Scope of Work

SSE Services plc require General Engineering design and Assurance Services to cover the following business’s within the SSE Group:

Renewables (Onshore and offshore wind), hydro (UK & Ireland) Thermal Energy (Waste to Energy CCGT, Gas Storage) (UK & Ireland) SSEN Networks (UK only) SSEN Transmission (substations at voltages of 132, 275 & 400kV) (UK only)

The requirements under this scope are :

Drafting design packages based on detailed scopes provided by the business Drafting design packages based on functional design. Design assurance from internal & 3rd party sources where “expert” opinion and/or acceptance or approval is

required. Examples but not limited to are, compliance with planning conditions, regulatory requirements or avoidance of conflict, i.e. environmental surveys v route planning etc.

Undertake FEED studies Provision of temporary design resources to integrate into project teams as required. This could be due to lack of

internal resources and/or the necessary design discipline. A particular requirement is availability at short notice, dependable, flexible and able to integrate easily.

The capability to offer design for a wide scope of disciplines including civil engineering, mechanical, electrical, structural, building and architectural in particular associated with the energy industry.

Be suitably qualified and experienced and hold relevant accreditations for the disciplines above. Have CDM competency Experience and knowledge of planning requirements Innovation – able to provide cost conscious solutions in terms of design process and materials. Cost management – produce budgets for the design element of a project and report on progress Sustainabilty – embed into designs Software capabilities – to have and use the main software packages associated with design, e.g. Autocad, Cymap,

ProjectWise, ETAP etc

Size / Volume / Length of Project:

The requirement is for Framework Agreement(s) with no guarantee of business. Call offs contracts will be used to undertake the services required. It is anticipated the value of the call offs will vary considerably in terms of value and duration. There will be a mix of “call for competition” and direct award against the Frameworks. It is anticipated there will be more than one Framework provider but no more than six, though this not guaranteed.

Anticipated Project / Contract Duration:

The Framework Agreements will be for a 3 year period with two consecutive one yearly extension options. The extension periods will not be guaranteed and will be assessed, based on the performance and requirements of the individual framework(s) providers.

Proposed Strategy:

The purpose of this Notice is to permit suitably qualified and experienced engineering design suppliers to register their interest in being considered and given an opportunity to tender for the general design and technical assurance requirements of the business areas identified in the Scope of Work section. Suppliers registering an interest will then be issued a Pre Qualification Questionnaire (PQQ). Only suppliers meeting all showstopper questions and with an overall score of minimum 75% will be eligible to be invited to tender. The number of suppliers that will be invited to tender will be capped to the top twelve scoring participants achieving the minimum score of 75% of the PQQ.

In order to participate in the PQQ, Suppliers must:

(1) Register on SSE’s Supplier Registration System (SRS) if not already done so

(2) If interested in working on projects based in the Republic of Ireland, register on Achilles Supplyline

(3) Send an expression of interest email by 26th February 2019 which should be titled FW Services – General Engineering Design Services – Multi Site 0324 and be sent to Mike Brown at [email protected]. All participants should also provide details of the principal contact for the submission of the PQQ and relevant email address to be added to our Emptoris tendering system and confirm their Supplier number on SSE’s Supplier Registration System and if applicable Achilles Supplyline in your email.

(4) All suppliers registering an interest will be required to be on our procurement system Emptoris. Please complete the attached form and submit with your note of interest.

Proposed Form of Contract

NEC Professional Services Contract April 2013 with amendments via Z clauses

Any resultant Agreement entered into shall be governed under English law.

Contract / Framework Agreement

The intention of the Authority is to make a Agreement between the Authority and the successful Supplier(s). The following are Parties to the Agreement: SSE Services plc [The Framework Agreement may also be called off by all SSE Group Companies which for the avoidance of doubt includes Joint Ventures Companies such as but not limited to Greater Gabbard Offshore Winds Limited and Beatrice Offshore Windfarm Limited.
