Since their inception by Presidential Directive in 1961, Federal Executive Boards (FEB’s)have served as models for partnership-based government. The Boards serve as a vitallink to intergovernmental coordination by identifying common ground and buildingcooperative relationships. FEB’s also have a long history of establishing and maintainingvaluable communication links to prepare for, and respond to, local and nationalemergencies. While promoting issues related to administration initiatives, FEB’s providetargeted training programs, employee development, shared resources, and localcommunity outreach and participation. The FEB’s role as a conduit of information and ameeting point for a variety of agencies – each with a different mission – is critical to amore effective government.

To create value for the public by fostering communication, coordination and collaborationwith Federal, State and Local Government agencies, while promoting goals andobjectives which achieve wide scale intergovernmental collaboration among agencies inour federal community.

This detail assignment is affiliated with the FEB's Workforce Safety and EmergencyPreparedness Line of Business. The mission of this line of business is to identify,evaluate and distribute government information pertaining to emergency preparedness toall Atlanta federal agencies. This development assignment will use this as the frameworkfor Leading Change with emphasis placed on the associated competencies to play aleadership role with the FEB Emergency Preparedness & Employee Safety Council,along with related partnerships with city, county, state, federal and quasi organizationsthat work together to facilitate responses to natural disasters, bio/chemical emergencies,weather issues, and numerous other high-alert situations that could endanger federalemployees.

Reporting

Duties

Maintain and improve the emergency preparedness and workforce safety sections of theFEB website. This task will include cleaning up the site; taking down old information tokeep information up-to-date; adding new information; grouping of materials; and eventpromotion. Work with FEB Social Websites such as Facebook, Twitter and Linked-In topromote common issues around the preparedness community.

Automate the FEB Membership Directory for the purpose of emergency planning andcommunications.

Develop and maintain the Communicator NXT! Emergency Preparedness Notificationsystem and maintain current database of all Federal Executive Board contacts fornotification purposes.

Attend FEMA Regional Interagency Steering Committee (RISC) M eetingNOAA/National Weather Service (NWS) Webinars, Federal Building Security Meetings,COOP Trainings, Fulton County Office of Emergency Preparedness meetings, and reportto the Executive Director.

Line of Business Managers report directly to the FEB Executive Director. The incumbentwill also serve as the FEB Emergency Preparedness & Workforce Safety CouncilManager and reports to external emergency awareness partners as needed to facilitatepublic safety within the region.

Provide assistance to the Atlanta Federal Executive Board as a liaison to the EmergencyPreparedness and Employee Safety Council of interagency emergency preparednessand continuity of operations planning (COOP) professionals.

Create communications and oversee logistics of Emergency Preparedness andEmployee Safety Best Practice Forums based on local need or as outlined in the FEBOperating Plan including; large scale planning initiatives, community relations inemergency situations, Active Shooter Awareness & Prevention modeling, participation inEagle Horizon National Preparedness exercises and active devolution/reconstitutiontable top exercises.

Promote National Continuity Training Schedule for Emergency Preparedness Exercises.Also promote effective collaboration on emergency response and readiness, as well aseducate the Atlanta metro area federal workforce on health and safety issues inemergency situations.

General Qualifications

Demonstrated ability to interpret controlling regulations and memoranda to implementpolicies and/or programs based upon their intent and literal meaning.

Expertise in event coordination, factoring cost containment, project managementstrategies and project analysis.

Excellent oral, written, and interpersonal communication skills and demonstratedattention to detail.

Experience participating in and/or leading inter/intragovernmental relationships that entailpartnership management and team building.

Individual Development: Executive Core Qualification Focus - Leading Change

Work with area Emergency Preparedness Professionals to demonstrate flexibility whileproblem solving, engaging in research, and identifying/developing emergencymanagement practices targeting federal employee safety. The participant will haveopportunities to make presentations before large groups of federal employees, agencyexecutives, and community leaders and stakeholders.

Interact with customers and stakeholders in a way that demonstrates resilience duringthe ever-changing circumstances that present themselves during emergencies, whilemaintaining a focus on customer concern and awareness to build confidence and trustamongst Region IV federal agencies.

Ability to serve as an interagency liaison. Demonstrated ability may include facilitatingworking groups or other strategic partnerships; assisting with and/or developing urgentnotifications and/or plans; developing and communicating protocols; maintaining anaccurate and up-to-date database for important correspondene; or experience workingwith federal, tribal, state and/or local government officials to resolve issues andcommunicate important information.

Ability to Manage Emergency Exercises and Training. Demonstrated ability may includeexperience planning for emergency events, drills and/or exercises; providing educationaltraining programs where participants are expected to follow procedures and/or protocols;or providing agency leadership with guidance and assistance on critical issues.

Ability to Communicate Emergency Information. Demonstrated ability may includedisseminating accurate and timely communications to a wide audience of stakeholdersas needed to address worforce issues and/or ensure public safety. This includes beingcomfortable with public speaking, addressing large audiences and interating withexecutives in the capacity of a subject matter expert.

This assignment is designed to increase the participant’s exposure to the AtlantaFederal community and to allow the use of creativity and innovation in the delivery ofthe FEB Line of Business Emergency Preparedness and Employee Safety as outlined inthe current Atlanta Federal Executive Board’s Operations Plan. In this role, theincumbent will:

Work with the current FEB training programs and learn how to effectively deliveremergency preparedness and employee safety programs while communicating withfederal agencies in Region IV and building an overall external awareness of policiesand organizational cultures throughout the region.

Develop and cultivate employee/agency relationships while demonstrating anunderstanding of core values and the importance of diversity within the agencyframework.

Apply organizational development principles by adapting Emergency Preparednessservices to the FEB’s organizational culture, using strategic thinking to link operationswith best practices to improve regional workforce safety.

Design and implement Emergency Preparedness services that incorporate businesssystem applications. Participant will use Emergency Preparedness principles tocoordinate business processes to improve efficiency and effectiveness.

Advance analytical, strategic and creative thinking skills by increaseing knowledge ofstaff and line roles within federal agencies. Create and implement a vision as a part ofthe strategic planning process to deploy employee safety strategies and developtechniques that will be applicable to various agencies’s emergency preparednessobjectives.

Use of ingenuity to balance both agency & employee emergency preparedness andsafety needs and resources. Upon successful completion, the incumbent will have hadthe exposure and access to information to acquire basic knowledge of emergencypreparedness and employee safety practices and policies for home agencypreparedness improvement and/or best practice implementation.
