To foster the creation and the growth of cooperative as a practical vehicle for promoting self-reliance and harnessing people power towards the attainment of economic development and social justice is the purpose of the law governing RA 6958.

AIM:To create a viable and
integrated program among its member cooperatives that would catalyze the holistic development of members in the Barangays and Municipalities of the province
Important dates: June 7,1992-1st consultation meeting
September 17,1992- registered with Cooperative Development Authority with Reg No. DAG 2218October 2009-re-registered in consonance with RA 9520 of the Philippine Cooperative Code
At first ,NSCC is a Catholic Church-based cooperative.
During the 9th Annual General Assembly, the by-laws was amended –open to all primary coop registered with CDA, open to its membership for individual to become associate members.
NSCC also amended its Area of Operation from whole province of Ilocos Sur to Region I and CAR and Region 2.
In 2001,NSCC spreads its wings to the whole of Luzon
It has P13,500.00 humble beginning as initial capital and with three employees.MRS. DIVINA C. QUEMI, as the first and head of organization.

SOCIAL CREDIT PROGRAMS RE-LENDING TO QUALIFIED
PRIMARY COOPERATIVES Member Primary Cooperatives are given loan assistance for their capital build - up to help develop their services and meet the needs of their members.
COMMERCIAL LOANS PROGRAM A loan granted for small and medium entrepreneurs who owns established businesses. The amount of loan is based on the member’s capacity to pay. Loans are secured with collaterals and PDCs.
MICROFINANCE PROGRAM NSCC provides financial loan
assistance to micro-entrepreneurs of the province of Ilocos Sur and Ilocos Norte. This program aims to provide employment opportunities within barangays thru encouraging the people to venture into entrepreneurship
a.Vigan City Pottery Program- A lending program to improve the pottery industry of Vigan City
b. Vigan City Livelihood Program— A livelihood program of the City Government that gives priority to the entrepreneurial poor of Vigan. This program gave opportunities for micro-entrepreneurs to start or improve a business of their own.
c. One Town One Product (OTOP) Program - The OTOP Program aims to develop the OTOP Industries of Vigan thru improving their packaging and their qualities. One aim of this is to promote these OTOP products to a wider market.
d. Vigan Based Coop Lending also suppor- The City Government ts the Cooperative movement as it provided a livelihood fund for their capital build-up. Said fund is availed with minimal interest to be used for additional capital of cooperative beneficiaries.
FARMERS LOAN ASSISTANCE UNDER THE TIE-UP WITH PROVINCIAL GOVERNMENT OF ILOCOS SUR
This program aims to boost the production of Agricultural products in Ilocos Sur. It caters financial loan assistance to farmers.
COCONUT FARMERS LOAN ASSISTANCE PROGRAM
NSCC believes that the development of the coconut industry of the province will also bring economic progress thus, the cooperative created a program that aimed to provide financial support to farmers engaged in coconut industry.
LENDING PROGRAM FOR AGRARIAN REFORM COMMUNITIES
This program is exclusively for
farmers and entrepreneurs living within the Agrarian Reform Communities. The aim of the program is to promote entrepreneurial activities for countryside development.
Hon. Ronald Singson, Representative of the First District of Ilocos Sur entrusted NSCC with a fund to be used for the implementation of a livelihood program for the micro entrepreneurs, informal groups and cooperatives within the said congressional district.
1. REGULAR SAVINGS DEPOSIT - no minimum amount
- a deposit of at least FIVE THOUSAND PESOS earns an interest
- withdrawable anytime 2.TIME DEPOSITS - minimum of TEN THOUSAND
PESOS - with a term of 30/60/90 and
360 days - high rate of interest
3. AFLATOUN CHILD SAVINGS PROGRAM - kiddie savings program which was piloted in all schools of Caoayan District, Caoayan, Ilocos Sur
4. DEPOSITS FROM ABROAD - NSCC accepts investments from OVERSEAS FILIPINO WORKERS working abroad.
-rate is the same with Time Deposit - in the UNITED STATES OF AMERICA - we give the authority to MR. ANDY DACILLO to market this program to the FILIPINO COMMUNITIES
