The school savings program – Poupança Escola: gives the student a financial incentive for annual promotion to the next grade and for continuing the studies until the end of secondary school.Guarantee of a Preschool Salary and of a Preschool Basket: avoids that mothers abandon their children in order to work. Mothers receive a salary and a basket with food and pedagogical toys for their kids. Baskets will be distributed in the school, where mothers will also receive the necessary instruction.Promotion of reading: fights one main characteristic of poverty – the low reading level, even among the literate. It is necessary to carry the libraries to the people, in the form of Domestic Libraries (bibliotecas domésticas) or Book Suitcases (malas do livro)Paid Civic Service: building a society without partition demands a program aimed at young people, offering a salary, a goal, a labor ability, satisfaction, citizenship.
Productive, social and ecological Keynesianism
School at home : paid incorporation of up to 500 thousand young people and adolescent to serve as monitors na supplementary education program.Incorporation of the Brazilian University into the antipoverty struggle:
– Preparation and recycling of elementary and secondary school teachers
– Involvement in the eradication of adult illiteracy in four year's time
– Reorganization of some courses so that they contribute to the formulation and implementation of antipoverty policies and respect for ecology, employment creation, valorization of social justice, housing, and health and nutrition care.
Healthcare for everyone: simple actions can increase the health level of the poor, guaranteeing running water and sewage, offering family medical care, building efficient public hospital, creating jobs for cleaning agents.
Productive, social and ecological Keynesianism
The Literacy Scholarship – the Bolsa Alfa: to mobilize the illiterates’ idle energy so that they will learn to read as quickly as possible. One way to accomplish this is to pay adults to learn to read.Training and financing of the Small Producer: a program to train the workforce and, at the same time, offer credit and technical assistance to those trainedPeople's Bank: since the financial system only makes loans to those who already have access to credit, it would be a great revolution if capital is made available to finance small producers.Unmigration: any antipoverty program will have limited effect unless the whole country is involved in an intense unmigration program from urban areas. A fund can be created and used to pay the equivalent to half a minimum wage for up to six months to the unemployed people would return to their place of origin.
