Development Board was established early in1948 in Economic Affairs Division to deal withquestions of rapid economic development of thecountry.

In 1950 a Six-Year Development Plan wasformulated and embodied in the Colombo Planfor Cooperative EconomicDevelopment in Southand South East Asia.

Five Year Plan

A five year plan has the advantage ofreasonable time frame for maneuveringand achievement of solid results.

A five year plan is a general statementof objectives and targets relating to theeconomy as a whole and its variouscomponent sectors.

It provides a broad framework forformulation of the plan

Implementation side of the five year plan

The principal instrument for adjusting the five yearplan to current realities

It translate plans objectives into an operationalprogram.

The annual plan includes an evaluation of pastperformance

Presentation of the main targets

An assessment of the resource position for the year

An outline of the investment programme in thepublic and private sectors

Broad outline of the economic policies that may benecessary to achieve the targets.

In Pakistan, during the period 1972-77, medium-term planning was abandoned in favour of annualbudgeting.
