1 PROCUREMENT OF BANAUE/SAGADA/ILOCOS CONDUCT OF PRODUCT UPDATE TOUR REQUIREMENTS (November 18-23, 2016) TECHNICAL SPECIFICATION I. BACKGROUND The Tourism Promotions Board through one of its Domestic Promotions Department will conduct a Product Update tour in Banaue/Sagada/Ilocos on November 18-23, 2016. The said Product Update involves hosting tour operators and travel media in an organized trip for the purpose of educating them with new tourism destinations and/or product and services. Activities will involve the following: 1. Destination assessment (profile of the destination, activities, product inventory); 2. Inspection of facilities (e.g. accommodations, Convention & meeting, recreation, special interest activities, wellness, etc.) 3. Product presentation, business-to-business, and networking activities. TECHNICAL SPECIFICATION

I. BACKGROUND

The Tourism Promotions Board through one of its Domestic Promotions Department will conduct a Product Update tour in Banaue/Sagada/Ilocos on November 18-23, 2016. The said Product Update involves hosting tour operators and travel media in an organized trip for the purpose of educating them with new tourism destinations and/or product and services.

4 Domestic airline tickets with 20 kg baggage allowance (2 TPB Staff & 2 Media) En route: Manila- Cuayan & Laoag -Manila ETD 9:20 AM ETA 10:20 AM via Cebu Pacific ETD 7:15 PM ETA 8:40 PM via Cebu Pacific

Room Accommodation specified in the itinerary - Deluxe category for five (5) nights with breakfast - Minimum of Seven (7 ) rooms Twin Sharing Occupancy

Land transportation for 15 pax (minimum of 2 vans or coaster if available should be with air condition)

Required Tours and activities for 15-20 pax

DOT Accredited Local Tour Coordinator / Guide

Services of a Licensed Tour Guide

Lunch and Dinner with one (1) round of drinks 15-20 pax (choice of: beer, bottled water, juice or softdrinks) – restaurant cater for tourist and serving Filipino food

Snacks for the B2B minimum of 25 pax in Ilocos

AM/PM Snacks 15-20 pax

Entrance Fees/Environmental Fees

Airport and Ferry Terminal Fees

Ferry/Boat Transfers if any

Porter Fees

Travel Insurance for 2 TPB Staff and 2 media

Provision for bottled water during the tours, facial wipes and first-aid kit

Provision for on-site related expenses as need arises

II. ELIGIBILITY REQUIREMENTS

Must comply with the legal and technical and other requiements under R.A. 9184 and its Revised Implementing Rules and Regulations.

III. SPECIAL/ADDITIONAL REQUIREMENTS

The Travel and Tour Operators must be:

DOT-accredited establishment.

Engaged in the business as travel and tour operator for at least two (2) years at the date and time of the opening of bids.

At least five (2) years experiences and expertise in inbound (domestic) travel.

Participated in TPB road shows abroad for the past 2 years.

Hotels and resorts used for the tours should be DOT-accredited and should be Deluxe. Moreover, tour guides and tourist transport companies should be DOT-accredited

Shall work on a five (5) pax minimum guarantees and would be paid according to actual number of pax serviced and delivered which shall not exceed the ABC.

Willing to provide services on “send-bill” arrangement.

Member of a registered and reputable Travel and Tour Operator Association of the Republic of the Philippines.

Price proposed should be adjusted, should there be sponsorship and discounts for some of the package components. The winning bidders shall be determined in accordance with the process of R.A. 9184 and its Revised IRR. Award shall be based on the Lowest Calculated and Responsive Bid (LCRB) or Single Rated Bids per lot provided that it does not exceed the ABC per lot.
