE (FBI) fingerprint cards:

Left Side Applicant completes: Signature of Person Fingerprinted and Residence of Person Fingerprinted

Official completes: Date and Signature of Official taking the Fingerprints

Step 3 — Provide Institutional Recommendation Form(s) showing program completion

(Page 13)

Applicants who completed an educator preparation program must obtain an Institutional

Recommendation from the institution(s) where they completed their preparation program(s).

After completing Section 1 of the Institutional Recommendation(s) form, submit the Institutional

Recommendation(s) form to your College Dean or Certification Officer for completion. If you have questions as to where you should submit the form, please contact your specific institution.

Be sure to have the completed Institutional Recommendation(s) sent directly to you.

Once you have received your completed Institutional Recommendation(s), include them with your

completed application packet.

Step 4 — Provide official transcripts (Page 14)

Request official transcripts from ALL colleges and universities where coursework has been completed

and have them sent directly to you. Include the official transcripts with your completed application packet. Photocopied, faxed, or scanned copies will not be accepted.

o If you are submitting electronic transcripts please see page 14 for more information.

Transcripts must have your degree posted. Transcripts without the degree posted cannot be

processed unless a degree was not earned at that institution. Note: It is not necessary to submit official transcripts in a separate, sealed envelope; however, transcripts must contain the institution’s original seal and registrar’s signature in order to be considered “official”.

Step 5 – Demonstrate U.S. and Wyoming Constitution knowledge (Page 15)

[if applicable]

If you currently hold or have ever held a license or permit through PTSB, you do not need to demonstrate knowledge of the U.S. and Wyoming Constitutions again.

Applicants are required to demonstrate knowledge of both the U.S. and Wyoming Constitutions

either through an exam or college course(s). Course(s) must be passed with a grade of a “C” or better.

If you have not completed a college course(s) to meet the U.S. and Wyoming Constitution

requirements, you may demonstrate knowledge through an exam with a passing score. Exam(s)

may be taken at a Wyoming school district office or the PTSB office. Out-of-state applicants may have these exams proctored in their state (see page 15 for more information).

Complete the Verification of Constitution Knowledge form and include exam results or an official

transcript indicating course(s) that meet these requirements with your complete application packet.

Step 6 — Provide results for testing requirements [if applicable]

In accordance with the Every Student Succeeds Act (ESSA) regulations, applicants are required to submit proof of their status as Teacher of Record from any state in which they have been previously or currently licensed. Verification of this status needs to be submitted to PTSB, with the applicant’s application packet.



o Proof of Teacher of Record status may be one of the following: Any document verifying Teacher of Record status from a previous district or state.

A passing score on any test required by the previous state in order to obtain licensure in that state.

Out-of-State:

Applicants will need to complete testing requirements for the state in which their educator

preparation program is located. In addition, out-of-state applicants will need to provide copies of passing test results.

Note: Out-of-State tests must be equivalent to a Praxis II.

Applicants seeking to add endorsements through Demonstration of Competency please

contact PTSB directly 307-777-7291.

Include all necessary test results in your complete application packet.

Step 7 — Out-of-State Applicants [if applicable]

Additional required documentation:

o Copies of ALL teaching licenses or certificates held within the last six years. o A copy of the applicant’s test scores from Praxis II exam(s) or any other state exam(s)

required for licensure in the applicant’s state in which their educator preparation program was completed.

o The Verification of Work History (page 16) form must be filled out completely and accurately and must be signed by the applicant’s school administrator for each

employer/district. o Applicants who received licensure through an alternative route program must provide

documentation detailing the program requirements and verifying program completion.

Step 8 — Reinstatement Applicants [if applicable]

A Reinstatement License is for any applicant who has previously held a standard teaching license/certificate or permit in Wyoming and is seeking reinstatement of that expired license or permit.

Reinstatement applicants must meet all of the requirements listed on their previously held Wyoming

license/certificate or permit. A complete list of those requirements can be found on the reverse side of the applicant’s previously issued license.

All reinstatement applicants must provide new fingerprint cards and the $50 fingerprint processing

fee with their application.

In addition, reinstatement applicants must complete five (5) semester hours of either PTSB-

approved workshop credits or college course(s) from an accredited institution of higher education and must meet any additional requirements that fall under current licensing requirements for their endorsement area. Note: Reinstatement applicants seeking a coaching endorsement will need to meet current requirements.

Step 9 — National Board Certified Applicants [if applicable]

If you are a National Board Certified Teacher (NBCT) and wish to have this recognized on your

License, please include a copy of your certificate verifying your NBCT status with your application packet. The notation will appear on the reverse side of your license.

Step 10 — Complete the Fee Payment Form including all applicable fees (Page 17)

If you do not currently hold a valid license or permit through PTSB, be sure to include the $50

fingerprint processing fee.

The fees may be paid by personal check, cash, money orders, cashier’s check, and credit card.

o Please make checks payable to PTSB or Professional Teaching Standards Board.

These processing times are estimates; they may be shorter or longer depending on each individual situation.

Help Us Avoid Processing Delays Our goal is to process your application and issue your Standard Educator License in a timely manner. To do that, we ask that you submit your application packet with complete and accurate information. If an

application is received incomplete, you will receive a 30 Day Notice notifying you of your missing requirements. If the missing items are not received within the 30 Days, your application may be canceled and your fee may be forfeited.

V. ADDITIONAL ENDORSEMENTS [If applicable]

To add endorsements in this section, applicants must be eligible for full licensure in one of the areas in Section III (see page 9).

I would like to add an endorsement for an Alternative/Non-Traditional School/At-Risk Youth Program.

An endorsement for Alternative/Non-Traditional School or At-Risk Youth Program has the same validity dates of the license to which it is added. An individual who holds this endorsement is eligible to teach in a designated program in any content area at the grade level for which he or she is endorsed.

Note: Applicants with this endorsement are only eligible to add this endorsement at the grade level(s) they will be teaching. Secondary teachers must teach at least one (1) course within their endorsement area(s).



Verification of Employment (see page 12) by a Wyoming school district offering an Alternative Education, Non-Traditional, or At-risk Youth Program

Professional Development Plan to verify your knowledge, skills, and competencies in this endorsement. Please list out what specific activities you plan to complete within the renewal period to strengthen your compliance to the standards, with the goal of becoming an expert working in your facility.

An endorsement as an Institutional/Private Residential Facility Teacher has the same validity dates of the license to which it is added. An individual who holds this endorsement is eligible to teach in any content area, at any grade level at an approved private facility.

Applicants demonstrating knowledge through college coursework must have a passing score of a “C” or better. o Coursework for the U.S. Constitution requirement must cover U.S. history prior to 1865 and include the study of the U.S.

Constitution. Political Science courses may be counted if they covered the Constitution. o Coursework for the Wyoming Constitution requirement must cover Wyoming history and the Wyoming Constitution.

Applicants demonstrating knowledge through an exam must receive a passing score of 75% or better.

Exams may be taken at a Wyoming school district office or the Professional Teaching Standards Board office. Study guides for both exams are available online at http://wyomingptsb.com/licensure/us-and-wyoming-constitution

When taking either exam, the applicant must have the exam proctor complete the ”Proctor Information” section below.

Applicants Living Outside Of Wyoming

Applicants living outside of Wyoming may request to have the exam(s) proctored by a school administrator or college faculty member in the applicant’s state. Please email PTSB at [email protected] to request exams be sent directly to the proctor. Be sure to include which exam(s) are needed, the full name, and email address of the proctor in your request.

Once the exams are completed, have the out-of-state proctor return the completed form and completed exams directly to you in a signed, sealed envelope so that you may submit the envelope as part of your complete application.
