Scientific Research is not receiving

its due importance in the country,according to Prof. C N R Rao, eminentscientist who was conferred with thecountry’s highest civilian honor BharatRatna recently.

While he agreed that economicdevelopment was essential in theprogress of a country, in the absence of

scientific advancement, it alone cannotdeliver the deserved results, he said.

Prof. Rao was delivering a lectureon “Doing Science in India” for theDr. K M Munshi Memorial lecture onMarch 28 at the Bhavan.

Dr. H R Bhardwaj was the chiefguest at Dr. Munshi memoriallecture

Prof. Rao was of the opinionthat compared with othercountries, there was a shortfall inscientific temper in our country.While China and America are inthe forefront in the field ofscientific research, India was notextending to science the sameimportance that was given totechnical and medical education,adding ‘Whatever may be theother factors, the eternity ofscience cannot be overlooked!’

In this context, he pointed outthat for 20 years in his labs in theIndian Institute of Science and theBangalore's Jawaharlal NehruCentre for Advanced Scientific

Research, he did not have a singlestudent from Bangalore. Theywere all from elsewhere, hebemoaned.

Referring to the state ofeducation in the country,Prof. Rao averred that the systemof education in the country is notfree from defects. “Our IIT’sdon’t enjoy the same standardthey once enjoyed. If theyimprove at least by 10-20 percent, they might regain theirearlier glory”, he opined.

Likewise, Prof.Rao remarkedthat a mere two per cent of thenation’s GDP was earmarked foreducation. “It should beenhanced to a minimum of sixper cent, two per cent of whichshould be spent on highereducation”, he declared. At thesame time, he wondered whetherscientific research was notreceiving its importance due toshortage of teachers in collegiateeducation. Hence he suggestedthat as it is done to name decades

after different subjects, it wouldbe appropriate to declare thepresent decade as “Teachers’Decade”. Side by side effortsmust be made to raise thestandard of both the teachers andstudents, he said, and hoped thatthe new government would takesteps in this direction.

In the same vein, Prof Raoregretted that the number ofwomen opting for scientificresearch is on the decline.The Government will do well totake steps to create opportunitiesfor research by women. May bedomestic problems are in the wayof our women taking up research.But it is necessary to see thatthere is no gender discriminationin science research, he warned.

Governor Dr. H R Bhardwajsaid that Bangalore has certainlyprogressed better in scientificresearch than Mumbai, Kolkataand such other centres. It isequally true that women werealso involving themselves ingreater number here. But this hasnot come to light, he said. At theconvocation of KuvempuUniversity in Shimoga, wherehe was present, of the 120doctorates, as many as 100 PhDswere women, he pointed out anddeclared that these figuresshowed that there was no dearthof women pursuing scientificstudies, he said.

Spirituality plays an

important role in the conduct ofhuman life on earth, declaredJustice M N Venkatachaliah,former Chief Justice of theSupreme Court, in a book launchfunction at Bhavan on March 29.

Speaking after releasing‘India – A fellowship of Faiths’,revised edition of a book byGovernor H R Bhardwaj, he saidthe Upanishads are the basis ofIndian culture.

All religious texts, he pointedout, lay stress on the path ofknowledge. Likewise, the essenceof all religions is extant in theUpanishads, he said, adding thatDr.Bhardwaj through his bookgives an insight into the realm ofIndian spirituality and culture.

Governor Bhardwaj, in hisremarks said that there wasspiritual flavor in the soil of India.The Upanishads have answersfor all the issues relating to life onearth.

Elaborating on the loftyculture of India, the Governorasserted that India was the land ofnon-violence (Ahimsa). Thepeople here are broad-minded.Karnataka itself is a state knownfor communal harmony. It is theregion where the Sharanas have

given the sacred Vachanas tohumanity. It is a pity that extremistelements are destroying thisimage, he said.

In these circumstances,he reminded that, the time hascome when our culture needs tobe rejuvenated. In this task, theparents must come forward to

inculcate spiritual values in theirwards, he pleaded.

At a time when human

values are on the decline, societyutterly needs poets who cancome out with lyrics capable ofdisseminating such values,observed H H SriShivarathreshwara DeshikendraSwami at Bhavan on April 2.

The pontiff of the SutturMath was delivering hisbenedictory address in a functionwhere two volumes titled 'KCSSamagrakavya' by the well-known lyricist K C Shivappawere released. The Swamijidescribed Shivappa as such apoet as evidenced in hisoutpourings, covering all facets oflife, and complimented the poeton his literary merits.

At the same time, theSwamiji paid tribute to theBhavan founded by a visionarylike Dr. K M Munshi which wasengaged in a similar task. He had

a word of praise for lateDr. Mathoor Krishnamurti for hiswork for Bhavan in London, aswell as his successor, H N Sureshwho is continuing it. Heparticularly complimented Sureshon his painting series ‘NakshatraMandala’ series which hadrecently attracted numerous viewersin an exhibition in the US-Maryland, JSS Spiritual Mission.

Well-known litterateur Prof.G Venkatasubbiah who releasedthe massive two volumescomprising 1085 verses,described them ideally suited forsinging. He said as far as heknew no other poet had to his

credit such a vast number ofpoems, worthy of entering theGuinnes Book. He hoped Shivappawould soon produce an epic.

Sri Kannan, a popularkannada priest of Hiremagalurwho introduced the poems,opined that good poetry is one,which reaches a large audience.He was sure that poet Shivappa’spoems, especially those in theseries under ‘Muddu Rama’

have done it most emphatically.He cited numerous examples toprove his point, which by itself islike a Nobel Prize for the poet.

Shri Shivappa who assertedhow it was befitting that hismagnum opus was released underthe auspices of the Bhavan as allhis earlier collections had enjoyedthe same privilege.

Speaking about Kannadaas a language, he agreed that itmay continue to be the householdlanguage in Karnataka. But in theprevailing circumstances, hewondered if it will flourish as aliterary medium.

The various challenges inproviding quality, accessible andequitable higher education inKarnataka, came up fordiscussion. The challenge ofincreasing Karnataka’s GrossEnrolment ratio to 35 percentfrom the present 25.5 percentwould entail the joint efforts ofvarious stakeholders. Althoughthe GER in Karnataka is higherthan the All India Average(20.4%), it is much lesser thanstates like Tamil Nadu, AndhraPradesh and Maharashtra.

Hence there is a urgent need toexpand capacity, remove regionaldisparity and improve quality.

In his Key note address,Sri. T.V. Mohandas Pai, VicePresident, B.PAC emphasizedthat the transformation of thestate into a global education hub iscontingent in addressing the issuesof expansion, equity andexcellence. He stressed that theoverall evaluation frameworkfor higher education institutionsmust move from measuring inputsto measuring outputs.

The audience in thediscussion comprised ofacademicians, educationalists,principals, heads of departmentsand student representatives ofleading colleges who activelyparticipated in the proceedings.

The need to modernize

education so as to ensure a broad- minded society was stressed byGovernor Dr. H R Bhardwaj at ameeting in the Mysore Kendra ofBhavan on April 5. At the sametime, he warned that the country’srich tradition should not be lostsight of.

Dr. Bhardwaj wasspeaking after unveiling a bustof Dr.K M Munshi, the visionaryfounder of the Bhavan, whichwas celebrating its 75thanniversary which coincided withthe 125th birthday of KulapatiMunshi himself.

Paying rich tributes toDr.Munshi whom he described asan eminent lawyer who evincedkeen interest in spreadingeducation and cultural values inthe country, he said Munshiji wasin the forefront of the country’s

freedom struggle, workingshoulder to shoulder with hiscompatriots like Sardar VallabhaiPatel and Mahatma Gandhi.But his greatest contribution wasthe Bhavan, he added.
